Welcome. To give our invocation this morning, the Chair recognizes Pastor Patricia Neale of Saint John Lutheran Church - Feast of Justice. She is here today as the guest of Councilman Bobby Henon. I would ask all members and guests to please rise. (Members and guests rise.)
Please bow your heads and pray with me. Gracious and loving God, first this morning let me say thank you on behalf of all who are gathered here today. Thank you, Lord, for waking us up this morning. Thank you, Lord, for giving us life and breath and strength. Thank you, Lord, for giving us the to be involved in useful work. Thank you, Lord, for the honor of bearing appropriate responsibilities. Thank you, Lord, for your boundless love, knowing that you have given us more than we need, enough to share with others in every decision we make, every action we complete. But just as we come to you with thanks, Lord, we also come recognizing the deep needs that exist. Every one of us today comes in with the concerns of those we represent. And aside from the business of this meeting, we carry those issues in our hearts. Today, Lord, I carry the anxieties as a parent of a child in the Philadelphia School District calling out for appropriate funding for our schools. I carry the anxiety as a director of one of Philadelphia's 700 food cupboards calling out for the relief for the Philadelphians who suffer trying to find a source of their next meal. I carry the serving in a community in the 6th District calling out for heal and hope for the breaking and broken parts of our communities. And that is just me, Lord. In this room, whether in the hearts of the staff or the Council or the guests, our hearts are heavy and our burdens are great. But, Lord, with those burdens, we know that you have a promise. As was said in the prophet Isaiah, there shall come forth a shoot from the stump of Jesse, and the branch from his roots shall bear fruit, and the spirit of the Lord shall rest upon him, the spirit of wisdom and understanding, the spirit of counsel and might, the spirit of knowledge and the fear of the Lord, and his delight shall be in the fear of the Lord. He shall not judge by what his eyes see or decide disputes by what his ears hear, but with righteousness he shall judge and decide with equity. And so, Lord, I ask for your are gathered today that all of our ears, minds, and hearts might be open to one another's concerns, hurts, and anxieties. But most especially, Lord, we pray for our leaders, for our Mayor, and for other elected officials and for this City Council. For those who are making the decisions on this day, I ask that you would grant them wisdom to govern amidst the conflicting interests and issues that they face; that you would grant them a love for those who live and work in the City, especially those who are often overlooked or forgotten; that you grant them a deep hunger for justice and peace; that you grant them the ability to work together even when there is honest disagreement; and above all, that they are able to follow the call to do justice, love, kindness, and walk humbly with our Lord. I pray for the full agenda set before them today, knowing, Lord, that our actions will be fruitful without your hand of blessing. We now ask that you be with all of us now, and we ask all of this in your precious name. Amen. (Amen.)

But she is a very bright young girl and I think a future leader in this city, and so I wanted to introduce Samara Sanchez, who is sitting right there. Stand up, Samara. (Applause.)

