Good2 morning, everyone. This is a public3 hearing of the Committee of the Whole4 regarding Bill No. 110661.5 Will the clerk please read the6 title.7

An ordinance8 amending Chapter 20-500 of the9 Philadelphia Code, entitled "Councilmatic10 Districts," by revising the boundaries of11 the Councilmatic Districts as they were12 established by Bill No. 110547 (approved13 September 23, 2011), and by clarifying14 how and when the revisions of the15 Councilmatic Districts set forth in this16 ordinance and in Bill No. 110547 affect17 the interpretation of other provisions of18 the Philadelphia Code and other19 ordinances that reference specific20 Councilmatic Districts, all under certain21 terms and conditions.22

Thank23 you.24 Bill No. 110661 would revise25 3 11/2/11COMMITTEE OF THE WHOLE - Bill 1106611 slightly the redistricting plan recently2 adopted by Council Bill No. 110547. A3 map showing the changes is available4 today, along with a list of the affected5 divisions.6 The bill would affect the7 First, Second, Fifth, Seventh, Eighth,8 and Ninth Councilmatic Districts,9 shifting a total of 12 divisions and10 affecting 11,585 people.11 The Chair at this time12 recognizes Councilwoman Miller.13

Okay,17 thank you.18 I just wanted to commend my19 Council colleagues for the hard work they20 put into this redistricting process.21 Tough negotiations and strong public22 input produced a plan that I believe was23 fair, kept neighborhoods intact, and24 corrected the terrible gerrymandering25 4 11/2/11COMMITTEE OF THE WHOLE - Bill 1106611 that has been a black eye for this city2 council.3 I'm confident that this4 amendment further improves the plan and5 ensures that neighborhoods from Allegheny6 West, Olney, and South Philadelphia have7 more united representation.8 You know, redistricting is a9 very challenging process because of the10 restrictions and realities of changing11 boundaries. Breaking up neighborhoods12 and wards is almost inevitable, and this13 amendment helps by restoring some unity14 in some of the district.15 Thank you.16
