Council President Clarke

There you go. It didn't get to me yet. The Chair recognizes Councilmember Brooks.

Councilwoman Brooks

Thank you, Council President. Back on March the 12th, I introduced a resolution, which nine of my Council colleagues signed on to, calling on the City to protect workers at the highest risk of COVID-19. Today I stand before you amplifying that same call. It is now May the 1st, and times have certainly changed. As we celebrate International Workers' Day and honor everything that the labor movement has provided us with, an eight-hour Stated Meeting May 1, 2020 workday, protections from abuse and harassment, and an end to child labor and more, we also are reminded of the work that we have yet to do. One of the bills I introduced today deals with workers' rights. It calls for an expansion of paid sick leave during public health emergencies, such as the one at hand. While Congress has passed significant emergency paid leave measures at the federal level, including Families First Coronavirus Response Act and the CARES Act, the federal legislation leaves out many. In Pennsylvania, more than three million workers could be excluded as a result of the law's exemptions. The bill I am proposing would increase coverage and cater to the needs of workers during this pandemic by, one, increasing the number of paid sick days from 5 to 14; two, covering all workers, including gig workers and undocumented workers; three, accompanying -- I'm Stated Meeting May 1, 2020 sorry; accommodating those caring for sick loved ones; and, number four, making sick time immediately available. I see this bill as a first step towards an essential workers' bill of rights, which is sorely needed right now. While we have seen many public displays of gratitude to our workers, we must also support these workers with our action. When sick workers are able to stay home, everyone is safe. This legislation is the least we can do for the workers keeping our cities running. I also want to acknowledge that not everyone is able to work at this time. Almost 100,000 Philadelphians have filed for unemployment since the beginning of this pandemic, and rent is due today. That's why Councilmembers Gauthier, Gym, and myself are introducing the Emergency Housing Protection Act for renters. The two bills that I am personally introducing will stabilize Stated Meeting May 1, 2020 pandemic and a year afterwards and waive late payments. By stabilizing the rent crisis, this bill will provide renters the security as they begin to financially recover from COVID-19. Eliminating late fees will decrease the amount of debt that struggling renters will accrue. I would like to thank Councilmember Thomas for sponsoring the entire package of the legislation and thank Councilmembers Johnson, Quinones-Sanchez, and Gilmore Richardson for co-sponsoring the bill to waive late fees. As someone who has experienced the affordable housing crisis firsthand, I feel strongly that keeping families in their homes is not just good public health policy; it's the right thing to do. While we have much work to do, I am grateful for the opportunity to introduce these critical pieces of Stated Meeting May 1, 2020 today, and I am eager to work with my colleagues, even if it's over video conference, to support our city's residents through this time of need. Thank you so much, Council President.

Council President Clarke

Thank you, Council Lady. Speeches on behalf of the majority? I believe I have Councilmember Johnson. The Chair recognizes Councilmember Johnson.

Councilman Johnson

Thank you, Council President. First and foremost, Council President and colleagues, I want to applaud the Mayor doing his revised budget for making public safety and education a priority. I know during this budget session, we're going to make some tough and hard decisions to make it through this budget crisis. However, I do have some concerns that I will be raising during this upcoming budget Stated Meeting May 1, 2020 One, we have to make sure that we continue investing in solutions and resources for gun violence. We have consistently seen shootings and homicides increase even though overall violent crime is down. And so on this upcoming Monday, we will be meeting with the Administration, including District Attorney Larry Krasner and Commissioner Outlaw and the Office of Violence Prevention, to see what's the status and strategy of their plan around addressing the issue of the rising homicides here in the City of Philadelphia, especially during this health pandemic. Two, to raise property taxes at this current time I believe is totally unacceptable. I understand the worthy goal of supporting our School District as it relates to raising funds. However, we want to make sure that during this health pandemic and during this crisis, we are putting people who are able to currently Stated Meeting May 1, 2020 bills, pay their rent, pay their mortgages in a predicament where they will be forced to either foreclose on their home or have even more problems paying their bills. We also recognize that we haven't even addressed the current property assessment -- broken property assessment system that we've been working on over the past few sessions. We also have to make sure that during this particular time we make housing security a priority. Now is not the time to be reducing our investments in housing. It's the time to increase them. It's much easier and more humane and less expensive to keep people in their homes than to help them once they've lost their homes. Just as importantly, this is a public health issue. People cannot obey a stay-at-home order if they don't have a home to live in. And, lastly, and most Stated Meeting May 1, 2020 importantly, I want to support my colleague Councilman Derek Green and all the hard work that he's doing on the federal level to support small businesses, particularly minority- and women-owned businesses. We know that the federal business relief went mostly to big businesses, leaving small business with scraps. This is especially true for women and minority-owned businesses. If we're going to recover economically, we have to make sure that our small businesses survive through the worst of this crisis. Thank you very much, Council President. I'm looking forward to a lively debate as we address these issues around this revised budget. Thank you very much.