Thank you, Mr. President. It's an honor to present this resolution honoring, recognizing and congratulating Project H.O.M.E. for achieving 25 years of providing exceptional services to the homeless population in the City of Philadelphia. Whereas, since its beginning in 1989, Project H.O.M.E. has been a leader in providing comprehensive and effective services to persons who experience chronic homelessness; and Whereas, using a holistic approach to tackling homelessness and poverty, the acronym H.O.M.E. stands for Housing, Opportunities for Employment, Medical Care, and Education; and
Whereas, headquartered at 1515 Fairmount in North Philadelphia, the internationally known agency has developed more than 600 housing units, provided housing for approximately 760 residents, has helped 8,000 people get off the streets, kick their addictions, find jobs and new housing and employs about 290 individuals, almost 30 percent of them former clients; and Whereas, Project H.O.M.E. is used by many cities and organizations across the country as a model for combatting homelessness and has drawn praises from the Secretary of the United States Department of Housing and Urban Development; and Whereas, the mission of the Project H.O.M.E. is to empower adults, children, and families to break the cycle of homelessness and poverty, to alleviate the underlying causes of poverty, and to enable all of us to attain our fullest potential as individuals and as members of the broader society; and
Whereas, founded by Joan Dawson McConnon and Sister Mary Scullion, both Philadelphia natives, the two began to work together 1988 on a project called the Night Winter Coalition, working with a team of volunteers taking to the streets to ask chronically homeless men to come in from the cold to a temporary shelter in a vacant recreation center donated by the City of Philadelphia; Whereas, in 2009, Time Magazine named Sister Mary as one of the World's Most 100 Influential People, among the likes of President Obama, Oprah Winfrey and the late Senator Ted Kennedy; Whereas, in 2011, Sister Mary and Joan received the University of Notre Dame's 2011 Laetare Medal, the oldest and most prestigious honor given to American Catholics for their efforts on ending homelessness; and
I'd like to say I wasn't here during all those things, but I was right here in my office during that time. Whereas, due to the work of Project H.O.M.E. and other alike organizations, Philadelphia's homeless population declined by 2.3 percent in 2013 -- I'm sorry. It's probably this Drexel issue that gave it to me -Philadelphia's homeless population declined by 2.3 percent in 2013 from its 2012 level; and Whereas, Project H.O.M.E. operates facilities throughout North Philadelphia, Center City and West Philadelphia, including the Honickman Learning Center and Comcast Technology Labs, in North Philadelphia, offering both adult-education and after-school programs for children and teens; and Whereas, most recently, Project H.O.M.E. opened the JBL Soul Homes, a 55 unit facility for low-income tenants and the formerly homeless. Next year, Project H.O.M.E. expects to open a healthcare center, the Stephen Klein Wellness Center, at 21st Street and Cecil B. Moore Avenue which will have doctors from the Thomas Jefferson University YMCA;
Now, therefore, be it resolved, that the Council of the City of Philadelphia hereby honor, recognize and congratulate Project H.O.M.E. for providing 25 great years of exceptional service to the City's most vulnerable population. Be it further resolved, that an engrossed copy of this resolution be presented to Sister Mary Scullion and the staff of Project H.O.M.E. as evidence of the sincere sentiments of this legislative body. This resolution was introduced by Council President Darrell L. Clarke and it's co-sponsored by all members of City Council. Sister Mary, thank you for all you do. (Applause.) SISTER MARY: We're deeply humbled and grateful, and on everybody's desk is a candle that was made by the for the City Council with the four words of our 25th Anniversary of "dignity, community, transformation" and, in a very special way to you, "gratitude" for being with us and refusing to accept homelessness as an inevitable part of our urban landscape. We need your leadership. We deeply appreciate everything. You've been with us for these past 25 years for everyone on City Council, but I have to say in a very special way for Councilwoman Jannie Blackwell. (Applause.) SISTER MARY: And for the best Councilman -- we're from the 5th District -- and Council President, Darrell Clarke, who just made so much of our work possible over these past 25 years, and thanks to everyone here. And we also recognize that the single most important thing to preventing homelessness in the future is a quality education for every single child. (Applause.)
Thank you so much. At this time, the Chair recognizes Councilman Squilla, who will present a resolution honoring Little Flower Catholic High School for Girls Varsity Bowling Team. Would Ed and Jane Lampugnani and those accompanying them please join the Councilman at the podium. And joining Councilman Squilla, we have Councilman Kenney and Councilwoman Bass.
