At this time, the Chair recognizes Councilman Rizzo, who will present a resolution recognizing James E. Tiano. Will Mr. Tiano and those accompanying him please join the Councilman at the podium. I see that Councilman Rizzo is being joined by Councilwoman Krajewski.
Good morning, everyone. Before I read the official resolution, I want to introduce Mr. Tiano, James E. Tiano, the father of Chief Inspector James Tiano. Just to give you a little bit of background, when Jimmy Binns created to recognize all of the fallen officers that have died in the line of duty, there's plaques all throughout the City and there will be many, many more to come, and hopefully no future officers will be killed, but we wanted to recognize all of the officers that have ever been killed in the line of duty. And Mr. Tiano did something very, very significant. Every year, every time there is a plaque ceremony, Mr. Tiano makes sure that the flowers for the actual ceremony are there, the corsages. Everything that is needed he has taken out of his pocket and made sure that he personally is at every plaque ceremony. So when I heard about that, I said to his son, Chief Tiano, I said we really need to recognize his father for this great effort. Whereas, in June 1942, James Tiano was inducted into the Army in the midst of World War II, assigned to England in March of 1944, sent to France 1944, and was captured by the enemy in November of 1944; Whereas, as a prisoner of war, James Tiano suffered through the cold of winter without proper clothing, nourishment and under extreme adverse conditions, all the while worrying about his family back home, his wife and mother and two young sons; Whereas, James Tiano was liberated in May of 1945, having survived difficult and life-threatening circumstances, and witnessed the deaths of many of his fellow soldiers and felt great sorrow at their loss and compassion for their families; and
And whereas, James E. Tiano returned to his loving family in peacetime, but never forgot the sorrow and compassion experienced in wartime; Whereas, James E. Tiano has transferred those feelings of sorrow and compassion to the Philadelphia police and their lives in the line of duty, and their families; and
Whereas, James Tiano has, therefore, out of an abundance of generosity and kindness donated all of the flowers, floral arrangements, corsages and individual roses for the plaque-laying ceremonies honoring our fallen heroes here in Philadelphia; and Whereas, the City of Philadelphia appreciates the sacrifice in wartime and generosity in peacetime of a great Philadelphian, James E. Tiano. Now therefore
Resolved, by the Council of the City of Philadelphia, that it recognizes, honors and congratulates James E. Tiano for service to his country in wartime and service to his city in peacetime. Further resolved, that an engrossed copy of this resolution be presented to Mr. Tiano, further and gratitude of this legislative body. Mr. Tiano, all I can say, that all Philadelphians appreciate what you do. You see all your friends here that want to honor you today. And we're all so proud of your son, Chief Inspector Tiano. So, again, thanks for this, and I'll see you at the next plaque ceremony. (Applause.)

My My dad has been seven days a week at the nursing home visiting her. I know this award will warm his heart up. Thank you, Madam President. I'm pleased once again to bring to everyone the founder of the African American Children's Book Fair. And let the record reflect that because of Vanesse Lloyd Sgambati's generosity, all the members of Philadelphia City Council will be receiving one of the books written by these fabulous authors before us. Whereas, for 16 years, the African American Children's Book Fair is one of the largest and oldest in the nation and has enhanced multi-culturalism in our City utilizing the joy of reading as a tool; and Whereas, the importance of book fairs cannot be understated, for many of our youth use reading to better know the world around them and use books to help adults; and Whereas, one of the most important reasons to encourage reading in our children is that studies show that the more our youth read, the more likely they are to make positive life-style decisions as they grow older; and Whereas, strictly judging by attendance, the fair -- I should mention parenthetically is hosted by the Community College of Philadelphia -- is a tremendous success, as well over 4,500 people attended the fair last year. They stand in line all day to get into this book fair at Community College. Whereas, rich or poor, no one leaves empty-handed as posters, book markers, raffle books are distributed free of charge to attendees; and Whereas, the books themselves are priced at a level where they are more affordable than many of the bookstores in the region; and Whereas, many of the authors and illustrators are always in attendance as well as local celebrities to further enhance the excitement and vibrancy that the book fair exudes; and
