Good morning, Chairman and Members of the Streets and Services Committee. My name is Martin Soffer, representing the Philadelphia Planning Commission. I am here today to testify on Bill No. 020602. The proposed ordinance authorizes the striking from the City Plan and the vacating two minor streets that have no vehicular traffic in the Richmond section of North Philadelphia to secure the area and cut down on the amount of crime and short dumping in the area. The Commission staff will recommend that this action be approved at the Commission meeting on November 19, 2002. Thank you.

The proposed ordinance authorizing the striking from the City Plan of two minor streets located in the Richmond section of North Philadelphia. The purpose of this ordinance is twofold: One, to secure the area; and two, to allow for the expansion of the existing Northeast Hospital facility. Bill No. 020604, authorizing the Federal Reserve Bank to construct, own and maintain concrete planters, bollards and removable bollards on the west footway of Independence Mall west, north footway of Arch Street and the east footway of Seventh Street adjacent to the property Ten Independence Mall West, all under certain and conditions.
Good morning, Chairman and Members of the Committee. My name is William Mautz, and I'm construction engineer for the Streets Department. And I'm here to testify on Bill 020604 on behalf of the Streets Department. This bill authorizes the Federal Reserve 14 11/13/02 - STREETS - BILL 020604 Bank, owner of the property 10 Independence Mall, formerly Sixth Street, to construct, own, and maintain concrete planters, bollards, and removable bollards on the west footway of Independence Mall West, the North footway of Arch Street, and the east footway of Seventh Street. The encroachment description is as follows: There are four types of planters, 5 foot diameter by 3 foot high precast concrete; 12 foot long by 3 foot wide by 3 foot high precast concrete; 8 foot long by wide by 3 foot high precast concrete; and foot long by 5 foot wide by 18 14 inches high cast in place concrete. 15 Seventeen planners are proposed for the 16 west footway of Independence Mall West. The minimum clear footway will be 13 feet. Nine planners are proposed for the north footway of Arch Street. The minimum clear footway will be 8 feet, 6 inches. Eleven planters are proposed for the east footway of Seventh Street. The minimum clear footway will be 6 feet. The bollards foot diameter, 42 inches high and embedded in the concrete footing 32 inches deep. The bollards are located as follows: 30 15 11/13/02 - STREETS - BILL 020604 bollards on the west footway of Independence Mall West. Each bollard at 66 inches from the face of curb. Thirty bollards on the north footway of Arch Street; each bollard is located inches from the phrase of the curb. Twenty-five bollards on the east footway of Seventh Street; each bollard is located inches from the face of curb. 9 The removable bollards are 1 foot 10 diameter, 42 inches high and embedded in a sleeve 11 within a concrete footing 32 inches deep. A metal 12 plate flush with the sidewalk will be installed when 13 the bollards are removed. The bollards are located 14 as follows: Four removable bollards on the west 15 footway of Independence Mall West. The bollard 16 locations vary from 9 foot to 16 feet from the face 17 of curb. Eight removable bollards on the north 18 footway of Arch Street. The bollard locations vary from 6 feet 6 inches to 11 feet 6 inches, from the face of curb. Five removable bollards on the east footway of Seventh Street. The bollard locations vary from 6 foot 6 to 11 feet 6 inches from the face of the curb. The Streets Department has reviewed the construction plans for this project and has no 16 11/13/02 - STREETS - BILL 020604 objection to the passage of the bill.

I was looking at the pictures and it's definitely an aesthetic improvement. But could you explain to the Panel what exactly these are supposed to do in terms of the security?
From what I was told that in terms of something being driven on the public sidewalk adjacent to the building, that the planter arrangements and the bollard locations were to prevent something being placed close to the building.
They're going to be spaced in such away that a car cannot be driven through?

My name Tim Balls, I'm the consulting engineer, representing the Federal Reserve Bank.
We want to know what are the security implications, what this does. For a determined individual, obviously, this is not going to prevent anything from happening, but --
The intent barriers, the bollards and the planters is to prevent a vehicle from encroaching on the sidewalk for any devious purpose as well as illegal parking or whatever. The barriers are designed -- many of the barriers are designed based on a core of engineers, a design that was developed to resist impact from vehicles traveling at high speeds. Some of them are designed to resist a 15,000 pound vehicle traveling at 50 miles an hour based on the studies and the tests that were done.
The intent is to just enhance the security around the building by minimizing the potential for an attack or whatever sort of encroachment might occur. 18 11/13/02 - STREETS - BILL 020604
But somebody with -- as we've seen, someone with a car full of explosives, brings it, puts it there, these will not -- this will not matter, right?
Well, it will matter in that studies, especially after the Oklahoma City bombing, have shown that every inch that move away from the building with an explosive such as was used in that case minimizes the damage that will occur. So moving it from a vehicle that might contain explosives right against the building to feet 13 away at the curb line will be very beneficial in the 14 event of such an event. 15
I have a question. In the testimony -- and I know this is going to get the attention of at least one of my colleagues and one of the attorneys that was just in the room -- no 20 sidewalk vendors will be affected by this proposed improvement. I would suspect that you would rather not have a vending cart on the sidewalk as well.
We looked into the permitted vending -- I guess the permits, if you will, in that area, and there are none on any of these block faces 19 11/13/02 - STREETS - BILL 020604 that are affected --
There are no vendors there now. And it's in one of the restricted zones for which there is no assigned location.
What about the honor boxes that get dropped overnight on your sidewalk?
The honor boxes are where they have newspapers. They call them honor boxes because you're supposed to put whatever the cost of one item is and only take one newspaper out.
Well, there are -- I think there are some boxes at the corners, but are corners are not affected by the barriers. The barriers are set back at the corners.
I understand that. But would you prefer that the honor boxes not be on the sidewalk as well?
You're saying you would 20 11/13/02 - STREETS - BILL 020605 prefer that they're not on the sidewalk? We're not proposing to change the situation.
Well, if you don't want them there, you should call whoever the company -- I see one, it looks like the Philadelphia Weekly. I'm not sure of the other ones that are there. You should call them and ask them to have them removed. And if they don't remove them and you want them removed, let me know and I'll do a bill to get rid of them. Thank you. This bill authorizes Castlepoint NUMA, USA, Inc., owner of the property 1636 Walnut Street 23 11/13/02 - STREETS - BILL 020687 Philadelphia, PA 19103 to construct own and maintain six cast stone planters on the east footway of 17th Street adjacent to the property 1636 Walnut Street. The encroachment description is as follows: The planners are 6 feet long 2 feet long and 22 inches high. They are located 2 feet back from the curb line of 17th street, leaving 8 feet of clear unobstructed footway. The Streets Department has reviewed the construction plans for this project and has no 12 objections to the passage the bill.

Very briefly, Carl Primavera, I'm here on behalf of Castlepoint NUMA, USA. Mr. Alfredo Romano, the principal, is here. Also Darren Otter (ph) is the manager of the cafe. I'm just going to hand up photographs. These planters were delivered at the grand opening. The 24 11/13/02 - STREETS - BILL 020687 contractor was unaware that an ordinance was required. They were, in effect, trying to do what across the street you will see has very similar, if not identical, planters. We do meet the foot 6 spacing of the Streets Department, and we think it's 7 an attractive addition. Also, the cafe has been 8 very successful since we've been here for the last year. Provides free on-line Internet access along with coffee, danish, which you have to pay for, and some logo merchandise. I'm going to leave this behind, none of which probably affects the reporting requirements. And Councilwoman Donna Reed Miller, I'd like her to have the doll because she's doll. But there's one for each member of the committee. Other than that, we'd just like to thank the Committee for its consideration.
