Thank you so much, Council President. Today I'm calling for a full City Council investigation into the Parking Authority's latest financial 00:11:21 shenanigans and one that I believe is actually the most serious yet. Thanks to the Council President's intergovernmental agreement between the School District of 00:11:31 Philadelphia and City Council, for the last several years we've been meeting quarterly to discuss the District's finances. Last fall, the District indicated a troubling claim by the PPA 00:11:41 that it was actually demanding $10.9 million in repayment, an amount for which they have to this day, months later, still failed to provide any documentation for. 00:11:53 02172022 Stated Meeting February 17, 2022 A greater concern is that in a series of e-mails between the Parking Authority and the School District, it has since been revealed that the PPA has been 00:12:00 diverting millions of dollars in on-street parking revenue -- this is the money that goes to the City and to school kids -- into a $34 million pension fund. This has never been disclosed before 00:12:13 publicly to the District or to the City. It was never made clear in financial audits that were delivered to our body. It was not discovered in audits by the Auditor General or the Controller. 00:12:24 Last year, the Parking Authority delivered exactly zero dollars to the School District of Philadelphia with $180 million in revenue. Many of us recall back in 2014 when this body 00:12:34 increased parking meter fees, with a promise from the PPA that funds to schools would increase to at least $18 million a year. But in the immediate years following that parking meter 00:12:46 02172022 Stated Meeting February 17, 2022 increase, funding to our public schools actually dropped. The PPA has no oversight, no financial oversight, other than what it 00:12:55 itself conducts with its own internal controls. It is long past time for us to seek a longer term, formal financial oversight over this body. It is a critical public trust. It has the 00:13:10 responsibility of not only doing the good work of managing our streets and parking, but it also has the important responsibility of funding our city and funding our school kids. 00:13:22 Every dollar that goes out of our school kids is a dollar that often is made up by this body. We have increased funding to our schools consistently and over time through grants to make up for 00:13:34 unexpected drops, and these kinds of unexpected surprises can no longer continue, especially from an entity that was built to serve us when it was first founded -- or taken over by the State in 00:13:47 02172022 Stated Meeting February 17, 2022 2004. It promised $45 million a year to school kids in revenue. It has never delivered even a fraction of that amount of money. 00:14:01 So I look forward to the conversation between our Committees on Finance and Children and Youth. I want to thank the Council President's office especially for the work through the 00:14:10 intergovernmental agreement. We expect to have strong partnerships with our City Revenue Departments, Finance Departments, and the School District of Philadelphia. Thank you very much. 00:14:23

Councilwoman Brooks offers one resolution, entitled a 00:15:26 02172022 Stated Meeting February 17, 2022 "Resolution recognizing the strength, determination, and contributions of renowned physician, Philadelphia City Councilmember, and Secretary of the 00:15:33 Commonwealth of Pennsylvania, Dr. Ethel Allen, whose medical expertise and dedicated public service prioritized the City's most vulnerable residents and paved the way for future generations of 00:15:43 independent Black women in Philadelphia politics."
Councilman Domb 00:15:49 offers two resolutions, entitled a "Resolution authorizing the Committees on Public Safety, Labor and Civil Service, and Fiscal Stability and Intergovernmental Cooperation to hold a 00:16:02 hearing examining the current staffing landscape within the Philadelphia Police Department to identify problems and solutions to improve public safety and ensure the best use of taxpayer dollars." 00:16:10 02172022 Stated Meeting February 17, 2022
Thank you, Council President, and thanks for the 00:16:17 opportunity this morning to speak on this resolution that would authorize the Committees on Public Safety, Labor and Civil Service, and Fiscal Stability and Intergovernmental Cooperation to hold a 00:16:28 hearing that examines the current staffing landscape within our Police Department. I want to be very clear that this hearing's goal is to help and 00:16:36 support our Police Department and all the officers who protect us every day in a positive way. And I do believe I speak for all of us on Council and all Philadelphians when I say we really 00:16:47 appreciate and respect our Police Department and the role they play in protecting us from the violence on our streets. Because we have high 00:16:55 02172022 Stated Meeting February 17, 2022 expectations of our police force, we must make sure that our Police Department has what they need to do their jobs properly and help get our city back on track. 00:17:05 It's our joint responsibility to help the Police Department succeed. So it's time to bring everyone to the table in a positive and constructive way to identify the problems 00:17:14 and solutions in order to improve our staffing needs while ensuring the best use of taxpayer dollars. We must meet the needs of today and plan for our needs of tomorrow. 