Council President Clarke

Thank you, Councilman. I just want to remind members we have to conclude by 1 o'clock because under the Sunshine Act, we must be -- the Stated Meeting May 1, 2020 video, 64 will cut away from us at 1:00. So please be advised about that during the course of your speeches. The Chair recognizes Councilwoman Gauthier.

Councilwoman Gauthier

Thank you, Council President, and good afternoon, everyone. I'd like to briefly share some thoughts on the emergency housing protection package that Councilmember Gym, Councilmember Brooks, and I introduced today and provide some context as to why this is important and why we must act now. Today is rent day for hundreds of thousands of Philadelphia residents, many of whom have just lost their jobs as a result of the COVID-19 crisis. Whether due to job loss or other financial strain resulting from the pandemic, a large and growing number of tenants are finding themselves unable to pay rent, and until now, a temporary moratorium on evictions is the only significant support that's Stated Meeting May 1, 2020 this concern. The eviction freeze is a good start, but it is not nearly enough. If we don't establish further policy interventions, our court system will be flooded with eviction cases once the state of emergency passes. We've already heard from constituents about landlords attempting to jack up their rents by 20 or 30 percent sometimes. Thousands of Philadelphia residents will face and address homelessness, and it's our communities of color who are most at risk for losing their homes. Layer upon layer of injustice and structural discrimination are working together to exacerbate the inequalities that existed before this crisis even began, and it's our moral obligation as lawmakers to prevent a humanitarian domino effect if people lose their housing. And that's what the bills we've Stated Meeting May 1, 2020 do. Working in concert, they provide a set of protections that allow people to stay safely in their home, ensure landlords can ultimately get paid, and as I mentioned before, relief is bound to be an unprecedented burden on the courts. We cannot allow our city's homeless population to rise by the thousands. Homelessness sends ripple effects on our society, endangering children and families and placing an enormous strain on our city's resources at a time when agencies will be asked to make acute reductions in spending. There are a lot of people asking how you pay for this, but the reality is that the City can't afford not to support these efforts. If we don't act to prevent this new wave of homelessness, thousands of people will be left behind and the poorest big city in America will become only poorer. The cheapest and most humane Stated Meeting May 1, 2020 housing crisis is to keep people in their homes, and that's exactly what we are trying to do here. I thank my colleagues Councilmembers Gym and Brooks for their partnership and effort and Councilmembers Quinones-Sanchez, Thomas, Domb, Green, Henon, Johnson, and Gilmore Richardson for their support. Thank you so much.

Council President Clarke

Thank you, Councilwoman. Next up, the Chair recognizes Councilwoman Gilmore Richardson.