Thank you, and it's a great honor for me to present this. It's been a year of championships here for the City of Philadelphia schools, so this has been really a good process for us. Flower Catholic High School for Girls Varsity Bowling Team on their back to back Catholic League Championships. Whereas, Little Flower Varsity Bowling Team has won back to back bowling titles and has also won 4 out of the last 5 Catholic League Titles; Whereas, led by their coach Mr. Jack Rooney and Mr. Ed Lampugnani -I should know that being Italian -- the members of the Little Flower High School Varsity Bowling Team; Alanis Cruz, Maria Lampugnani, Kiera McMonagle and Erin Pierson were all named 1st Team All Catholic and were the League Champions for the second consecutive year; and
Whereas, the team had a Division Record of 52 and 4, a team average of 677, a Team High Single of 795 and a Team High 3 Game Series of 2235 giving them first place in each of these categories; Whereas, Alanis Cruz was the an Individual High Average of 186, Individual High Single of 247, the League MVP and the All Catholic Tournament Champion; and Whereas, Maria Lampugnani took first place in the Individual High 3 Game Series with a 636 and also set a League High 3 Game Series record of 742;
And whereas, Kiera McMonagle finished 11th out of 148 participants at the Eastern Regional High School Championship Tournament, the highest finish of any Archdiocesan School Student this year and the first female Archdiocesan student to make it to the State Individual Finals in Pittsburgh where she finished 23rd; and Whereas, Erin Pierson along with her teammates represented Little Flower in the Eastern Regional State High School Championship Tournament held in Lancaster, Pennsylvania where they finished 11th out of 28 teams, the highest of any Archdiocesan School this year; now, therefore, be it
Resolved, by the Council of the City of Philadelphia, hereby honors and congratulates the Little Flower Catholic High School for Girls Varsity Bowling Team on their back to back Catholic League Championships and look forward to seeing them here again next year to celebrate their 3-peat. Further resolved, that an engrossed copy of this resolution be presented to Little Flower High School Varsity Bowling Team, as further evidence of the sincere sentiments of this legislative body. I'm sorry. Just one more thing before we stop. We had a very good coach at Little Flower that passed away this year, Jack Rooney. He was everything to this program. He put his girls before anything, and I hope he's up there watching for us and he's going to help us next year and every other year from now. Thank you. (Applause.)

Thank you again. I see not only did they win back-to-back championships in bowling, but now we have a swimming championship. So congratulations to Little Flower on the Catholic League High School for Girls Swim Team on winning the District 12 Championship and Catholic League Title. Whereas, Little Flower Swim Team's 2013-14 season was made up of both individual and team accomplishments led Coleman, Emma Coyle, Rose Pisacano, Catherine Spreckley and Rachel Wisniewski; and
Whereas, Sarah Coleman was named 1st Team All Catholic in both the 200 and 400 meter Freestyle Relays and 2nd Team All Catholic in the 50 meter Freestyle. Rose Pisacano was named 2nd Team All Catholic in the 100 meter Backstroke and Catherine Spreckley was named 2nd Team All Catholic in the 100 meter Breaststroke; and Whereas, Juniors, Allyson McHugh was selected 1st Team All Catholic in the 200 meter Freestyle, the 200 and 400 meter Freestyle Relays, the 100 meter Breaststroke and Jessica Seiple was named 2nd Team All Catholic in the 100 meter Breaststroke; and Whereas, Sophomores, Jillian Blaney was named 1st Team All Catholic in both the 200 and 400 meter Freestyle Relays and Megan Campbell was named 2nd Team All Catholic in the 100 meter Backstroke; and
Whereas, Freshman, Kelley McHugh was named 1st Team All Catholic in both the 200 and 400 meter Freestyle Relays, the 500 meter Freestyle and the 200 meter Relay; and Whereas, at the States Kelley McHugh finished 32nd in the 100 meter Backstroke and Allyson McHugh finished 7th in the 200 meter Freestyle earning her a spot on the All-Star State Team; and Whereas, Sarah Coleman, Jillian Blaney, Jennifer Campbell and Kelley McHugh finished 32nd in the 400 meter Freestyle Relay and the team finished 33rd overall in the State Finals and were the highest finisher in the Philadelphia Catholic League; and Whereas, we expect to see a lot more of Little Flower High School Girls Swim Team in the future as they are only losing a few of their members to graduation this year; now, therefore, be

