To give our invocation this morning, the Chair welcomes the Reverend Arrington Medley, Assistant Pastor of the Phillipian Baptist Church. He is here today as the guest of Councilman Goode. I was informed when I came that during this period when I shared my few remarks, you all would be the nicest you would probably be all day long. (Laughter.)
So I'm going to pray, have a few brief words, pray once again, and then I'll be out of with our way; is that all right? Let's pray. O, God, we come right now, believing that You are here with us. Please be seated. I just want to share this, this is all I want to say, and then I'll be out of the way.
It's never that easy to have a Baptist preacher come and get rid of him that fast, especially at this time of year. (Laughter.)
And as I have a brief chance to address fellow Philadelphians, I just take this opportunity to say that I believe we all suffer from a hearing problem, a hearing problem. I'm not going to say what part of City I live in, and you may recognize this person, but there was a 95-year-old man who was walking around town, acting very, very strange. He was acting strange because everyone saw him laughing and hugging and squeezing on this very, very young gorgeous woman. This 95-year-old man was hugging and squeezing this young woman until one day, he cut the 12/20/01 STATED - GREETING/INVOCATION corner and ran smack dab into his doctor. His doctor shouted at him and said, "Arthur, what are you?" Arthur screamed back and said, "Doctor, I'm doing I'm doing what you told me to do. He said, "What do you mean?" He said you told me to get a hot mama and to be cheerful. The doctor said, "No, Arthur, I said you have a heart murmur and to be careful." (Laughter.)
You have a heart murmur and to be careful. I simply say that to say there are a lot of people who suffer from similar types of hearing problems. I believe this is the time of year we celebrate the impossibility of God; that is, God is always speaking to us through something that seems impossible, and oftentimes, we don't hear God correctly, because if we heard God correctly, we would hear that God not only speaks to us through at the impossibility but says that God will be with us in the impossibility. So this morning, I get out of your way, just inviting you to listen more closely. I get out of your way, lifting up the season as a time to hear 12/20/01 STATED - GREETING/INVOCATION from God. I get out of your way with this brief prayer: O, God, we thank You in advance for being here. We hear you more clearly through the impossibilities, and we thank you for this season, for in His son Jesus's name, we pray, Amen.

Good morning, everyone. Honoring the City Employees Combined Campaign Choir: Whereas, the City Employees Combined Campaign Choir was organized in October of 1997 as an innovative and creative method to increase City employees' pledges to meet the City's stated charitable fund-raising goals; and
Whereas, in an effort to enhance and encourage donations, the Combined Campaign Choir engages in cross-city campaigns, embracing such themes as "Claim Your Dream, Philadelphia" and "Embrace Your Dream"; and Whereas, approximately 35 City employees are members of the Combined Campaign Choir, representing several different departments and agencies of the government of the City of Philadelphia; and
Whereas, these dedicated City employees helped the Combined Campaign Choir fulfill its mission to deliver a message through song to promote giving to those less fortune than we; Now, therefore, resolved by the Council of 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS the City of Philadelphia that we hereby honor the City Employees Combined Campaign Choir.
Further resolved that an engrossed copy of this resolution be presented as evidence of the sincere sentiments of this legislative body. Jacqueline, I'd like to present this on behalf of all members of City Council for all of your good work and the members of the choir. (Applause.)
Thank you and good morning. I would just like to briefly give some acknowledgment and facts on behalf of City Council. We'd like to thank first of all Gabe Hardiman (ph.), the renowned recording artist who has been so faithful in dedicating his time for the last few years to the Combined Campaign Choir and to the City and his effort. I'd like to also give thanks to the choir with its base of about 30, 35 members from across the City of Philadelphia, who did not think it was robbery to take time out of their busy schedules 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS today to come here to be a part of this even. I would also like to thank Councilman Rizzo and staff for inviting us to this event. And I also like to thank Melissa Mandos, who's not here today, who coordinates the Combined Campaign Choir. And I'd just like to thank all of you for being a part of this ceremony as well. And before the choir comes forward to render to you just a few melodies of some of our songs, we also have with us today Susan Higgenbotham from the AIDS Fund, who would like to come forth and just say a few words, and after Susan speaks, the next voice will that of the Combined Campaign Choir. And I'd like to accept this resolution on behalf of the Combined Campaign Choir. And thank you very much. (Applause.)
