MINUTES OF THE ARCHITECTURAL COMMITTEE MEETING, 26 October 1967 Present were: Mr. George K. Trautwein, Chairman Mr. John F. Lloyd for the Redevelopment Authority Mr. Erling H. Marmel, re 600 Spruce Street SUBMISSIONS 600 Spruce Street. At the Chairman's invitation, Mr. Marmel presented a quantity of photographs and drawings in an effort to support his case that the backbuilding of this structure was erected at a different period than was the main block; that if this were true he should be permitted to demolish half its length. This would provide off street parking for two cars and play space for his children. The Committee excused Mr. Marmel and further discussed the problem. It was resolved that the entire backbuilding be preserved and restored. It was recommended that the outside paint be removed and the inside plaster ceiling in order to determine the correct position of the doorway. In summary, Mr. Lloyd reviewed the problem, reporting on his own inspection and his having engaged Miss Penelope Hartshorne to do a study and to send in a report on her findings. This has been done. Miss Hartshorne finds all parts of the backbuilding original with the main part and agrees that all should be preserved. 401 S. Third Street (Hereafter to be called 240 Pine Street) The preliminary submission was approved and working drawings and profiles of all moldings requested. 264 S. Third Street. This is approved. 331 S. Sixth Street. Approved with the request that the frontispiece match that of 333 S. Sixth Street 230 S. Fourth Street. The 1835 shutters and door may remain; shutters to match should be hung at the upper windows. It is assumed that the fine panelling of which the Commission has documented record is being preserved. Other points relating to the original building are approved; no comment made on new construction. 272-274 S. Second Street. Drawing, full sized, of details of the frontispiece was approved. 333 S. Third Street. No stone lintels over the windows are allowed. Otherwise the drawing is approved. 223 Pine Street. It is strongly recommended that only one window be installed beside the doorway, centered in that portion of the facade. Doorway similar to that at 225, as per approved drawing, is preferred. The shutters, to be authentic for the period should be heavier. This will preclude against warping and they will hang better as well. 10,26,67 Architectural Committee Minutes SUBMISSIONS continued 713 Walnut Street. The drawings are inadequate and the design incompatible with the data on this certified building. The architect and the owner are to be asked to come in and see the file. Scale drawings requested. 4232 Ridge Avenue. The drawing is inadequate. None of the existing fabric may be destroyed or altered, including the size of the original openings. PROBLEMS 342 S. Third Street. The architect's letter justifying the position of the doorway as shown on the otherwise approved drawings was read. It was directed that he be thanked and that if subsequent discoveries reveal that this position be incorrect, he will center the doorway, if possible and report his change in design to the Commission. Otherwise the matter rests. 700 Locust Street. The request that asphalt shingles of correct color be used rather than repair existing slate roof is granted. 104-106 Delancey Street. A request in writing from the owner to change the position of the doorway of 104 was granted. He may also copy the doorway of 121 Pine Street, which has been approved for that structure. A drawing to supplement his original submission is expected. PLAQUES REQUESTED 735 Spruce Street. Approved with the directive that the pair of windows not yet changed to 6/6 shall first be done. 162 West Penn Street, well preserved. The Committee will await Dr. Tinkcom's opinion before approving this request. There being no further business, the meeting was adjourned at 6:15 P. M. Respectfully submitted George K.
