An ordinance to adopt a Capital Program for the six Fiscal Years 2015-2020 inclusive.
Thank you, Mr. President. I will be offering amendments to the Capital Program and Capital Budget that will provide capital funding to the Betsy Ross House Philadelphia, History Museum formerly known as Atwater Kent Museum and the Free Library of Philadelphia. I would like to explain the reason for offering these amendments. Thank you, Mr. President. As submitted to Council, the proposed Capital Budget for Capital Budget year FY15 authorized no funding for the Betsy Ross House, Philadelphia History Museum and the Free Library of Philadelphia. These amendments that I will offer will add $2 million -- $2.9 million in new dollars to FY15 Capital Program and Capital Budget. And allocate in the following manner: 250,000 for the Betsy Ross House, a city-owned historic landmark by, among other things, replacing the chiller and air conditioning units; number two, upgrade the fire security system; and number three, installing new emergency lighting; number four, renovating public restrooms and making improvements to the handicap accessible areas in the main part of the buildings annex. Another 250,000 for the Philadelphia History Museum, a city-owned historic landmark by, among other things; one, preserving the historic buildings exterior which dates back to 1826; increasing exterior security; and three, repurposing the museum's garden to a multipurpose education performance space. 2.4 million for the Free Library of Philadelphia to match the Redevelopment Assistance Capital Program Grant that will launch the 21st Century Library's Initiative, resulting in the renovation of every neighborhood library. Every neighborhood library. I will say it a third time, every neighborhood library. This funding will allow for construction that will begin simultaneously for four branch, providing handicap accessibility to the facilities, a mix of private communal spaces that will allow patrons to take full advantage of the Free Library's healthcare, education and job search resources and improve children spaces in the newly designated teen area.