Thank you, Jackie. I'm thrilled to be here and honored to represent the 13 different charities that benefit from the City Employees Combined Campaign, and these are 13 very worthy causes. The City Campaign is a highlight in our year for these nonprofit organizations. And it's 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS not an exaggeration when I tell you that local charities needs your support now more than ever. This is just my second visit to Council. My first one was earlier this year when Councilman Ortiz had the wisdom to recognize that there was a need to have hearings again on HIV and AIDS, and we thank him for that. In addition, I want to thank Councilman Rizzo for helping to promote the Combined Campaign and recognizing the choir and providing the leadership necessary to do that. The truth is that City Councilmembers and staffers are in a position every day to improve the lives of our neighbors, friends, and loved ones. And that's really what we have in common with the charities because every day of the year, these 13 charities are working to make a difference in the lives of Philadelphians. There are over 700 City employees that volunteer with the Center for Responsible Funding to put on this campaign, and they inspire us every day. And I found out before I cam today that City Council has raised more money in this campaign than you ever have before, and you are to be congratulated. And today, I'm reminded of something that Martin Luther King said, and I'll paraphrase. Everyone can be great because everyone can serve. And City Councilmembers and staffers serve the City every day, and we're asking you to just serve in one more way. And if haven't already given to the charity or charities of your choice, please consider doing so. And also, if you could please advocate for the City Campaign with colleagues and coworkers, we'd greatly appreciate it. I wish you all peace and good health in the coming year and thank you so much. Thank you. Thank you, Madam President. Good morning. This is a resolution honoring Police Commissioner John Timoney for his leadership and dedication to the City of Philadelphia: Whereas, as a former New York City street cop turned Deputy Commissioner, John Timoney arrived in Philadelphia in a bleak February 1998, bringing dogged experience and unbridled optimism to a city desperately trying to escape from many winters of discontent but still hopeful for change; and
Whereas, the new police commissioner brought a blunt, charismatic, persuasive, reassuring, charming, pugnacious, 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS principled, articulate, sagacious, intense, reasonable, disciplined, smart, and humorous personality to our police force, our city, and its residents; and
Whereas, Commissioner Timoney's engaging personality, coupled with his innovative management techniques, led to dramatic changes in our city's police department. These remarkable changes included revamping the Police Academy curriculum, instituting longer, more intense driver training programs, encouraging more officers to pursue college degrees, restructuring the department's command structure, developing and implementing a computer and statistical analysis system to isolate high-crime zones, and appointing the first woman to head a City police division; and
Whereas, the Commissioner's efforts led to homicides rates dropping to all-time lows, to crime statistics we could trust, to a police force committed to continuing education, to a cop at every block, and most importantly, to a contagious, confidence that positive change would continue under his unrelenting watch; and 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS Whereas, he brought out the best in his officers, encouraging them to think outside the box, restoring morale, and encouraging each officer to achieve his or her own potential. He was never afraid to admit he made a mistake, but he was always quick to share the accolades with his officers. By eliminating political influence and demanding accountability of all officers, he raised the bar and made our officers stand taller and prouder; and whereas...
This native son of Dublin has been embraced by his adopted City of Philadelphia, becoming as much an icon as the Liberty Bell or a cheese steak. Whether chasing down purse=snatchers in Rittenhouse Square, rowing on the Schuylkill, reading James Joyce in an Irish pub, or comforting a wounded officer and his family, he has been visible and accessible to all Philadelphians. Now, therefore...