Councilwoman Richardson

Thank you, Mr. President. I rise this morning knowing we have a difficult road ahead. Before this crisis, we were already the poorest of America's top ten largest cities and faced many challenges because of that. It will be imperative for our Council and the Administration to work together to ensure we can stabilize the budget, provide quality service, and Stated Meeting May 1, 2020 that prioritizes the needs of the people we serve while understanding we all have been hard hit by the effects of COVID-19. I also rise to offer kudos to my colleagues Councilmembers Green and Bass on the introduction of the resolution that I was happy to co-sponsor to hold hearings to examine the racial and ability disparities of COVID-19. This crisis has only exacerbated the racial inequities present across sectors, including healthcare; more specifically, in Philadelphia, the social determinants of health that continue to leave lower income in minority majority zip codes in heightened danger and with less resources to help. As we move forward and work to continue to flatten the curve, it will be important that we work together to ensure testing availability across the entire City, institute rapid testing and contact tracing, and do all we can to stop the Stated Meeting May 1, 2020 reasons, in the short term, I remain dedicated and committed to ensuring that the support of the Black Doctors COVID-19 Consortium is realized. We know and recognize we have not done enough to provide testing availability in our minority communities. Our partnership with the Black Doctors COVID-19 Consortium will help. The City set up an entire makeshift hospital in record time and are now ramping down based on the lack of need around hospital stations. However, there is still a need to ramp up testing in our minority communities, which is why the work of the Black Doctors COVID-19 Consortium is so important. Partnering with faith-based organizations in North Philly, South Philly, West Philly, and neighborhoods in between, the Black Doctors COVID-19 Consortium has demonstrated, in the words of Mahatma Gandhi, a small body of Stated Meeting May 1, 2020 an unquenchable faith in their mission can alter the course of history. Our children and their children will read our history, and I want them to recall that we stood up for Philadelphians to ensure that they have access to testing in every corner of the City. And as a black woman, I want people to remember I fought for Dr. Stanford and the work of the Black Doctors COVID-19 Consortium. Thank you, Mr. President.

Council President Clarke

Thank you, Councilwoman. Next up, Councilwoman Gym.

Councilwoman Gym

Thank you very much, Council President. I hope this sound is a little bit better than it was before on my other computer. So I'll be very quick here because I know we have a couple Councilmembers who want to speak. First of all, I just wanted to emphasize how Stated Meeting May 1, 2020 be part of a City Council that led the nation in calling for that successful moratorium on evictions, foreclosures, and utility shut-offs. This was a call that was not only embraced by our courts, our Attorney General, our Sheriff, and our utility companies, many of which not only pledged no shut-offs but actually reconnected people back to the essential utilities which now govern and shape our lives. But as my colleagues have said, we're rapidly pivoting into an area where we need to take bolder action. We've done so because we know that evictions impact communities very differently. There are almost 1,500 to 2,000 evictions that are scheduled to be heard as soon as courts reopen on June 1st. Evictions overwhelmingly target women who are heads of households. They overwhelmingly target black communities, regardless of income. They target the elderly and disabled, who our often subjected to Stated Meeting May 1, 2020 three times more likely to be evicted if you have a child. So while we were not able to be in control of or to stop a virus that has fundamentally upended our world, we can establish some determination about whether we want to go back to business as usual in a city which ranked fourth in the nation in terms of eviction and evicts 18,000 people a year. I want to also make clear that our city budget, while grim, cannot afford to not invest in anti-eviction prevention. We received tens of millions of dollars in federal money, which must be used for housing emergencies like the ones our residents are facing. We need to expand the rent subsidies that will stabilize housing for both renters and landlords alike. Finally, this work does not pit landlords against renters. We are working for housing stability that Stated Meeting May 1, 2020 be paid and renters can be housed. The resolution we passed in March kicked it all off, and I look forward to working with my colleagues to prove that we can be bold, we can be creative, and we can be responsible in a time of fear and uncertainty. Thank you.

Council President Clarke

Thank you, Councilwoman. We are a minute over, so I want to hurry up and call for Councilman Jones before the Sunshine police come rushing in our rooms.

Councilman Jones

Thank you, Mr. President.

Council President Clarke

So the Chair now recognizes Councilman Jones for a motion to adjourn.