On behalf of this amazing group of girls behind me, the parents who have come here today, and our school administration, I'd like to thank Council for having us here. This is a truly great honor. the girls this year. They gave us even more back in return. We had an undefeated 10 and 0 regular season, which culminated in two of our first ever championships, the Philadelphia Catholic League Championship and the Pennsylvania Interscholastic Athletic Association District 12 Championship. It was a truly perfect season in every way, all due to these girls behind me and unfortunately the seniors who could not make it today, but thank you very much. We hope to be here again next year. Thank you, Majority Leader. Good morning. It's my wonderful pleasure to once again bring to you an assembled group of women who are going to be moving in and moving up and running our corporations, our businesses, our religious institutions, and universities. Recognizing and congratulating the 2014 Next Generation of Leaders, what we know as Rising Stars here in the City of Philadelphia. Whereas, since 2005, my office has honored the Next Generation of Leaders and Rising Stars; and Whereas, the celebration honors women between the ages of twenty one and thirty nine, who are on the incline of their careers while making a difference in their respective communities; and Whereas, in 2014, my office will recognize ten young women who embody a Rising Star in their chosen field of employment and community service; and Whereas, my office is pleased and proud to announce the 2014 recipients of the Next Generation of Rising Stars; Whereas, Ajeenah Amir continues to nurture a growing career as a communications strategist, policy enthusiast and public servant. As Communications Director with the Majority Leader of the City Council, Ajeenah strategizes and leads all communications and marketing efforts for the office, and serves as constituent services liaison to three civic organizations. Her work has led to increased recognition by the Majority Leader among key stakeholders in Philadelphia policy and politics, an enhanced and exponentially expanded social media presence, and a refined brand of thoughtful, active and engaged leadership; and Whereas, Ajeenah currently Committeeperson of the 21st Ward in Philadelphia, giving back in a way where there's no compensation; Whereas, Alaysha Claiborne, also from Councilman Jones' office, was the youngest Pennsylvania Delegate to the 2012 Democratic National Convention, for her faith and commitment in the political process, the youngest Pennsylvania Delegate to the 2012 DNC. Ms. Claiborne was introduced by Senator Bob Casey who shared the honor of announcing Pennsylvania's 242 delegate votes for President Barack Obama. Ms. Claiborne is the daughter of two Navy veterans and is currently a student at Temple University; and
Whereas, Katherine Correa was born and raised in California but moved to Philadelphia to continue her higher education and jump-start her career in 2012. As a Marketing and French student of Latino heritage, Katherine is interested in gaining experience in international business development and marketing, global networking, event coordinating, and community outreach. Katherine joined the Greater Philadelphia Hispanic Chamber of Commerce team in March of 2013 and has enjoyed working in the fast-paced world of a highly productive non-profit. The GPHCC has helped develop Katherine into a well-rounded professional with invaluable experience in creating professional business relationships, planning events, and technical assistance. On her free time, Katherine enjoys working out, dancing, singing and playing the piano; and Whereas, "visionary, ambitious, and tenacious" are just a few words used to describe Ms. Danielle P. Jeter. Jeter's a 2010 graduate of Spelman College where she majored in History. After serving as Director of Marketing with several Atlanta based companies, her leadership skills and develop her business. Jeter founded Affairs of Isis Events in 2009, a full service communications firm in Philadelphia specializing in event production and public relations. As a sought after social innovator and civic leader in Philadelphia and South Jersey, she's instrumental in founding Impact Hub Philadelphia, a part of an international network of collaborators focused on making a global positive impact. The African American Chamber of Commerce of Pennsylvania, New Jersey, and Delaware named Jeter The 2014 Young Professional of the Year, where she serves as the Young Professional Lead. Jeter was instrumental in founding the Young Professional Network at the AACC. Passionate about social change, Jeter is devoted to developing the next generation of leaders, women's empowerment, and making sure that good stories about great people doing impactful work is shared;