Resolved by the Council of the City of Philadelphia that we hereby honor and comment Police Commissioner John Timoney. You know, when I first got here, I was worried about dealing with the Council because I knew there were at least two Jesuit-trained Councilmembers -- Nutter and Kenny. Kenney, "sagacious"? Please. (Laughter.) COMMISSIONER TIMONEY: I'm sure there are other ones here, but I know Michael Nutter and Jim 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS Kenney are both Jesuit-trained. Thank you for this great honor today. It's almost four years ago when I first appeared spontaneously before this body to do -- to be questioned, and in some cases, duel with the members, and it was a lot of fun. And over the last four years, this Council has been very supportive of not just me but the entire department. And for that, I thank you from the bottom of my heart. I also want to point out my wife, Noreen. And my daughter Christine's here. I want to thank them for being here. (Applause.) COMMISSIONER TIMONEY: I also want to thank Mayor Street for reappointing me three years ago and then raising me to the level of cabinet member, and I'll always be indebted to him. And then, finally, there are a lot of folks, men and women back here, that make up the Philadelphia Police Department. And their support, their tiring [sic] efforts on behalf of the citizens has just a tremendous pleasure to me. And just before coming here today, we were at COMPSTAT again this morning, and there's still -- towards the end 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS of the year, they're still working hard, fighting crime. And I want to thank them. They're a great bunch. This city is in great hands. We've got tremendous leadership throughout the organization. And so, nothing but good is going to happen in the future. Thank you, Madam 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS President. A resolution honoring Linda Seyda. Whereas, Linda Seyda is retiring after 34 years of service to the City of Philadelphia; and
Whereas, Miss Seyda spent a good deal of her childhood living in Mt. Airy where she attended the C.W. Henry and Houston Schools. Her father was the pastor at Nativity Lutheran Church located in North Philadelphia; and Whereas, her family relocated to State College, Pennsylvania, where Linda received her bachelor's degree from Penn State University; and
Whereas, Linda was drawn back to the city she loved as a child, returning to Philadelphia and accepting a position as a management trainee with the Free Library back in 1968; and Whereas, Linda gradually rose through the ranks due to her diligence and dedication, culminating with her appointment as Deputy Personnel Director in 1982 and as the first female Director of Personnel in 1994; and
Whereas, in 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS addition to her tremendous success with the City, Linda also managed to obtain her master's degree in public administration from Temple University in 1980; and Whereas, during her tenure with the City Linda served under the administration of six different mayors; and
Whereas, Linda has served this city in a number of other capacities, including as a member of the Board of Pensions and Retirement, the City Representative on the six union health and welfare boards, and as a member of the City's bargaining team; and Whereas, Linda also had the wonderful opportunity to meet a fellow employee, Bob Boris, who would later her become husband. They will celebrate their 25th wedding anniversary in May 2002. Now, therefore...

Thank you, members of City Council and Council President Verna. When I accepted my first position with the City almost 34 years ago, it was not with the commitment of a career with the City. However, the decision to come back to Philadelphia was one of the best of my life. I have learned that the rewards of public 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS service are much greater than I ever imagined. I've had the privilege of being able to have a positive influence on the quality of our City workforce and, by extension, on the ability of the City to serve the citizens of our community. I've enjoyed this opportunity immensely but feel, with mixed emotions, that it is now time to move on to new endeavors and new challenges. I am pleased to have been a part of the reform of the City's pension disability system, increasing diversity of the City's workforce, ensuring integrity in the selection and promotion processes for municipal employees, achieving significant savings in the City's health care programs, and successfully negotiating contracts with the City unions. Over the years, I've had the privilege of working with many elected and appointed officials, public administrators, union officials, and most importantly, the rank-and-file workforce. While we have not always agreed, we have always been able to put our differences aside to achieve what we believed was in the best interests of the City. I would very much like to acknowledge 12/20/01 STATED - VISITOR RECOGNITION/PRESENTATIONS everyone personally today, but time does not allow it. I would, however, like to make special mention and appreciation for the dedication and loyalty of the Personnel Department staff for the support they have given me over the years. Without their help, it would not have been possible for me to achieve what I've been able to do. And I would also like to publicly recognize the support of one other person who is here with me today, and that is my husband, Bob Boris. Marrying him was one of the best decisions of my life, too. (Applause.)

And finally, this project review team that we had so much debate about -- at least I did -- in our committee hearing with regard to two words "or disapproval," that we, on these three issues, have the President commit to our willingness to work out these issues and to have further discussion irrespective of this vote today, so that we can as a body, since we all agree with the concept of NTI, work out our differences and hopefully move forward together. As an at-large member of this body, I am one who fundamentally respects the protocol and honors and privileges that come with being a District Councilperson. I am not, however, confident that this bill in its current form squarely and sufficiently addresses a District Councilperson's concerns. So I state for the record that both sides have acknowledged and informed me that this is not a perfect bill, it is not the best bill for what we know is overdone in fixing up our city. I have also been assured that there is a willingness to, and I quote, "recall the bill" to get it right. I have every expectation this "avenue of recall" -- and that is in quotes -- in this legislative process will be exercised so as to reap a true compromise that gives District Councilpeople fair and equal standing to approve, disapprove, not approve, whatever the language is. Thank you, Madam President. Madam President, I just -- this is really more a point of information, or even clarification. I listened very closely to my colleague Councilwoman 12/20/01 STATED - 2ND READING - BILL 010694 Reynolds Brown and the concerns that she raised, and I fully understand her concerns and appreciate the commitment that she has made, and I understand also the nature of her reservations. The one thing I wanted to make sure that I was clear on -- I did participate in all of the hearings. I've not been in every possible meeting that could have taken place in this building. I do take very seriously, though, the use of the language. And the Councilwoman made a specific reference to a commitment, I think, that the bill would be recalled. In our language, "recall" has a certain meeting, and I just think I want to better understand where that issue is, or had some commitment been made about that specific issue of which I was not aware?
