MINUTES OF THE ARCHITECTURAL MEETING, 20 DECEMBER 1966 Present: Mr. George K. Trautwein, Chairman Mr. John F. Lloyd for Redevelopment Authority Mr. Erling H. The consensus was that this building is worthy of careful treatment; that details of the bulk windows and the door be redesigned to relate to the existing handsome cornice.; that the indicated interior curve of the bulk windows should be expressed on the exterior also, all components then would follow that curve. If flat treatment of the window cornice and sill is preferred, the windows themselves should then be flat. It is strongly recommended that stock moldings not be used. It is recommended that the door should be brought forward, more nearly flush with the frame. A wooden bulkhead to the basement, with stone cheeks and executed in the traditional manner, is expected. Another drawing to incorporate these recommendations is requested. 411 Spruce Street. This preliminary drawing is approved with the recommendation that louvered shutters be used on the second and third floors. The Commission notes that the existing cornice is to be repaired, all parts to be identical with what is now there. Working drawings are expected. 538, 540 Spruce Street. This submission is approved with the recommendation that shutters be omitted on the third story windows and that the stiles be narrower. The Commission questions the level of the door to 538, suggesting that the floor of that structure may have been lowered. It is recommended that there be at least one step to reach the threshold. A justification of the present level is required. 624 Spruce Street. This preliminary drawing is approved with the recommendation that the arch head dormer have glass in its upper segment identical to that of 626. Details of shutters, door and cornice are required. 320 South Fourth Street. This drawing is not acceptable. The consensus is firm that any new addition should be in keeping with the original structure since it will be visible from the street. Elevations of this should be presented in precise relationship to the original facade in the next submission. It is noted that the existing 1840 door and shutters are to be retained. This preliminary plan is approved with the recommendation that window frames of the new addition be con- structed of wood, painted with traditional color, rather than of metal as indicated. The Commission looks forward to seeing a drawing which shows details of the Germantown Avenue facade and the working drawings. DEMOLITION 1026 Waverly Street. Request for demolition is approved in view of the letter from Mr. Lammer, dated 9 December 1966. The Com- mission asks, however, to see an elevation showing the proposed Waverly Street fronts. It was recommended that a letter be sent to Mr. Lammer, Exe- cutive Director of Redevelopment Authority, asking that the Historical Commission be consulted at once when the Planning Commission and Redevelopment Authority committees meet to explore proposals to develop an area where certified buildings exist. It was the consensus of the Architectural Committee that this device would prevent the recurrence of a situation similar to that which arose over the demolition of 1026 Waverly Street.
