This is public hearing of the Committee of the Whole. And I'm going to ask Mr. McPherson to please read the resolutions which we will be considering this morning. MR. Good morning. I'm Loree Jones, Secretary for External Affairs. I am here on behalf of Mayor Street to support the appointment and confirmation of: Daniel J. Anders, Esquire; Leonard Cid; and Albert Childs to the Board of Directors of the Philadelphia 5 12/14/06 - WHOLE - BD. OF DIR. APPOINTMENTS Municipal Authority; and Shelley Sims Reed to the Board of the Hospitals and Higher Education Facilities Authority of Philadelphia. Thank you for providing me the opportunity to testify. The Philadelphia Municipal Authority, formerly The Equipment Leasing Authority of Philadelphia, is a quasi-public agency created in 1976 by this body pursuant to the Pennsylvania Municipality Authority Act of 1945. PMA was created to provide funding, through the issuance of revenue bonds and notes for the purchase of automotive equipment for lease to the City. During the late '80s, PMA's mandate was expanded to give it the power to acquire, construct, and hold facilities and equipment for the conduct of judicial proceedings, prison facilities, and administrative facilities. 6 12/14/06 - WHOLE - BD. OF DIR. APPOINTMENTS Additionally, PMA enters into lease agreements for office space within the City. In turn, the office space is subleased to the City for use by various City agencies and departments. The authority staff is overseen by a Board of Directors consisting of five seats serving staggered five-year terms, with Mr. Kemel Dawkins currently serving as chairman. Presently, three seats are vacant. Each of the appointees nominated by the Mayor is a resident of the City of Philadelphia. The Mayor has nominated: Albert Childs to fill the remainder of the term that expires January 1, 2007; Leonard Cid to fill the remainder of the term that expires January 1, 2008; and Dan Anders to fill the remainder of the term that expires January 1, 2010. 7 12/14/06 - WHOLE - BD. OF DIR. APPOINTMENTS Collectively, they will broaden the perspective of the Board of Directors. Albert A. Childs holds a bachelor's degree in business administration from Temple University and a master's of business administration degree in finance from the Wharton School. He was appointed executive director of PMA in January of 1989. Prior thereto, he served as Deputy Director of Finance for the City during the previous five years. Mr. Childs has held financial and business management positions with Aramark and Progress Investments Associates, Inc. He started his career with Arthur Andersen & Company and has been an active CPA for over 15 years. Mr. Childs serves on the Board of Directors of the Community Council for Mental Health and Retardation, serving 8 12/14/06 - WHOLE - BD. OF DIR. APPOINTMENTS from 1989 to 2005. He currently serves on the Board of the Maritime Academy Charter High School. Dan Anders, who, unfortunately was unable to join us this morning holds a juris doctor degree from the University of Pittsburgh School of Law. He's an associate in the commercial litigation department of Pepper Hamilton. His practice emphasizes federal securities, antitrust, and insurance sales practice by class actions. Mr. Anders also performs pro bono work for the Center for Lesbian and Gay Civil Rights and the AIDS Law Project of Pennsylvania. Leonard Cid is the organizer and field representative for the International Union of Painters and Allied Trades District Council 21. His work emphasizes making sure their members have fair working conditions. Mr. Cid is a former 9 12/14/06 - WHOLE - BD. OF DIR. APPOINTMENTS construction foreman on various construction projects throughout the City and vicinity. He's also active in charity work. Additionally, we're here this morning to request that you confirm the nomination of Shelley Sims Reed to the Board of the Hospital and Higher Education Facilities Authority of Philadelphia.
That authority was created to assist hospitals, other health-care institutions, and institutions of higher education with the financing of new facilities and improvements to existing facilities. It does so by borrowing money on behalf of those institutions through the issuance of tax-exempt bonds. That authority is governed by a five-member board, the members of which also sit for a five-year staggered term. The members are nominated by the Mayor and must be confirmed by a two-thirds 10 12/14/06 - WHOLE - BD. OF DIR. APPOINTMENTS vote of Council. The Mayor has nominated Shelley Simms Reed to fill the remainder of the term that expired on January 1, 2010. Shelley Simms Reed is senior vice president of compliance and operations and general counsel at FIS Group, a Philadelphia-based investment advisor that services pension funds in the United States and abroad. She has responsibility for legal-compliance matters at FIS and plays an integral role in the overall protections of the firm. Ms. Simms Reed brings over 13 years of legal and diverse business experience in contract negotiation, litigation management, and government relations. Prior to joining FIS, Ms. Simms Reed was independent counsel to Aramark Corporation's Sports and Entertainment, Campus and International Divisions, where she was responsible for providing 11 12/14/06 - WHOLE - BD. OF DIR. APPOINTMENTS legal and business counsel to management-level clients. In addition to her experience at Aramark, she has also held legal positions at Comcast and Ballard Spahr. She has served as a law clerk to the Honorable Theodore A. S. Court of Appeals for the Third Circuit. She also served in the City Law Department earlier in her career. She serves on the board of directors of a number of civic organizations. She is a graduate of Brown University and she received her from JD Harvard Law School, where she was supervising editor of the Harvard Law Review, and has bar admissions in both Pennsylvania and New Jersey. We urge City Council to act upon these appointments so that PMA and the Hospitals and Higher Education boards may properly conduct its vital business on behalf of the City of 12 12/14/06 - WHOLE - BD.