Councilman, I think it was discussed yesterday, and when the Councilwoman came into my office today, I had a conversation with her. I said I really felt very strongly that I made a commitment to the Mayor that we would in fact give him an NTI bill by December 20th. 12/20/01 STATED - 2ND READING - BILL 010694
I think we worked long, hard hours on this. People do have questions, including the Mayor, on this bill. And I said that if in fact, between now and January 29th, Council gets together along with the Mayor, and both the Mayor and City Council reach an amenable agreement, the bill could be recalled. So I think that was the understanding that I think that Councilwoman Brown was told about.

Madam President, I rise because I just want to make very clear that there are no two tiers of Council folks, one with more power than the other or more authority. I give the District Councilperson every right to be able to decide about several issueS that pertain to the District Councilperson. But, however, there are issues and -that's why the Councilpersons-at-large were created within its charter that pertain to the citizens of Philadelphia overall, that may be placed in one district -- the Convention Center, the Simon Center down at Penn's Landing, the stadium, other issues that impact all of the citizens of Philadelphia. And those issues are issues that everybody has a 12/20/01 STATED - 2ND READING - BILL 010694 right. Councilpeople do not have a -- the at-large folks in terms of dealing with several of the local issues in terms of District Council folks. But let us be clear that we are elected, 17 people are elected in this Council by the citizens of Philadelphia, and each and every one of us has the right in this body to be able to talk, to discuss, and to vote on every issue that comes before us. And no one has, by the Charter, any rights greater than anyone else. So I just want to say that, I want to make it very clear. And I also want to make very clear that the bill that we are passing today is a much better bill in terms of this City Council and in terms of oversight and in terms of being able to act as a check and a balance between the executive and the legislative than the one that was sent down by the Administration. Because in that bill, no Councilperson -- at-large or district -- really had any say in terms of how the money was going to be spent and what the priorities were going to be. There might have been private arrangements, there might have been private 12/20/01 STATED - 2ND READING - BILL 010694 arrangements, but in the body of the law, there was no role for this City Council to act up and review and act as a balance and a check on anything that went down. So the bill that is being passed is a better bill because it sets up a review system and it sets up a system of checks and balances and gives us as a body an authority to be able to see if the money that we are going to appropriate is being spent in a manner that benefits all of the citizens of Philadelphia and not just people from one district.

That's a very positive step in this direction. I think we're all trying to get to the same end, just through different means. If this was passed today does that -- it sets everything in motion. Now, if we recall the bill or if we all get together and happily recall this bill, does the clock still go? Much like we have the Vacant Property Review Committee that defers to the District Councilperson, this bill, with reference to the District Councilperson having a say in properties, is kind of in concept an extension of the same. So, you know, the issue for the right to determine what happens in one's district is not meant in any way as any disrespect or in any way to undermine an at-large colleague. It's just a way of trying to deal with projects, potential projects in one's area. Thank you, Madam President.

Thank you, Madam Chair. I'll be brief 'cause I know we have other business to take care of. I just wanted to respond to the issue of District Councilperson versus at-large, and I'll be very brief. While I agree that there are 16 equal members of Council, and then there's the Council President, who, as Councilman Cohen refers to as 12/20/01 STATED - 2ND READING - BILL 010694 "the super councilperson," at the end of the day, if something goes wrong with Schuylkill Falls, they're going to look at Michael Nutter, right? Or if something goes wrong with Jefferson Square, they're going to look at Frankie DiCicco. Or if something goes wrong at Richard Allen, they're going to look at Councilman Darrell Clarke, all right? A District Councilperson will ultimately be held responsible for the development in their district. As it relates to the bill that I introduced, the alternative NTI bill, there were simple attachments that spoke of the Council's role. While it may not have been enough for some members, and I actually think that there could have been some changes to it, which we had attempted to do in the hearing, there were a number of instances in that legislation that it showed where Council action was required to access NTI financing and to do development. So I want to clarify that, that there were in fact controls in place in that particular bill, as there currently is in the development process. Thank you, Madam President. I just want to be clear and just get some information. When you stated earlier that we will meet with the Mayor, do you mean all of Council?
