I note that the hour has come and that a quorum of this Council is present. Council will come to order. Members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Reverend David McMillan who is pastor of Overbrook Presbyterian Church. He is here today as the guest of Councilman Nutter. Will members and guests please rise? REVEREND DAVID McMILLAN: Let us reflect and let us pray. We remember your cities this day. We remember Belgrade where men and women seek peace this day. Bless, oh Lord, their efforts that the homeless may return and ancient hatreds of religion and race be swallowed up in a new sense of common human need. We remember Johannesburg where men and women build, even now, a new and more decent society. Where the future is born, we see what can happen when grace reaches out from one to another. And so we remember Philadelphia. For today we learn both from the pain of Belgrade and the hope of Johannesburg. Make us also here, through the work of this Council, a symbol of hope for a world surely INVOCATION in need. This, we ask in your name. Amen.

As all of you know, on May 18, 1999, Mr. Clark was elected to fill the unexpired term for the Fifth District Council seat resulting from Mr. Street's retirement. The results of that election were certified June 1, 1999. And yesterday, he was sworn in by Judge Rosalyn Robinson. I want to be the first to congratulate you and look forward to working with you for the rest of this term and for years to come. And I know that all of your Council Members wish you the very best, good health, and every happiness. We welcome you. (Applause.)

Reverend Terrence Hensford and Mrs. Mary Miles are certainly the hosts and their senior citizens from the church. And certainly, if you would ask them to stand, we would certainly like to welcome them. WELCOME AND PRESENTATIONS
This morning Council is honoring a group of students from Bartram High School who received the Presidential Environmental Youth Award. I invite Councilwoman Blackwell to come and make this presentation. May I suggest that the students join the Councilwoman at the podium, please.
Madam President, as some of you may or may not know, this is my alma mater. I graduated from John Bartram High School. Mayor Wilson Goode and I are on their wall of fame, and it gives me a great honor to make this presentation. Thank you all, and you all look very, very handsome and very lovely. Resolution honoring the Bartram High students who received the Presidential Environmental Award. Whereas, in 1971, before the young people we honor today were even born, the Environmental Protection Agency founded the President's Environmental Youth Awards program to WELCOME AND PRESENTATIONS encourage individuals, school classes, summer camps and youth organizations to promote environmental awareness and positive community involvement. And whereas, this year a group of students from Bartram High School became the first in 10 years to win award for a Philadelphia school. The students became participants in the Cobbs Creek Community Environmental Center Education 1998 Summer Youth Works Program and worked on a water shed study project and a park management project. And whereas, the 12 participants from Bartram formed a truly international group with students from as far as away as Liberia, Haiti, Korea, Cambodia, and Ethiopia. Thus, did an environmental project, also served to increase understanding and mutual respect among young people. Now, therefore, resolved by the Council of Philadelphia that we hereby honor and commend the students from John Bartram High School and their adult supporters, Ms. Carol Chew-Williams for winning the Presidential Environmental Youth Award. They have brought pride to their school and to the Cobbs Creek Community Environmental Center, joy to their families, and distinction to our City. WELCOME AND PRESENTATIONS Resolved that an engrossed copy of this resolution be presented to Mrs. Carol Chew-Williams, board chairperson of CCCEEC and to Dr. Anna McGuire-Davis, principal of Bartram High School, as well the terrific students who won the award as evidenced by the sincere respect and admiration of this legislative body. Certification that is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 13th day of May, 1999. And let me say, this is certainly sponsored by the President of City Council with whom Bartram's district resides, myself, and signed by all Members of Council. And finally, that certainly Mrs. Carol Chew-Williams has certainly been an invaluable asset to, not only the environment, but to school and youth programs in West Philadelphia for more years than I can remember. Certainly, she came out of the teaching environment and has continued her commitment to make a difference to the lives of our youth and to the Cobbs Creek area, and we say to her thank you as well. The Chair recognizes Dr. Anna McGuire-Davis for remarks. DR. ANNA McGUIRE-DAVIS: Thank you. Thank you very much to Councilwoman Blackwell. Thank you. We at John Bartram High School are indeed happy and very pleased to again be recognized, not only at the national level, but in our own City. It always feels good when people at home tell you how good you are. And I agree with you, this a handsome bunch. This is probably the best looking young people that you'll see in the City of Philadelphia. (Applause.) DR. McGUIRE-DAVIS: We have good looking kids at John Bartram. Not only do we have good looking kids -- I have two minutes -- but last evening I was happy to be a part of the William Ross Scholarship where we awarded 41 scholarships to our seniors. And today to have this opportunity to recognize some of our students, and I promised them I was going try to call their names. That's very important. Our students come from all over the country, all over the world. They come as far away as Afghanistan, Ethiopia, Liberia, so as they learn WELCOME AND PRESENTATIONS English. I'm learning how to pronounce their names, but I wanted you to know who they are. So I think I can do really well with the first names. Mawa, Mawa represented us in Washington. She was our key spokesperson. She is a 12th grader and she is in our learning community human health and fitness. Hanna, raise your hand. Hanna is an 11th grader and she is in our learning community math, science, and technology. Aquillah, 11th grader in math, science, and technology. Yodit, 10th grader, math, science, and technology. Delmika, math, science, and technology. Oscar, 11th grader, arts and humanities. Chris 11th grader, math, science, and technology. Tesfay, math, science, and technology. And Eyob; Eyob, by the way, is a 12th grader. We have three 12th graders who are leaving us, but the other students have promised that they're going stay with us and hang with us. And we have a couple exiting projects underfoot for this summer. Programs like this -- and for our visitors and city councilmen. Programs like this to elevate and provide students with an opportunity to give back to the community cannot occur without teachers and adults who are nurturing and caring and loving our WELCOME AND PRESENTATIONS young people. That's what it's going to take to turn this world around. And there are a couple people that I just want to recognize. Jean Gallashaw who has been with us all the way, always there to supervise before school, after school, on weekends. And of course, Peter Exarhoulakos who is our coordinator and has been with us all the way. Marie Thompson who is not here today, who followed the youngsters to Washington, D.C. And of course, Carl McCall. Mr. McCall is retiring, and I'm trying to keep him. He's retiring from John Bartram High School but promises us that he will continue to work with us. One last comment. The Cobbs Creek Environmental Educational Program has been a forerunner in the City of Philadelphia involving youngsters in service learning. Service learning is one of the initiatives of the School District of Philadelphia, and we at John Bartram are very pleased to be on the ground floor of that. We could not do it, again, without organizations in our community coming forth as Mrs. Chew-Williams has done in saying, "We have a project, we want kids to help, and we're here to help organize and help plan COMMUNICATIONS it for you." So I want to publicly thank you. You've just been a real strong supporter of ours. Again, I thank you. Our students thank you. And have a good day. (Applause.)

Bill No. 990255, an Ordinance amending an ordinance approved August 15, 1969, as amended, which approved the amended redevelopment proposal, the amended urban renewal FIRST READING CALENDAR plan, and the amended relocation plan of the Redevelopment Authority of the City of Philadelphia for the redevelopment of Pennsport Urban Renewal Area, by approving the fifth amendment of the redevelopment proposal and the fourth amendment to the urban renewal plan, which provide, inter alia, for additional land acquisition of approximately 17 properties and provision of certain relocation services, as required by law, for the individuals, families and business concerns

No. 113, as amended, and authorizing the Director of Finance and other officers of the City to execute documents and do all things necessary to carry out the intent of this ordinance.
