To give our invocation this morning, we are pleased to have Sister Eileen Marion of the Sisters of Saint Joseph. She is here today as the guest of Councilman Mariano. Loving God, I pray today for this City Council, and for all the citizens of our blessed City. God of grace, as You did with those workers of justice who have gone before us, strengthen us to answer with brave hearts Your call to help shape a world not of death and oppression, but of life and hope. God of power, strengthen us to help shape a country where our children will be free of the burdens of racism, sexism, fear and exploitation, violence, indifference, greed and pollution, where all people work with dignity, are rewarded fairly and respected fully. God of glory, strengthen us to help shape a society where the value of families is reflected in decent homes, good schools, safe neighborhoods, where older persons are not forgotten or abused, but honored for Stated - 4/28/05 their experience, cherished for their gifts and sought for their wisdom. God of mercy, strengthen us to help shape a nation where diversity is a source of enrichment, compassion is common, suffering is lightened by sharing, justice is lived, joy is pervasive, hope is alive, the hum of the universe is heard, and together with You and with each other, we will build what is beautiful, true and worthy of Your generosity to us, a true echo of Your kingdom. Will Miss Griffith and those accompanying her please join the Councilwoman at the podium. I see that Councilwoman Tasco is being joined by Councilwoman Miller. Is Miss Maxine Griffith here? Thank you, Madam President. While we are always honored to give a resolution, we are very saddened to present this resolution to this outstanding lady who has served us very well in our City government. This resolution honoring Maxine Griffith. Whereas, Maxine Griffith, A.I.C.P., was appointed to head the Philadelphia City Planning Commission in 2000 and has held the dual position of Executive Director of the Philadelphia Planning Commission and Secretary for Strategic Planning. In these roles, Miss Griffith has overseen land use planning, zoning, environmental review, urban design and capital budget coordination for the City of Philadelphia. And whereas, Maxine Griffith earned a bachelor of arts degree from Hunter College in New York, and a masters degree in architecture from the University of Stated - 4/28/05 California at Berkeley. Miss Griffith has completed course work in urban planning and real property development at Harvard University. And whereas, Maxine Griffith is both a well respected academic and practitioner in the field of planning and architecture. She has taught City planning and urban design at Columbia University and New York University, and is presently a lecturer in urban planning at the University of Pennsylvania. Miss Griffith has served on the National Board of the American Planning Association, is presently a member of the Planning Accreditation Board, the organization that accredits schools of planning in the United States. Miss Griffith's professional excellence has been recognized with the National American Planning Association Award and the Phillip A. Paten award for her work in distressed minority communities; and...

Whereas, Stated - 4/28/05 before coming to Philadelphia, Miss Griffith was the senior fellow for the community planning and development at the Regional Plan Association in New York, where she developed and interrelated group of community oriented programs. She also served in the Clinton administration at the U.S. Department of Housing and Urban Development, first at the secretaries regional representative for New York and New Jersey, and then in Washington as H.U.D.'s Assistant Deputy Secretary. As Assistant Deputy Secretary she successfully restructured both organization and policy for H.U.D.'s 81 office national field operation. And upon leaving H.U.D., she received an outstanding service award from Secretary Andrew Cuomo. And whereas, in addition to her commitment to excellence in her professional career, Miss Griffith has been an active civic leader. She serves as a member of the board of directors of the Lincoln Institute of Land Stated - 4/28/05 Policy, the Lincoln Foundation, the Architectural League of New York, the Design Trust for Public Space, the Philadelphia Avenue of the Arts, and SEEDS, a project sporting schools and libraries in West Africa. She has worked and traveled extensively in West Africa and the Caribbean, and has led workshops in politics and policy in the African nations of and Nabia and Benine. Miss Griffith served as a member of the fact-finding mission to Haiti, following the reinstatement of President Aristede, and represented the City of New York at the Econotroit International Cicades in Sao Paolo, Brazil. In 1999 she was a participant in the delegate conference on Jerusalem and Belagia, Italy; and...

Whereas, after five years of exceptional service to the City of Philadelphia, Maxine Griffith is leaving to pursue other opportunities. Stated - 4/28/05 Miss Griffith leaves behind a distinguished tenure, as she has earned the admiration and respect of her superiors, her peers and her staff. Now, therefore, resolved by the Council of the City of Philadelphia that we honor Maxine Griffith as for her outstanding achievements and accomplishments as the Executive Director of the Philadelphia City Planning Commission. We offer our best wishes for her continued success. Further resolved, that an engrossed copy of this resolution be presented to Miss Griffith, as evidence of the sincere respect and admiration of this legislative body. This resolution is presented by the Office of the President, dated March 31, 2005. (Applause.)

We certainly thank Miss Griffith for her outstanding public service. And certainly I think you have worked with every member of Stated - 4/28/05 Council. And we certainly appreciate the courtesy and the knowledge that you have expressed to us. And at this time I would like to recognize you for some brief remarks.