We will have our technical staff meet with the Mayor, if that is his desire. Once they have met and there have been some concerns or agreements made supposedly, then we will get Councilmembers together with our technical staff and review them. You could then have your input, you could let us know beforehand exactly what it is that you would like us to discuss.
Council President Verna, during the hearing in Finance Committee on NTI, I asked then that all of Council be given an opportunity to meet with our technical staff, the 12/20/01 STATED - 2ND READING - BILL 010694 Mayor's technical people and the Mayor so that we could all begin to become a little bit "unconfused," a little bit more clear on what some of the issues are here in this bill.
Well, this was a very, very hectic week, Councilwoman. I think there were many issues that I know that I was dealing with and many other Councilmembers were dealing with, and I'm sure that the Mayor had a much more important agenda than this.
Well, this is really important to the citizens of Philadelphia and I wanted to -
I didn't mean that the meeting would have to take place this week, but I would hope that we could use the time between now and January 29th to have that meeting. I think it's an important meeting to have so that we could all end up, hopefully, on the same page.

Thank you, Madam President. I want to make it clear. I vote for this bill because I think it's an excellent bill. Many of the provisions in the bill came from someone I worked with very closely for many years, and that's the current mayor, who was always, when he was in City Council and was President of City Council, during both periods of his service, he always was insistent upon Council being able to meet its obligation on fiscal matters. He felt it was wrong for Council to go along with any mayor on financial matters. Council had to have the opportunity to make an independent study and come to an independent conclusion because he felt the main responsibility of Council lay in the budgetary field. And that is something that I agreed with him at that time and I agree with him now. I know of no items in this bill in its present form which dispute in any way the specifics that President Street and Mayor Street worked out on the Convention Center and on the Criminal Justice 12/20/01 STATED - 2ND READING - BILL 010694 Center, where he wanted to make that Council was held to a responsibility on fiscal matters. As always, whenever we pass the bill, if between the time of passage of the bill and the signing by the Mayor or the bill otherwise becoming law or being vetoed, there's always time to discuss things. And if anybody has good improvements for the bill, I guess we'll be willing to listen to it in the NTI area as well as in all other areas. But with respect to the bill, this is an excellent bill. It protects the taxpayers, it enables us in City Council to meet our obligations. And it does that in a way which makes it possible for Councilmembers-at-large to really fulfill their obligation. When -- after serving one term in the District -- as a District Councilman, I decided to come back to City Council, or at least make an effort to do so, in 1979. I did not think I was running for a less important position to run for Councilman at-large. Actually, though, I've kept it a secret from all but my wife. I really thought I was getting promoted, because I thought now I would have a total legitimate interest in everything going 12/20/01 STATED - 2ND READING - BILL 010694 on in the City, and that is the responsibility of a Councilman-at-large. During campaign time and other times at committee meetings, I make it a point to say one of the great things about Philadelphia is that every citizen has eight Councilmembers they can go to: First and foremost is always the local Councilperson who is closer to them, who was directly elected only by that district; but in addition to that, there are seven other Councilmembers that every citizen in the City of Philadelphia has a right to vote for and to (indiscernible) on and to pick five of those for Council at-large. And when you have a right to vote for somebody, you have a right to call upon them for services. And so the role of the Council-at-large is a very important role. It's to look at the City as a whole, in addition to giving support to the District Councilmembers. And I think what Councilman Ortiz said was absolutely right: Every Councilman votes on every bill, nothing can become law without the opportunity of each Councilman voting on every issue, and each Councilman is equally involved -- the 12/20/01 STATED - 2ND READING - BILL 010694 Councilmembers-at-large from the point of view of fairness and equity citywide and the District Councilmember from the point of view representing that particular group of citizens that elect them. But I just wanted to make very clear that I don't think this is a weak bill; I think it's an excellent bill.
