Good morning, everyone. This is a meeting of the Committee of the Whole regarding Bill No.'s 990110, 990114, and 990186. I would like the record to reflect that a quorum is present, namely: Councilwoman Blackwell, Councilman Cohen, Councilman Kenney, Councilman Nutter, Councilman Rizzo, Councilman DiCicco, Councilman Mariano, and Councilwoman Tasco. The clerk will please read the titles of the bills.
Bill No. 990110, an ordinance amending an ordinance approved February 8, 1999 (Bill No. 980845), which created the Pavilion Market East Tax Increment Financing District by approving the amended project plan for the redevelopment of the District submitted to City Council by the Philadelphia Authority for Industrial Development, and making certain findings and declarations, all in accordance with the Tax Increment Financing Act, being the Act of July 11, 1990, P.L. 456, No. 113, as amended, and 3 4/22/99 WHOLE - Bills 990110, 114, 186 authorizing the Director or Finance and other officers of the City to execute documents and do all things necessary to carry out the intent of this ordinance. Bill No. 990114, an ordinance amending an ordinance approved July 1, 1997 (Bill No. 8 970120), which created the Philadelphia Naval Business Center Tax Increment Financing District, by excepting three certain areas from inclusion in the District by approving the amended project plan for the redevelopment of the District submitted to the City Council by the Philadelphia Authority for Industrial Development and making certain findings and declarations, in accordance with the Tax Increment Financing Act, being the Act of July 11, 1990, PL. 645, No. 113, as amended; and authorizing the Director of Finance and other officers of the City to execute documents and do all things necessary to carry out the intent of this ordinance. Bill No. 990186, an ordinance 23 authorizing the Director of Finance of the City to enter into an agreement with the Philadelphia Parking Authority, providing for the Parking 4 4/22/99 WHOLE - Bills 990110, 114, 186 Authority to issue and sell its parking revenue bonds to finance and to proceed with a project consisting of the acquisition and/or construction of an off-street parking garage facility at Eighth and Chestnut Streets, including, under certain circumstances, acquisition of an adjacent property for the development as additional parking facilities or for resale, with the proceeds of any such resale to be used to finance completion of the mentioned garage facility or to finance additional or substitute parking facilities approved by City Council, and providing for the City, if and as necessary, to appropriate and make certain payments in respect of debt service on the Parking Authority bonds issued and sold to finance the described project.