Whereas, one of the esteemed individuals in attendance will be freelance writer and attorney Charisse Carney-Nunes, who is the founder of Brand Nu Words, a new media company dedicated to publishing uniquely artistic and digital books for children and families. She is also the author of two books: "I Dream For You A World: A Covenant For Our Children" and "Nappy"; and Whereas, Gerald Purnell, cover illustrator for the acclaimed Blueford Series of Townsend Press that has received numerous awards and honors, will be in attendance, showing his powerful artwork on display in "I Am Color, Too," a book that demonstrates his talented work as a visionary and artistic young; and Whereas, the fair is also lucky to host Nancy Devard, a versatile artist born and raised in Philadelphia, whose illustrations are featured in the trade picture book entitled "The Secret Olivia Told Me," a book containing pictures and stories about African Americans that carry messages and enjoyment for young and old alike; and Whereas, the 16th Annual African American Book Fair will be held free of charge on Saturday, February 2nd from 1:00 to 3:00 p.m. at the gymnasium of the Community College of Philadelphia, located at 17th and Spring Garden. Now therefore
Resolved, by the Council of the City of Philadelphia, that we hereby honor the African American Children's Book Project on the occasion and celebration of the Annual African American Children's Book Fair. resolved, that an engrossed copy of this resolution be presented to the founder of the African American Children's Book Project, Vanesse J. Lloyd Sgambati, Charisse Carney-Nunes, Nancy Devard and Gerald Purnell for their hard work and tireless efforts in the promotion of children's literacy, as evidence of the sincere sentiments of this legislative body. Thank you, Councilwoman Blondell Reynolds Brown and Councilwoman Quinones-Sanchez. And, of course, to Council President Anna Verna, roll those G's on my name. Paisan. But thank you also, Council, for acknowledging the efforts of the African American Children's Book Project. As founder of the organization, my mission has never changed, to get books into the hands of children that reflect positive images of themselves and encourage the love of reading. The African American Children's Book Fair is one of the largest and the oldest single-day event for children's books that has been held first Saturday in February for the past 16 years. There's no singing or dancing. Over 4,500 people came for one purpose, for the love of books. And it grows each year. And the community understands the importance of books, not just reading. People from all walks of life come to the book fair to meet and greet award-winning authors and illustrators from across the nation. In fact, we have 30 authors and illustrators participating in the event this year. And the three who are being honored today, Nancy Devard, who recently received the coveted American Library Association Coretta Scott King honor for her first hard cover book -- it is a major honor. It's like the Grammy's, the Academy Awards in the children's book world. "The Secret Olivia Told Me" won, and the publisher of that book, Wade Hudson, is in the audience today. Gerald Purnell, who could not be here today and who is represented by his mother, who showed through his illustration that color does not define a person. And Charisse Carney-Nunes, whose books plant the seeds for our children to become productive citizens. These are people who have stepped out of their daily lives to write books that will empower, enlighten and encourage our children. I hope that you will come next Saturday, February the 2nd, 1:00 to 3:00 p.m. Our slogan this year is "A Book Opens Up A World Of Opportunity." Avail yourself of that opportunity, and thank you so much. (Applause.)
My name is Nancy Devard and I'm the illustrator of "The Secret Olivia Told Me," and I had the joy of actually going to this book fair, the African American Children's Book Fair, in 2005, and that's actually how I got to meet Wade and Cheryl Hudson. And had I not made that contact, I probably would have not had this book and made this award. It would have never happened. So I am so thrilled to Vanesse Lloyd and the organizers of the book fair that they just made this opportunity possible for me. I'd like to thank Councilwoman Brown and Councilwoman Sanchez for this citation, for the award ceremony. Thank you very much. (Applause.)

