Good morning, ladies and gentlemen. The Chair notes that the hour has come and that a quorum is present. Council will come to order. Members will take their seats, visitors will retire to their seats outside the rail. To give our invocation this morning, the Chair welcomes Rabbi Sue Elwell, of the Union of American Hebrew Congregations. Rabbi Elwell is here today as a guest of Councilman Cohen. Members and guests will please rise.

Thank you. Good morning. I come from a tradition that believes strongly in the power of stories, so I would like you to share a very short story with me this morning. In a small town, there once lived a good and honest ruler. He ordered a large tower to be built in the marketplace. When the tower was completed, he ordered a large bell to be placed in the belfry. From the bell, a long cord was to be suspended so as to almost reach the 11/12/98 STATED MEETING - Greeting/Invocation ground. The ruler proclaimed, "This is the bell of justice. If anyone has been treated unjustly, let that person come and pull the cord of the bell. The judges will then come to render an honest and fair judgment. " And so it was done. Everyone who suffered any injustice came and rang the bell. The judges arrived as soon as they heard the bell to give a fair decision. The people rejoiced at these things. But then the king, the ruler, died. And a new administration came to power. The bell was neglected. Only the older people in the city remembered how swift and fairly justice had once been rendered. The cord was now thin, torn shortened, and it soon was out of reach of many people. It became so neglected that vines, leaves, and ivy grew around the cord. It hung there useless. In the city lived a very rich and very stingy man. He owned a horse that had once been strong and swift, but when the horse grew old and 11/12/98 STATED MEETING - Greeting/Invocation could no longer run and was now too broken-gaited to make a fine show, the rich man turned him loose into the public highway. "If you cannot work for me anymore," said man to the horse, "then go out and seek your own food. You have become old and therefore useless. " So the miserly man gave orders to drive the old horse out of the stable where he had been quartered. The poor creature stumbled along the highway. Nowhere was there a place for him to rest. When he tried to nibble some blades of grass, dogs bark at him and scared him off, and mischievous through stones at him and laughed as he paced along. No one had pity on the old beast. So he stumbled along for many days. One day, in the middle of a hot afternoon, his random wanderings brought him to the marketplace. He was very hungry because he had not eaten all day. When he looked up, he saw the old rope all entwined with ivy and with green, luscious vines. When the horse saw these green herbs, he hungrily stretched his long neck and began 11/12/98 STATED MEETING - Greeting/Invocation nibbling at the vines. As he did so, the rope once again moved, twitching, as the beast yanked at the vines. And then the old bell began to ring out loud for the first time in many years. " asked the younger citizens. And the older citizens replied, "It seems that it is the sound of the bell of justice. Is it ringing again? We have had not heard it tolling for many years. " When the old judges heard the sound of the bill, it rekindled memories of the past, when they were summoned to deal equitably and fairly with everyone. They hobbled out of their houses and hurried once again to the center of town. When we allow ourselves to be distracted from the pursuit of justice, we neglect the weakest among us. In this tale, a dumb animal reminded the townspeople of their responsibility to seek justice and pursue it. In this tale, a simple animal reminded the judges of the city to listen to every claim and to deliberate without prejudice. In this tale, a speechless creature spoke for all who have no voice, reminding a town 11/12/98 STATED MEETING - Greeting/Invocation that all who serve deserve respect and care, and that the measure of any society is how we treat the weakest and most vulnerable among us. On this day and every day, may your passion be for justice. On this day and every day, may you hear the silent in speech. On this and every day, may you hear the call of justice and fair treatment for all of God's creatures.

On this day and every day, may you be worthy of the trust we have placed in you. ) May it be so. )

Our first presentation today honors the great Tommy McDonald. To make this presentation, the Chair appoints Councilman Kenney. Ladies and gentlemen, in this dismal Philadelphia Eagles season, we thought it would be appropriate to reach back into the past of this great franchise to honor an individual who has given this city wonderful performances through the course of his career and who has recently been inducted into the Pro Football Hall of Fame. Whereas Tommy McDonald, who starred for the University of Oklahoma under legendary coach Bud Wilkinson was one of college football's most versatile backs during the mid-1950s; and Whereas, at the conclusion of his senior year, Mr. McDonald, a unanimous All-America selection, was awarded the prestigious Maxwell 11/12/98 STATED MEETING - Visitor Recognition Award as the country's top collegiate football player. Tommy also finished third in the Heisman Trophy voting behind Paul Horning of Notre Dame and Johnny Majors of Tennessee honoree; and Whereas selected on the third round of the 1957 draft by the Eagles, Tommy was considered too small to play football; and Whereas "The Scooter" proved the skeptics to be wrong as he developed into the most feared receiver in and professional football, catching hundreds of passes from the future Hall of Fame quarterbacks Norm Van Brocklin and Sonny Jergenson; and Whereas, between 1958 and 1962, Tommy scored 56 touchdowns in 63 games over his career. He accounted for 84 touchdowns receptions and averaged 17 yards per catch. He was a starter in the Pro Bowl for five consecutive years; and whereas. . .