I think it would move the City forward, I think it would represent a tremendous step forward in everybody's desire to fight blight, and I would hope that the Mayor would see to it that this bill is a bill that he can support fully, recognize City Council as a partner, and we can move ahead in all of our activities, including the redistricting blight, health matters, and all of the other important matters -- the public schools -that are deeply our concern this weekend. Thank you, Madam President. Last week, I spoke about Governor Schweiker and Scarlet Pimpernel. We still haven't heard from Governor Schweiker, but I hear he is in the City and negotiating. I think that he should understand that the appropriating body of this city is the Council of the City of Philadelphia. Any agreement of our monies that are going to be paid, he should be talking to us, because we are going to have to decide how much, where does it come, can we afford it, and is it realistic. Behind closed doors, deals are being made. We have spoken about that. This Council is not in the loop, this Council is not with any knowledge of 12/20/01 STATED - SPEECHES what is going on. The parents of this city don't have any knowledge, and neither do the students. Edison better understand, and Governor Schweiker better understand, the demonstration by students on Wednesday was not the end, it was just the beginning. The lawsuit that we approved to go forward with in this Council today is just the beginning, not the end. A takeover by the State has not functioned in other states, and it will not function in Philadelphia. That is not the answer; that's a quick solution, a quick fix. That is not going to do anything for students. The issue that they are talking about is not about the kids. The issues that they're talking about behind closed doors is not about education reform. And there is going to be conflict because it isn't about the Mayor anymore. The Mayor sold out, gave it out, and signed off on this a long time ago. But the parents of the City of Philadelphia, the parents of the students, this Council have not signed off on any takeover. And I'm with the parents, I'm with the students. And if they're 12/20/01 STATED - SPEECHES going to be out, we are going to be out. Edison better be warned, Schweiker better be warned. We need to be able to come to a real reform of schools, not a quick -- silver bullet, not a quick fix, but real reform, and Edison and the takeover is not it. Thank you, Madam Chair. Feliz Navidad.

Thank you, Madam President. Over the last two years at this time of year, it doesn't seem to have been too pleasant a Christmas season. I think at this time last year, we were debating and approving stadiums under difficulty conditions. And I think this year with the blight fight and the schools and not getting paid, among other things, it's been a very difficult time to get into the Christmas spirit. I'd like to read something that I've always loved at Christmastime. It's well-written, it's a terrific piece of poetry, and it's one of those things that, even at my age and in my profession, makes me still believe in Santa Clause. 12/20/01 STATED - SPEECHES (Councilman Kenney reads aloud "Twas the Night Before Christmas.")
Thank you, Madam President. Today, before our holiday season, I wanted to again thank some people who are trying to help people in need during this holiday season, and we referred to it last week. Tomorrow we will have The Giveaway from Today's Man for 300 coats. We will be at the northeast corner at 11 a.m. and certainly I join all of my colleagues who are free to be there for that. We want to thank Toys for Tots sponsored by West Health Centers, Dr. Warren Smith. Yesterday, we went to four schools certainly in my area and gave out a minimum of 100 toys at Huey Lee School, Mitchell School, and McMichael. Certainly we want to thank Tyree Johnson from West Side Weekly for the wonderful article he wrote on our sponsoring this program for more than a 12/20/01 STATED - SPEECHES thousand women and mostly children. Certainly for Kendall Wilson for calling it a "sea of love" as we try to do our part. We want to thank Mary Mason for her contribution, supporting homeless people and people in need. And finally, Carol Campbell. We just learned that many name-brand items that were being bogusly sold will be donated to homeless, and we are certainly working with her to get those out to people -- caps and sweatsuits and jackets, all name-brand things, you know, legal name brands, but nice items that we will be giving out to homeless people in shelters for the holiday season. And certainly on behalf of myself, I want to say merry Christmas to you and thank you the same for my colleagues, and I think we're going to have a great year next year. It's been a tough year, and certainly our intentions are the best for the people we represent, and I wish everyone a wonderful blessed holiday season. Thank you.

But since my last singing -- well, actually, my singing debut in council was received with such bad acclaim, I'll spare my Councilmembers that and wish everyone a merry Christmas.

Thank you. I agree that we've had a very, very challenging year. Delighted it's coming to an end, to be very candid with you. However, I pray and hope that next year will be much more promising. And I truly, truly want to thank all of my colleagues for putting in countless and countless of hours, working on issues that have come before us. I appreciate your support and your help from the bottom of my heart, and I think of the many days 12/20/01 STATED - SPEECHES that we sat in my office from 9 o'clock until after 10, many of us never thought about having lunch or even dinner. We were so diligent in what we were doing that, that never even occurred to us. However, I want again want to thank you for constantly being concerned about making improvements to our beautiful city. I want to wish you all well, wish you a very merry Christmas. And I'm sure that we will all pray that there will be peace on earth. Thank you again.