Whereas, Diana Jih is the Community Relations Specialist at New Kensington Community Development Corporation. Diana manages community relations and digital media. It is an honor for her to tell the stories of the inspiring residents, clients, and staff, who work tirelessly in the 19125 and 19134 neighborhoods, which I represent. Prior to being at NKCDC, Diana worked on community greening at the Pennsylvania Horticultural Society as well as in New Orleans where she built and designed a community garden for an arts center and community space. She has also published pieces as an arts and cultural blogger for TheArtBlog in Philadelphia and assisted a talented ceramicist and molecular gastronomy chef. She is originally from San Francisco. Thank you. She's one of our millennials that we are proud to have stayed. And even though she's not here today, she's at an out-of-town wedding, my own Jennifer Kates, who is an attorney and a Legislative Assistant in our office. She's a graduate of Penn Law and Temple University, and studied at Bard College at Simon's Rock and Oxford University. Her work in Council primarily focuses on law and policy of housing, community development, land use, and equitable property taxation. Jennifer would take anybody home with her. She advocates for increased access for justice for low-income Philadelphians and the City's immigrant communities. She's an active member of the Philadelphia Bar Association's Committee on Real Property, Civic Engagement and Fraudulent Conveyance. She serves on the boards of the Philadelphia Land Bank, the Friends of the Free Library of Philadelphia, and the historic Fairhill grounds in North Philadelphia. She is a past board member of Finanta, a Community Development Financial Institution. though she's not here. Whereas, Alysia Lee is a singer with a mission. In 2012, Lee founded Sister Cities Girlchoir, the girl empowerment choral academy serving girls in low-income communities in Philadelphia and in Camden. SCG builds communities of music makers that empower at-risk girls to occupy their unique advantage in transforming our world. Thank you, Ms. Lee; and Whereas, Zeyna Rodriguez, who formerly worked with our Councilwoman Blondell Reynolds Brown, is a graduate of Philadelphia schools and Eastern University. Ms. Rodriguez has more than fifteen years experience in the non-profit and government industries and has, as I said, served on City Council as a staffer. Ms. Rodriguez is a valued team member at the Aspira High School at Olney where she expanded her skills in the educational arena. Zeyna is a proud children; and
Whereas, Dominique "Dom" Streeter won season 12 of the Emmy Award-winning television series Project Runway. Her fashion-forward designs made use of bold and daring color and prints, taking her straight to the top of the competition. Dom's aesthetic is defined and inspired by both the natural and urban worlds around her, combining a symphony of graphic prints and chic silhouettes. Dom was born and raised in West Philadelphia and earned a Bachelor's degree in fashion design from Moore College of Art and Design. She currently designs for her self-titled line and freelance clients from her studio in Philly. Wonderful; and Whereas, Stephanie R. Taylor, MBA, the Director of Client Resources and Solutions at Dunleavy and Associates, has a keen ability to implement organizational change initiatives within capacities, equipped with analytical and financial management acumen, experienced team leader with success directing the execution of strategic visions, producing desired results, effective and persuasive with diverse audiences through invaluable interpersonal skills. She's successful in developing profitable relationships to solve problems and increase value. She is also a highly capable presenter, trainer and writer; and
Whereas, Gloria Yu is an attorney in the Philadelphia region and currently works for Aetna in their Compliance and Regulatory Affairs Department. Her previous positions include Staff Attorney at the Pennsylvania Health Law Project Philadelphia Office and Legal and Policy Researcher at Solutions for Progress. Gloria is currently President of the Asian American Women's Coalition, a non-profit dedicated to the advancement in the Greater Philadelphia Area. She previously served on the Executive Committee of the Asian Pacific American Bar Association of Pennsylvania and on the board of the Public Interest Law Center of Philadelphia. She received her BA from Cornell University and her JD from Temple University Beasley School of Law; and now, therefore, be it
Resolved, by the Council of the City of Philadelphia, that we hereby recognize and congratulate the dynamic class of 2014 Next Generation of Women Leaders: Rising Stars. On behalf of the Rising Stars 2014, we would like to extend a heartfelt thank you to Councilwoman Blondell Reynolds Brown. We are honored and very appreciative of this distinct award.
