a medical practitioner on the first floor and a personal care home for 25 units above
the existing structure. This is part of
the existing structure. This is part of the Dropsy, a former Dropsy University campus.
It was a dormitory for all intents and purposes. And what we'd like to do is do a first floor
units where there can be some
off-street services for young people for mental and behavioral health issues.
But above those ground floor units, there would be a space for a personal care home.
I want to make sure that you understand that this is not a refusal.
we're dealing with a referral, so we're just asking for a special exception today.
The allowed uses are not permitted per the refusal, so I think that's pretty important
to understand. We have a lower level of storage, mechanicals. We have food service and laundry
and living space this is common area at the lower level
we then have administrative on the first floor that would deal with the nine to five sort of
walk-ins and then we have the dormitories for this the special care the personal care units
As you can see here, they'd be segregated by gender on either floor.
One side would be for those young folks who identify as male, and the other side would be for young people who identify as female.
There would be, there's a stairway and doors with locks to separate both.
this is the property again it's a former dormitory for a university so it sort of
makes sense uh that this uh property would be used for this kind of use

I don't think the deed and or lease is necessary, but the objectives of encouraging Resilience
Incorporated, which would occupy this place, is first to provide a stable housing through
single room occupancy that ensures both physical and emotional safety for youth in the least
environment, maintain a space that promotes community and youth voice, provide participants
with a family-driven care and on-site services to limit gaps, screen and assess immediate needs
of each participant, physical and emotional health, connect to the family, access to resources,
Assign youth and families with case management and developmental transitional plans, individual
services as needed, and that means also therapy.
Promote and facilitate on-site communication and collaboration with resilience trainers.
Provide youth with on-ground schooling, encompassing a student-centered learning approach.
Provide on-site medical health and behavioral health support and treatment as need be.
There will be medical personnel on staff 24-7.
Ms. Michelle Marshall, who's the executive director, is here today, and I'll introduce her in a minute.
As I said, there will be a medical staff on-site at all times.
The hours of operation for the walk-ins is nine to five, you know, seven days a week.
But, of course, above the ground floor is a personal care home for just those residents.
Of course, there'll be about five or six employees for the first and second floors that are dealing with walk-ins.
There will be safety and security staff.
Of course, there will be video surveillance and also security personnel on site at all times.
We met with the community group.
So we met with the community group. The RCO loved the idea of this. Overwhelming support, as you can see here.
The RCO loves.
15, you know, 15 near neighbors attended and 15 supported. One was an abstention because they were
the community leader. We have tax certification, proof of mailing to 106 households. And here's
our flyer that goes out to everybody. And this is just, I think, I believe, and I would purport
that this is a wonderful use for the space. Again, this is a former dormitory on the Dropsy
University campus, and it just makes sense for a community and a neighborhood that could use
some services for youth at Broaden York. With that, I'm going to close and then ask