Thank you so much. It's been an honor to serve the residents of Philadelphia, and it's been an honor to represent the administration before this great body. I would be remiss if I didn't not only thank each and every Council member, whether we have agreed or disagreed. I've always been treated with kindness and graciousness here. But I also want to thank the Mayor of Philadelphia, John Street. He took a chance. He didn't know me. I came from out of town. I didn't even go to high school in Philadelphia which is a big thing here. And not only have I been privileged to be Executive Director of the Planning Commission, but the Mayor also raised planning to the level of a cabinet level. Stated - 4/28/05 Position. And I'm very pleased to note that in the announcement naming my interim successor, the great Rich Lombardo, he also will have both titles and will serve in the Mayor's cabinet. And I think this is tremendously important. I also want to thank my staff. And in some of the notices about my leaving, it said that I was an award-winning director. I didn't win any awards. It's my staff who won the awards. And I was privileged to be the Executive Director during the time that these awards were won. And I very much appreciate their work, and their openness and generosity, again, when this kind of short New Yorker came in five years ago. So, thank you very much. I want to especially thank the President of Council, who again has extended many kindnesses, and my colleagues and peers. If I owe you a report or a study, you'll get it before I leave. And again, I'm very appreciative of this honor. Thank you Stated - 4/28/05 very much. (Applause. )

Council will be at ease. The Chair again recognizes Councilwoman Tasco, who will present a resolution recognizing April 25th through April 29th as Shelter-in-Place Week. Will Mr. David Binder and those accompanying him please join the Councilwoman at the podium. The Chair recognizes Councilwoman Tasco. Good morning.

Thank you, Madam President. On your behalf, I'm pleased to present this resolution recognizing April 25, 2005, through April 29, 2005, as Shelter-in-Place Week in the City of Philadelphia. Whereas, as a result of the 1986 E.P.A. Emergency and Planning and Community Right to Know Act, the Philadelphia Local Emergency Planning Committee, PLEPC, was Stated - 4/28/05 formed to inform the citizens of this City about how best to protect themselves during a chemical emergency. And whereas, since its inception, PLEPC has initiated important programs to help keep us safe in case of a chemical emergency. There have been shelter in place drills in the School District. And under the direction of Sunoco, the installation of a public notification system in southwest Philadelphia. And whereas, PLEPC has worked with the Philadelphia Fire Department's HAZMAT and Fire Prevention Units, and has acquired the rights to use a national shelter-in-place mascot named Wally Wise-Guy. (Applause.)

Wally will now be Philadelphia's own representative in schools and in the community at large. And whereas, among Wally Wise Guy's tips are to go inside the home and shut all doors and windows, to cover cracks along Stated - 4/28/05 doors and windows with tape or wet towels, to listen to KYW, to keep pets with you, and to call 9-1-1 if you are disabled. These and other instructions will do much to ensure the safety of individuals and families should a chemical emergency occur. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby recognize April 25, 2005, through April 29, 2005, as Shelter-in-Place Week in the City of Philadelphia. Further resolved, that an engrossed copy of this resolution be presented to David Binder, Chairperson of the Philadelphia Local Emergency Planning Committee. (Applause.)

The Chair Stated - 4/28/05 recognizes Mr. Binder for remarks.

Thank you. I just have a couple talking points. I'll be as brief as possible. Let you'll get back to regular business. But one thing for the record -- I guess this is on record -- when I did say, good morning sister back this morning -- and this was just instinctive. Wasn't that I remembered that. It was just from that 12 years of Catholic education. But anyway, ideally preparation for catastrophic emergencies is a daily, ongoing activity, work effort performed by this region's municipal regulatory, non-profit and other responders. It's really a behind-the-scenes effort. In the great City of Philadelphia, our Police and Fire Department work closely with state and Federal officials to ensure that our responders are properly trained, communications are as seamless as possible among the agencies, as well as that we're using the most up-to-date technology and Stated - 4/28/05 resources in that preparation. And probably the benchmark for the success that the City has performed with these functions is really the fact that most people are pretty much unaware of it. Part of any preparedness effort is also education. Our goal with the LAPC is to educate the public in what to do in case there is such an event, either a chemical release, a potential chemical release or even a biological threat. And that's where Shelter-in-Place comes into play. Our effort and our mission is to educate people. We've been able to do that with the great help and effort through the Fire Department, their Hazardous Materials Administrative Unit and Fire Prevention Unit, in educating Philadelphia schools in Shelter-in-Place. In fact, Shelter-in-Place drills are now part of regular school exercises as part of the, you know, the fire drill rotation. For the elementary students we have Wally Wise Guy. Right? Big fan. You know, Stated - 4/28/05 one of my goals was to be on stage with a turtle at some point. And I've met one of my goals. But Wally Wise Guy is utilized to educate elementary school students in what to do. You know, the idea, the turtle goes into his shell, thus go into your house, close the doors and window, turn off your air conditioning, heating, and basically hunker down. The police have been very supportive with their Terrorism Awareness Program, in educating people on Shelter-in-Place. For the larger community view, we host -- co-host. We don't solo. We co-host environmental fairs throughout the City. They're conducted at various neighborhoods throughout the City. We participate in that program. Shelter-in-Place education takes place in that program. And there's other stuff. There's other materials to try to aid people and educate people on environmental and other quality of life issues. Stated - 4/28/05 So, it's a lot of work. It's like the woman up here before. The LAPC has a lot of volunteers. I'm up here accepting the resolution on behalf of the LAPC, but it's the members and the staff people that really... It's heart-felt labor that they do. And we greatly appreciate City Council's support and their willingness to recognize April 25th as Shelter-in-Place Week, and we would look forward to continuing to work with City Council on future initiatives to protect the health and safety of the great citizens of this community. So, thank you very much. (Applause.)