And whereas, Eagles fans who witnessed Tommy's heroics at Franklin Field fondly recall The Bare-armed Flanker defiantly bouncing up and sprinting back to the huddle, after taking yet another vicious 11/12/98 STATED MEETING - Visitor Recognition hit by a bloodthirsty line-breaker or a sadistic safety. Durability was one of his trademarks, as he missed only three games during career. And at times, he played with a broken jaw and separated shoulder. And, incidently, I can speak about Tommy's capabilities with more than casual interest since I broadcast the Eagles games during several of the years when he was playing. He was the last player in the NFL to perform without a face mask. At 5-9 and a listed playing weight of 172 pounds, Tommy's the smallest inductee in the Hall of Fame. Whereas after a 24-year wait, Tommy was finally inducted into the Pro Football Hall of Fame on August 2, 1998, he will long be remembered for his irrepressible spirit and love for the game of football. Therefore resolved by the Council of the City of Philadelphia that we honor "Old No. 25," Tommy McDonald, one of the game's finest receivers, a gentleman all his life. And we congratulate him on his selection into the Pro Football Hall of Fame. He remains an inspiration 11/12/98 STATED MEETING - Visitor Recognition to every young person who's been told that he or she is not tall enough or strong enough to succeed in athletics. And resolved that an engrossed copy of this resolution be presented to Tommy McDonald as evidence of the sincere sentiments and the recognition of this legislative body. This resolution is offered by Councilman James F. Kenny, this resolution, and approved, of course, by all Members of the City Council. Tommy. (Applause.)

I'm allowed, I'm allowed. Thank you. I don't know if any of you saw my introduction or anything like that with my bust and everything. But, you know, I tossed my bust up into the air like that and all that sort 11/12/98 STATED MEETING - Visitor Recognition of jazz. So it was great, it was absolutely awesome going into the Hall of Fame and everything. And I don't know -- I got my little wife over here, Patty. Patty, stand up over here. (Patty McDonald stands.) I caught a lot of flak when I was at the Hall of Fame. I said why -Paul (unintelligible), the Commissioner, he always asks me, he says, Why do you take your wife with you every place you go, and I said, 'Cause he's too ugly to kiss good-bye. And so she said, Now we got to go someplace special. I said, How 'bout the kitchen? Anyway, so I just would like to thank Philadelphia because this is the place where I got my start, and it was just a wonderful, wonderful experience. That's the reason I stayed in Philadelphia is because this is one hell of a town. Thank you. (Applause.) 11/12/98 STATED MEETING - Communications

The other day, on Tuesday, we had hearings here on welfare, but the hearings were directed at poor people and the government grants that poor people have been getting from either the federal or the state government through the years. And we were talking about the federal reform that took place, the welfare reform that began withdrawing that state aid from poor folks. 11/12/98 STATED MEETING - Intro. of Bills, Resolutions And, very interestingly, all what we're talking about here is corporate welfare, which is another type of welfare, but it is welfare. It is government grants and government breaks to rich people. And companies have been very, very good at doing what they do. And we have been helpless to be able to gather our forces to be able to counter what the companies do. They pit New Jersey against Philadelphia, Boston against Philadelphia, Baltimore against Philadelphia. And each of them say to us, If you don't give us all of these welfare grants, all of these tax breaks, we will just go to this place or that place because they will give it to us. And yet, through the studies that have been done, rarely, rarely do these subsidies create jobs and the incentives sometimes of government coffers of funds that could be used to improve services for us and the neighborhoods. And here we gave Kvaerner a huge grant just a few months back, and for every job that that will create, we're paying $323,000 to buy a $15,000 job. It will take us 48 years to begin 11/12/98 STATED MEETING - Intro. of Bills, Resolutions recovering any of the money. And I know we are helpless before this, and I know that there's very little that we can do. But it just -- it just riles me that while we're talking about taking money from people's tables who can hardly afford it, that when we're talking about taking people off of welfare when there are no jobs, we're giving companies tax break after tax break that they do not deserve and that they will -- and that do not create the jobs that we think and the prosperity that we think is going to come to our city. It is all fine, we will vote this in, we will vote them all in, but I'm putting forward the time report on corporate welfare, which is very well done, that just documents what I'm saying. That's all, Mr. President.

Mr. President, I share the concerns and have for many, many years, 11/12/98 STATED MEETING - Intro. of Bills, Resolutions and I think other members of Council do too, the same concerns that Councilman Ortiz spoke about. And the question is, What can we do? Well, it struck me today, while coming in to this meeting, that we do have a weapon, and I'd like to see it begun to be used in Philadelphia. Today, when the federal government wants to see to it that every state, for example, and every municipality within the state obeys federal regulations, say, on streets and highways, the federal government provides a compliance date and says that any state that does not meet the regulations set forth by the federal government by a given date will lose federal grants. I am hoping and I have directed my staff this morning to begin the study of a federal law that would provide that any state or any municipal government that participates in granting these kinds of corporate welfare favors to corporations will lose federal grants. And I think that that is the road that we must begin to travel. There is no way for states, as 11/12/98 STATED MEETING - Intro. of Bills, Resolutions Councilman Ortiz has pointed out, to compete against each other. For example, everybody wants a Disneyland, as Councilman DiCicco was quoted in the paper as supporting, but the corporations have to say, Let's get the most we can get, because if Philadelphia won't give it to us, maybe Camden will, or some other city. And the only way we can deal with it is at the federal level. And so I wanted to, in reply to Councilman Ortiz saying that there's nothing we can do, I think perhaps there is, and I'm hoping to introduce a resolution and then to conduct hearings to begin exploring this approach, which will level the playing field for all states and cities. Thank you, Mr. President.
