so their house is the mirror image of our house right and um i've listened to what has been said
and I'm going to try to be brief
because I have a bunch of pictures

So I just wanted to say that
the property front, back, and all of that,
we took pictures of that.
We sent them in
and we did the side-by-side
and we looked at your instructions
where you asked for these photos to be given
and we took a picture of the whole block.
We wanted you to know that nobody on the block
knew we were taking those pictures.
Everything was in order.
The pavement swept.
The weeds pulled.
All of those things.

that had a personal effect on how you have to know how to handle emergencies and emergency plan
was the picture all the way from 1999, where between 2 a.m. and 5 a.m., there was a house fire
at 5329. And to this day, no one from 5329 came to our house right next door
to tell us that the house was on fire.
I had four children.
One of them, he was 17, he saw something going on
and he heard the footsteps.
Because, see, when you're that close, you don't have privacy.
All you have is a firewall.
The firewall did its job with the fire.
However, we had extensive smoke damage.
Which, in this day and age, people tell you that's worse than the flame.
right so you have to have emergency plans and when somebody asks you right on off the cuff like that
you should be able to say something about first aid fire prevention and now people are learning
about AED and when people have airwaves block compressions all of those things none of that
came out, she just said, I'll go over myself.
So I thought that in the business world,
she wasn't ready. She wasn't ready.
And other things have occurred since then,
even, and I do want to mention, where we had
a sign posted
supposedly from the zoning board with a
date. Right. And nobody at the zoning board knew about it. And no one at the council office knew
it. So we say that that's not business at all. Okay. And how can you take care of human beings
without a business sense? And again, as we've been here, this is our fourth time. Right. And time
Time is very important.
We don't want to get into all the things that you lose when you misuse time.

that um that this is a very dense neighborhood and it's got a very strong combination of high
density residential institutional health care social services mass transit single family and
duplex residential all within a two-block area and changing the zoning or allowing a facility at 53
29 blurs the usages of land in the neighborhood and it alters the clearly designated zonings that
have been set up by the planning commission by the city planning office things like that
we just hope that the applicant can find a facility because it sounds like she wants to
do something that's good we hope she can find the right facility for it but we think that
accepting the appeal to the zoning board's decision would not be helpful right thank you

commission chairman and board members the comprehensive plan recommends no change to the
rsa3 residential single family zoning at this location the city rezoned this neighborhood in
1988 in a council supported map change the appellant has shown that the proposed personal care home
The appellant has shown that the proposed personal care home will have no detrimental
will have no detriment.
impacts to the neighborhood beyond what might reasonably reasonably be expected.
We have not heard testimony that four unrelated girls in the proposed group home would have any
more of a physical impact than four sisters living in the same family. The City Planning
Commission recommends that the board grant a proposed special exception for a personal care
home so we we had a lot of testimony on this case uh from you and several people here what we want
to do is we're going to vote on this next wednesday at 2 p.m and we're going to take this to executive
session so that i can have all the board members talk about what we've heard
yeah sure sure come on come on

um however when i came today i didn't think that i had to bring my business plan i didn't think
that i had to bring um or go over my emergency plans and all of these things i heard a lot of
comments from them where they're concerned i just want to have it on record i have been dealing with
children since 2008. I have been operating a child care center since 2008. We had two locations.
We closed our second location in COVID year, which is 2021. However, I have been operating
and handling 110 children. So for me to deal with four children, it's not that much of a difference.
I am a CPR instructor and first aid.
I am very skilled on emergency planning.
There is nothing that I take lightly with the matter.
I just wanted that to be on file.
I think that they said that, you know, I don't have plans in place.
I didn't think that all of those things were what I had to bring to the table.
I thought this issue was just about the zoning of the home.
I didn't know it was about, you know, specifically the business portion of it.
