Good morning, ladies and gentlemen. This is a Council Committee on Appropriations hearing on Bill 030423. Will the clerk read the title of the bill?
An ordinance authorizing transfers in appropriations for fiscal year 2003 within the General Fund from the Department of Revenue-Sinking Fund Commission to the sheriff.
The Chair deems that there is a quorum of the committee present, Councilman Clarke, Council President Verna, Councilwoman Jannie Blackwell, Councilwoman Donna Reed Miller and myself functioning as a quorum of this committee. Mr. Dubow is hear at the witness table along with Sheriff Green. Please give your testimony.
Good morning, Councilman Nutter and members of the committee. My name is Rob Dubow. I serve as budget director of the City of Philadelphia, and I'm here to testify on Bill 23 030423. Under this bill the sheriff's office requests an increase of $425,000 in its Class 100 appropriation to cover its overtime costs. The 3 Appropriations - 6/5/03 increase in appropriations is made possible through a transfer from the Department of Revenue Sinking Fund Commission's Class 700 funds. I hope these comments have been helpful in describing the content of the ordinance before you. I respectfully request your favorable consideration of this bill and suspension of the rules to make first reading at counsel's next session.
Mr. Dubow, that was stunning testimony. I was not initially inclined, but given the strength of the argument that you have made here, you have completely changed my mind on this particular bill.