00:17:27 In the last year, we've heard issues of heightened leave usage, hiring delays, increasing retirements, and police officer application shortages. Now is the time to bring all these issues 00:17:38 to light, before the budget debates begin. I appreciate the Philadelphia Inquirer reporters Barbara Laker, David Gambacorta, and Will Bender for their 00:17:48 02172022 Stated Meeting February 17, 2022 investigative work, which will assist us as we work to solve these issues. And as we review the forthcoming information in this hearing, 00:17:53 I hope Council and the public remembers that the overwhelming majority of our officers show up every day and do a great job every day and do so at an increasingly challenging time in this 00:18:07 city. They deserve our support. We want them to succeed, and that includes ensuring that we have a police force at full strength ready to serve. I want to thank many of my 00:18:18 colleagues for supporting this resolution, especially the joint Committee Chairs, Councilmember Parker, Councilmember Jones. But I just wanted to make a comment regarding my resolution regarding heart disease, which is the leading cause 00:21:30 of death in America and continues to be the leading cause of death in Philadelphia. Hypertension impacts over 34 percent of adults in Philadelphia, 00:21:39 02172022 Stated Meeting February 17, 2022 making it the number one cause of death in this city. On top of that, Philadelphians die from heart disease at a higher rate than residents of other 00:21:50 major cities. Because of the staggering rate at which Philadelphians experience complication with heart health, my resolution highlights the importance of 00:21:58 health disease awareness. We cannot afford to neglect our health. As Philadelphia's own Benjamin Franklin once advised, an ounce of prevention is worth a pound of cure. 00:22:11 We must practice good heart health by eating more fruits and vegetables, getting more exercise, drinking more water, monitoring our blood pressure, and seeking medical treatment 00:22:21 when necessary. The American Heart Association here in Philadelphia has done a tremendous job of educating the public about heart disease. This resolution 00:22:31 02172022 Stated Meeting February 17, 2022 honors the American Heart Association for those efforts. It also recognizes February 2022 as American Heart Month. I also began at City Hall when he was going to the Governor's house, and I met 00:41:00 him up at the Governor's house for this here. So I'm also in support of it, because right now, we're in a situation where no one can help what we're doing 00:41:10 because the crime rate has risen. With all the money that the organizations are getting and all the work that the Councilpeople and everyone is doing, this gun violence has not went down. It went 00:41:21 up. And also I would like to say that we need this help. We need this to be done, because our women and children are dying in a massive rate. The murders 00:41:32 went up. Not only did the murders -- not only did the murders gone up in the last year, but also this year we got a lot of other crime that's happening, these robberies, these carjackings. Good morning, Mr. President and members of City Council. I'm Leon Williams here to 00:42:31 02172022 Stated Meeting February 17, 2022 support Resolution 220128 recognizing Jamal Johnson. Coming up in Philadelphia during the gang war days myself in the 00:42:41 '60s, I have witnessed violence firsthand. Yet the '60s seem mild compared to the violence that we see today. In 1960, there were 150 homicides in the City. In 1921 -- I'm sorry; 2021 00:42:56 there were well over 500. Every day we wake up, the news tell us that someone has been killed, including women and children. Every story ends the same way, no one was taken 00:43:10 into custody. While the homicide rate continues to climb, the clearance rate is now below 40 percent, because witnesses for this are legitimately afraid for 00:43:23 their safety. Jamal has declared a personal and sometimes one-man war against gun violence and demonstrates almost daily on streets where homicides have taken place. 00:43:38 02172022 Stated Meeting February 17, 2022 He has called on other citizens to come out and help, but he gets very little help. He marched to DC. He marched 00:43:47 to Harrisburg. He fasted for 26 days. Nobody knows how to fix this problem, but Jamal is on the right track. It must be done by the people themselves through mass volunteerism. Police can't 00:44:00 do it. Government can't do it. I envision a program that will begin with $100,000, kids having as an incentive federal, state, and city tax credits earned in exchange for putting in 00:44:16 three or more hours of service a week. The program would take place volunteer -would place volunteers in the streets 24/7 serving communities in a variety of ways, serving the homeless, protecting 00:44:30 witnesses, cleaning the streets and more. Jamal has pointed us in the right direction by urging mass volunteerism. No government official would insist to do this yet. Yet I am 00:44:45 02172022 Stated Meeting February 17, 2022 aware of no program in this state that offers tax credits for community services. Last week I introduced a resolution honoring the work of activist Jamal Johnson, who has dedicated his 00:56:57 entire life to anti-violence and racial justice advocacy, not only in our city but across the nation. Last year on MLK Day Mr. Johnson made waves by beginning a 00:57:09 02172022 Stated Meeting February 17, 2022 2/17/22 - STATED - 2ND READING month-long hunger strike urging the Mayor to treat the gun violence erupting in our city as a public health emergency that it is and allocate additional funding and 00:57:20 resources to solving this problem and making our city safe for its residents. For 26 days, he put his own body on the line, sitting outside of City Hall in the freezing cold until he 00:57:32 received a commitment for urgency by Jim Kenney himself. Though this may have been the first time that some people were introduced to Mr. Johnson, for decades he had been building and working tirelessly 00:57:44 to put an end to the devastating violence in our city, violence which at times had impacted his own family.
