Street. Well, the exhibits
we did not receive the exhibits
in a timely manner. Okay.

Mary Jones, from Council President Daryl Clark's office, City Hall, room 494.
Do you swear or affirm to tell the truth, the whole truth, nothing but the truth?
thank you please proceed uh yes i believe um we need a continuance for um
in my dash 2021 dash 00038 1811 west thompson street our office doesn't have a record of an
rco meeting for that case okay is uh miss alderfer available she's the attorney i believe representing
the applicant. We have Paul Toner. Paul, you can unmute. Mr. Toner, please identify yourself and
I'll swear you in. Thank you very much, Mr. Chairman. Paul Toner with Orphanies and Toner.
I'm counsel for the applicant, Raza Nugent Properties, LLC. Toner is spelled T-O-N-E-R?
That is correct. You swear or affirm to tell the truth, the whole truth, nothing but the truth?
I do. My client through my office has made multiple attempts to contact the Friends of
My client through my
the 47th Ward. In our exhibit packet, we have emails dated January 11th, January 14th, February
5th, and February 12th, all requesting to be scheduled for a meeting before the RCO.
We never heard back either by email or phone call on the scheduling of an RCO.
our 14-3-3 notice has gone out without objection or comment from any of the near neighbors
i believe we're in full compliance with section 14-3-3-12 and we have met all of our obligations
in terms of requesting to be scheduled for an rco and i note that today the rco is not here today
requesting a continuance miss jones um yeah so i i spoke to uh the ward leader
recently and she hadn't heard anything about the case um sometimes they are not the best via email
I don't know if anyone attempted to call her I just know that um no one reached out to our office
to try to make contact all right if it works Mr. Turner we can hear the case and we can do the
resumption hearing as quickly as we possibly can and get feedback from the community
so Ms. Jones if that's all right we'll hear the case. That's fine. We'll do a resumption hearing
okay? Thank you Mr. Chairman. Thank you. Anyone else?

All right, anyone requesting to continue with your withdrawal?
No further hands at this time, Mr. Chair.
Okay, Carol, begin with number one.
Calendar number 1843, 12030, Blenfield Street.
A proponent, Ms. Kathleen Cascetta to panelists, sir.
Hi, good evening.
Hi, can you put your name and address on the record and spell your last name, please?
Yes, ma'am, Madam Chairwoman.
And my name is Kathleen Cassetta, K-E-T-H-L-E-E-N, last name Cassetta, C-A-S-S-E-T-T-N.
Are you an attorney?
I am not.
Do you swear or affirm to tell the whole truth and nothing but the truth?
Yes, ma'am.
Have you emailed the exhibit packet with proof of ownership, tax compliance, refusal, referral, photos, and plans five days in advance of this hearing?
and have you met with the RCO and do you have a letter? Yes ma'am. Okay you may proceed.
Okay so this is my first time doing this and it's obviously going to be a little different from
what the other cases look like this afternoon because we are a twin property in park in the
Parkwood City of Philadelphia and the reason we're here today is we had a we have a deck
on the back of our home. It doesn't matter. We had it since 2002 when we purchased our house.
In 2018, we needed to do repairs and have it replaced. Our contractor at the time said,
easy, this is a replacement. No problem. You don't need a permit. Good to go.
We soon learned that that was not the case. And we actually, the contractor never returned our
calls to continue the work to do anything very long story very short we had to have the deck
repaired um in order to make it safe um and we were told because of the way the drawings are
and the way it's laid out um that we needed to meet with you folks just to make sure um we
submitted all of our photos we've submitted do you have those i do now i'm sorry i have to share this
from my pad. So let me see.
So, let me see.
Obviously, I'm very used to doing this on my work computer, but not through this.
So, I mean, is there an easier way for me to share with you or?
Because I have everything saved to my pad.
I know.
I know. Share content. Perfect. Okay.
Okay, there you go.
I was like, wait a minute. It's all here.
You don't want to see that. I apologize. I'm a Microsoft Teams user, so this is a little
different. No problem. No problem. All right. So I'm going to just flip off here. Can you see my
screen now? No. We can't see you and we can't see your screen. Okay. Apologies. Yeah, we can.
that's okay everybody has some challenge with no obviously if I was doing this on my laptop I could
do all the fun things but yeah so let me just share I'm trying to figure out what's the best
way to share it from here we go can you see the screen now did you open up your documents I did
and then did you hear hit share screen after that I did let me see so let me show you that
let me try this way. I apologize, folks. I know it's very long. You guys are probably so done.
Can you see now? Here we go. Yes. Perfect. Okay. So thanks, Tanya. Tanya, thank you. So basically
this was, we had to get an engineer do these drawings for us. Again, you have all of the
copies as well as what I'm showing you. We are, again, twin home in Parkwood, what we thought was
an easy replacement. So we have everything here. That's the back of our, excuse me, the front of
our house. You can see in the very top photo. Then if you move down towards the bottom, that's
the back of our house. That is the structure that we had. We had to do the replacement part of it
because, again, structurally unsound. And I can show you like clearer pictures of the house that
aren't these plans if that would be better i think the plans are to be sufficient okay
because we have like i said i think the bigger question was which maybe i do think sharing you
might um help i apologize let me just share this one um photo with you that would probably so you
can see because this was what um we were told was the issue was the side deck that is part of the
house and when we bought our house that was that was there and that's how the setup is um right
there for the entrance and um apologies my husband was who actually spoke uh with the l and i inspector
who said that quarter of an inch is what the issue is um so i'm not exactly sure if that's
sufficient enough like i said i have other pictures i have other things that you know could give you a
different view let me let me do this for you uh you have support from millbrook civic correct
i do sir and you're nearby you're a next door neighbor you're a twin yes sir neighbor next
door neighbor is uh in support oh we have we have the support from everybody on the street
Okay. All right. Just want to get through there.
Any questions from the board?
Anyone else would like to testify in this case? Please raise your hand.
I'll answer this time, Mr. Chair.
Thank you. Planning Commission, I believe it's Ron. You're going to have to spell your name and I'll swear you in.
Yes, the name is Ron Bednar.
That's B-E-D-N-A-R.
Planning Commission, correct?
City Planning Commission, yes.
You swear for him to tell the truth, the whole truth, nothing but the truth?
Please proceed.
So this property is indicated for single-family residential use on the city plan.
We recommend that the requested variance program.
Thank you.
