Thank you, Mr. President. Let me just take this opportunity to thank Councilwoman Gym for serving as the chief co-sponsor, and I want to thank Joan Stern, who many Stated Meeting April 28, 2016 4/28/16 - STATED - 2ND READING of us remember, particularly those who were around when PICA was created and her involvement there, and also our City Treasurer, Rasheia Johnson, for lending her voice to this very important issue. It's not one, Mr. President, that's pretty sexy and it's getting a lot of ink in newspapers, but for those who -- and we all were paying attention to the City's Five Year Plan and our significantly low fund balance. This legislation, if it is not passed in the U.S. Senate, could have a long-term fiscal impact on the City of Philadelphia's finances. The municipal bond is just as liquid as a corporate bond, but the federal rule will allow banks to hold large quantities of corporate bonds and restrict them from holding any significant amount of municipal bonds, and this idea that Joan Stern adequately referenced as the value of high-quality liquid assets and not referring to Stated Meeting April 28, 2016 4/28/16 - STATED - 2ND READING municipal bonds as high-quality liquid assets is really interesting, thinking about the 2008 crash, because when corporate bonds became junk bonds, it was municipal bonds that literally held on to the value. So today it is our hope that this Council will lend its voice to this issue and encourage our Pennsylvania delegation and the U.S. Senate to work in a bipartisan effort to pass this legislation. Thank you, Mr. President.
