We will begin our Finance hearing in regard to Bill No. 020579. It is being taped this morning, but it is a short hearing and we feel that is in order. We have a quorum. To my right, Councilman Michael A. Nutter, to his right Councilman James Kenney, and to his right for the purposes of this Committee, he will be appointed, Councilman Frank Rizzo. The Chair agrees and also the President of Council agrees. We now ask the Clerk to read the title of the bill.

Bill No. 020579, an ordinance amending Title of the Philadelphia Code 16 entitled "Finances, Taxes, and Collections," by 17 amending Chapter 19-1300 of the Philadelphia Code 18 entitled "Real Estate Taxes," by providing for 19 certain deferrals of payments of a certain portion of real estate taxes due the City of Philadelphia or the Philadelphia School District, all under certain terms and conditions.

Thank you, Madam Chair. I move that Bill No. 020579 be reported out of Committee with a favorable recommendation, with a recommendation that the Rules of Council be suspended so as to permit the first reading of this bill at our next session of Council. (Duly seconded.)
