Just briefly if you can just talk about the development that will happen as a result of that. It know it talks about off-street parking, but I believe it was also a potential of expansion of an existing business and creation of some additional jobs.
My name is Ya Sun Nguyen (ph), I'm the owner of Sun Key Tofu. I'm looking for parking lot and a new building to attach to my old building. I hope this construction can begin next year. I can provide at least seven new jobs or up to ten new jobs.
According to your earlier discussion, there was a commitment that substantial amount of the new jobs, if not all the jobs, would be made available for residents in the 14 12/11/02 - STREETS - BILL 020741 surrounding area?
Will the Commerce Department be working with this gentleman to set up a program or with respect to getting hiring from the immediate community?

Good morning, Mr. Chairman and Members of the Streets and Services Committee. 16 12/11/02 - STREETS - BILL 020719 My name is Martin Soffer, City Planner, and I'm here to testify on behalf of the City Planning Commission. The proposed ordinance authorizes the striking and vacating of of a minor unneeded street located in West Poplar section of North Philadelphia. The purpose of this ordinance is to allow NewCourtland, Inc., to clean and secure this area which is part of the Model Cities Urban Renewal Area. The Planning Commission reviewed and approved the Redeveloper's Agreement, which included this action on May 22, 2002. Thank you.

The last bill is Bill No. 23 020719, an ordinance amending Title 11 of the Philadelphia Code, entitled "Streets," by adding a section requiring approval of City Council before 17 12/11/02 - STREETS - BILL 020719 certain permits are granted allowing the closure of City streets, under certain terms and conditions.
My name is Clarena Tolson, Streets Commissioner. I'd like to read the following testimony. Good morning Councilman DiCicco and the other Councilmembers. I'm here today to testify regarding Bill 020719, which would amend the Philadelphia Code to require Council approval of permits allowing any street or any part of any street to be closed in connection with a private construction or demolition project for longer than 6 consecutive months or more than 9 months in any 12-month period. The Administration strongly supports the intent behind this bill and believes that a District Councilperson should be included in the process in reviewing potential street closures in their respective district. Councilmembers need to be included as a standard procedural protocol, not the exception. However, I would like to respectfully request an alternative to the proposed legislation. 18 12/11/02 - STREETS - BILL 020719 This alternative, I believe, will achieve our shared goal of including Councilmembers in the process and will not create any additional burden or undue delay. Currently, contractors must give the City a 10-day lead time for street closure permits. In this period, plans are reviewed within the Streets Department and Police Traffic Department. It is important to appreciate that in the time-sensitive construction industry the permit processing lead time is critical. The number of projects that would meet the current bill's defined criteria would be significant. To provide a sense of scale to this issue, over the last two years more than 370 projects would have met of the criteria of lasting longer than 6 months or more 9 months in the 12-month period. Any delay or increase in the permitting time could have a serious and deleterious effect on the efficiency of the process. I would respectfully suggest consideration of an alternative action to the ordinance. The Streets Department will commit to including Council in the permit process by requiring appropriate District Councilperson's review each 19 12/11/02 - STREETS - BILL 020719 permit in addition to the Streets Department and the Police Department. The department will extend the permit process by up to five days to allow for this additional review. If any of the parties, whether it is the Streets Department or the Police Department or the District Councilmember has any concerns, the permit will be delayed. I believe that by addressing the matter this way through an administrative procedure, we'll be able to minimize potential delays while including the District Councilmembers important street closures in their respective districts. Again, please allow me to emphasize that the Street Department supports the idea of the Councilmembers participating in the review of the projects that may have a serious impact on those neighborhoods that they represent. However, in the interest of ensuring the process is efficient and responsive, I respectfully request that the Council consider the alternative I have presented here today as the way to proceed. Thank you, Commissioner. I apologize, I didn't have a chance to go through file. Do we have a copy of your recommendations? Is that the only copy we have?
Commissioner, I just want to briefly give some background to my colleagues who may not be familiar with this particular bill and purpose for this bill. Just kind of go back. Maybe a year or so ago, I sponsored a bill that required Council ordinance for long-term closures for streets in their entirety. And that was precipitated by the 13th Street issue up at Temple University where the street was closed off for upwards of two years without any input from the District Councilperson, and we were able to get that passed. To my knowledge, that has worked. There hasn't been a time where it has delayed the 21 12/11/02 - STREETS - BILL 020719 process. And even when we had to proceed, it was allowed to have a legislation later on to efficiently implement the closure of that street. This particular issue, as you know, happened on Walnut Street where a permit authorized a developer, unfortunately a good developer that's coming down from New York to develop some very, very nice properties along, I believe it's the 1700 block of Walnut. But it will authorize that individual to close a lane of traffic and the entire sidewalk for the period of eight months. And the implementation of that closure would have happened six weeks to the Christmas and holiday which is, my understanding, the most lucrative period for retailers. And as a result of that, there was an obvious uproar from the retailers that they would have not only the a lane of traffic closed, but a sidewalk in addition to which they would have parking taken away on that particular corridor. So I introduced a bill to ensure that something like that could not happen without the full understanding of, first, the District Councilperson, and subsequently, assuming that the District Councilperson would notify the appropriate people that would affected by that bill. 22 12/11/02 - STREETS - BILL 020719 If we can effect this situation that would allow the appropriate input from the District Councilperson through an administrative procedure, I am more than comfortable to support that. But I want to emphasize the fact that that District Councilperson's signature is on par, if not a little above par on, in all due respect, the individual who would sign it from the Streets Department and the Police Department. I want to make sure that it's understood that that signature is at an equal level and of equal importance to allow that process to proceed.