Good morning. My name is Charisse Carney-Nunes and this is my book, "I Dream For You A World," and it is all about the kind of world that I dream about for my children, but, more importantly, I want to teach my children and your children to dream for themselves, and that's what I spend my life doing. I'd like to thank the City of Philadelphia, Councilwoman Blondell Reynolds Brown and Councilwoman Sanchez. Thank you so much for this honor. I'm a graduate of Lincoln University, so I've got lots of contacts. I love to thank Vanesse Lloyd Sgambati, because if it were not for people like Vanesse, we would so often forget that we've got to stop and pause and remember in our noisy world to take time to speak to children, because they are -- one of my favorite sayings is that they're less than 50 percent of our population, but they are 100 percent of our future. So thank you, Vanesse. Thank the City of Philadelphia and the African American Book Project. Thank you so much. (Applause.)

Thank you, Madam President. Good morning, everyone. It is our pleasure to recognize and honor the Violence Free Alliance. Recognizing, honoring and celebrating the Violence Free Alliance, VFA, for their vision that through a collaboration of diverse organizations dedicated to addressing the current entrenched epidemic of violence in the City of Philadelphia and by implementing a comprehensive long-term, multi-faceted approach strong enough to ultimately create neighborhoods of living hope.
Whereas, started with the vision that through a collaborative public health approach to addressing youth violence, positive seeds of change can be planted in every community; and Whereas, Violence Free Alliance has grown into a strong force of diverse organizations ranging from healthcare providers, the business community, educational institutions, faith-based organizations, advocacy groups, community development organizations, anti-violence organizations, public service organizations, the state, federal and local government agencies; and
Whereas, violence in Philadelphia remains an epidemic of paramount proportions requiring a long-term, multi-faceted approach addressing at-risk youths and those who have already committed crimes; and Whereas, Philadelphia's challenges that contribute to violence sound public health policy, emphasizing primary prevention, health promotion programs, conflict resolution and advocacy, supported by secondary anti-violence programs and tertiary interventions, counseling, behavioral and environmental interventions; and
Whereas, members of the Violence Free Alliance can help to reshape the future of those that feel they are no longer part of our society and are hopeless, by nurturing neighborhoods back to health, supporting programs that work, exposing immediately and purging programs that have not been effective and be facilitators for change by fostering collaboration of all stakeholders in creating and maintaining strong bonds within our community; and Whereas, this is no small task, but rather the first step in a long journey, one which will take the dedication, courage, conviction and at large to reach out and take a concerted non-partisan effort at reshaping neighborhoods of living hope.
Resolved, by the Council of the City of Philadelphia, that City Council hereby recognize, honor and celebrate the Violence Free Alliance, VFA, for their vision that through a collaboration of diverse organizations dedicated to addressing the current entrenched epidemic of violence in the City of Philadelphia and by implementing a comprehensive long-term, multi-faceted approach strong enough to ultimately create neighborhoods of living hope. Thank you very much. I am most honored to be here today, and thank the Council for recognizing this group. This group is actually a representation of numerous people from the Philadelphia, Montgomery County. We have a Senator's office here today. And just very quickly, today is the anniversary -- 13 years ago, the General Assembly was presented this book. It's almost to the day. It was January 23rd. The title is The Cost of Juvenile Violence in Pennsylvania, Staff Report on Study the Issues Surrounding Violence As a Public Health Concern. Last May, a nurse I worked with when I first came to Philadelphia, which is 32 years ago -- I came here because of the quality of life, I wanted to go to Penn and I was all charged up, and I'd go out to dinner and be out all night long. It was a safe place to be. I have chosen to work in probably the most disenfranchised communities in Philadelphia and I've loved every minute of it. I have never felt fear. I've never seen fear in the nurses' faces or my aides. Last May, a nurse that I started out with was brutally beaten in Philadelphia while going to do a call for a mother. September 18th of this year, my first vacation in years, I got a phone call, my employee is in the hospital. She got shot. On her way home after group, because now I run a hospice and a home care, her mother heard this on the cell phone that somebody hollered, Shoot her, shoot her. Her mother lived in Ohio. All of you in this room or most of you are maybe parents, know children or have parents or understand what that may mean to possibly lose a child. Thank God she lived. That was the insurgence, the spark. And the other spark was is that, quite frankly, this is America. Every child has a right to a good education. Every child has a right to go home and have food on their table at night. And every child has a right for every one of us as a village to help a community. I believe in Council. I believe in our good Mayor, who is now starting, that we all are a part of the solution or a part of the problem. I am hoping everyone in this room but every person that hears this gets involved. If us, it's with somebody else. I do hope, though, we make it as a non-partisan effort, that everybody tries to work it together, because some days since I started this campaign, it's like herding a bunch of cats together. And it's not about money. It's not about people being right. It is about the fact that in this time period, if I look back when this was written, 13 years ago, for you finance people in the room, it cost the state $5.6 billion for juvenile violence. If we took one billion of those dollars and put it towards juvenile violence, we wouldn't have to put people in prisons. We need to fix the problem of prisons. We need to fix the problems of education. We need to fix the problems of mentoring, and we need to start as adults beginning to give hope back to every child in the City, even those children who are not on our radar. I do not live in Philadelphia. County now. I lived in Philadelphia for 30 years, almost 30 years. The bottom line is, I'm here today because I believe in Philadelphia and I believe in all of you. So I want to thank you all again, and I'm going to shut up, because I'm Italian, I go on too much, but I have a few people I'd like to make a few remarks. Susan, could you please come up first. Susan Segal from Arlen Specter's office.
I just have a little note here from Senator Specter to the Violence Free Alliance. "Dear Friends, I have been informed that your organization is being honored by Philadelphia City Council. This recognition for your efforts towards a violence free Philadelphia is a great honor. "As well you know, there is a the City that must be stopped. With your continued hard work in this field, the Philadelphia of tomorrow will be a safer environment for generations to come. "Once again, congratulations and keep up the good work. Hi. I'm Darren Johnson with AmeriChoice Pennsylvania, and AmeriChoice has taken the opportunity to step up on this event because we know that violence is just not for what's happening out in the street. It impacts our employees. It impacts our members. And Gail being one of our vendors and her employees, it impacts everybody, and we're here to do our part, and we thank you for doing your part. In closing, there's a lot of people here today who are business people, a lot of healthcare thank AmeriChoice also, Keystone Mercy. All three of the major managed care plans stepped to the plate on this because they felt it was costing them money. It's costing me money as an employer. I employ 140 people. Most of them live in Philadelphia. Most of them every day have to deal with violence before they go take care of somebody who is dying. This has got to change, guys, and I know you know what I mean. And this is a business problem because it's an economic problem for all of us. It is also a health problem. And I believe that when we look at this, we cannot 13 years from now be talking about how it's a public health policy problem and not do anything about it. So God bless you all. An ordinance amending Section 20-101 of The Philadelphia Code, entitled "Residence Requirements," by providing that certain employees in the civil service need not be a bona fide resident of the City when appointed, but must establish and maintain bona fide residence in the City within six months after appointment.

And an ordinance amending Section 9-605 of The Philadelphia Code, entitled "Towing," by requiring that every person licensed to engage in the business of towing vehicles to accept credit cards and debit cards in payment of towing and other charges, under certain terms and conditions.
This bill will be referred to the appropriate committee.
And a resolution authorizing the joint Committees on Public Safety and Public Works and Public Property to hold public hearings to explore alternative sites for the Philadelphia Prison Department's training facility.

Thank you, Madam President. Today I rise because it is the fifth anniversary of the passing of a former State Rep, City Councilman and U.S. Congressman, and that is Lucien E. Blackwell. We are very, very honored that we can talk about since his passing the creation of a Guiding Light Award. Many of you know that that happens yearly in the Conversation Hall. We have a Lucien E. Blackwell Boxing Tournament. We have a Lucien E. Blackwell scholarship and a new one to come. We've had three schools who have asked that they use his name in his honor. We're grateful to have the West Philadelphia Regional Library now called the Lucien E. Blackwell Regional Library. Just this past Sunday we presented an award to Commissioner Ayers, our wonderful Fire Commissioner. It was the Lucien E. Blackwell Community Service Award. We have a Lucien E. Blackwell Town Watch Leadership Award. And as all of you know, you just need Ry-Ry (ph). We have the Lucien E. Blackwell Homes in West Philadelphia. So all I can say is, Lou, this recognition is for you. Thank you, Madam President.
