On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join us as we attend to the legislative affairs of our city. We certainly invite you to come again. At this time, the Chair recognizes Councilman Rizzo, who will present a resolution honoring St. Timothy's Episcopal Church on the occasion of its 150th Anniversary. Will Reverend Berlenbach and those accompanying him please join the Councilman at the podium.
Thank you, Madam President. Madam President, you run a very the invocation and the resolution all in one day. Honoring and commending and thanking St. Timothy's Episcopal Church on the occasion of its 150th Anniversary. Whereas, St. Timothy's has maintained a central role in the Roxborough community since J. Vaughan Merrick and D. Rodney King founded the church as a Sunday school a century and a half ago; Whereas, the cornerstone of the church building was laid in 1862. Since then, St. Timothy's has been through several major expansions, reaching its present configuration of buildings in 1924;
Whereas, over the years, the parish has meticulously maintained the church's beautiful building and grounds. St. Timothy's gothic revival architecture and rich history merited a prominent place in Sacred Places in Philadelphia; and Whereas, at St. Timothy's, worship is vital, yet still traditional, enhanced by a wonderful organ and choir. The church's signature bell tower contains eight bells which are rung by hand each and every service; Whereas, the church founded St. Timothy's Hospital and the House of Mercy in 1890. This evolved into Roxborough Hospital, which is the only hospital or public health center in the 4th councilmanic district; Whereas, during the last century, the church's sense of mission has extended well beyond the neighborhood. Ministries to the poor and needy in Philadelphia, in Appalachia and across the world are admired and supported at St. Timothy's; Whereas, St. Timothy's features a membership that is diverse in age, ethnic and socioeconomic status. The active and growing youth group; and
Whereas, the Philadelphia City Council looks forward to another 150 years of excellent service and good work from St. Timothy's. Now, therefore, be it resolved, by the Council of the City of Philadelphia, that it honors and commends and thanks St. Timothy's Episcopal Church on the occasion of its 150th Anniversary. Further resolved, that an engrossed copy of this resolution will be presented to St. Timothy's Episcopal Church as further evidence of the sincere admiration and appreciation of this legislative body. Also joining the Pastor today is many of the parishioners of St. Timothy's, so we thank them for coming. Thank you. (Applause.)

The Chair now recognizes Councilwoman Brown, who will represent a resolution honoring the Philadelphia Police Department Employee Assistance Unit on its 40th Anniversary. Honoring and congratulating the Philadelphia Police Department Employee Assistance Unit on its 40th Anniversary. Whereas, the Employee Assistance Program was established in 1969 under the Counseling Unit with the goal of assisting officers with alcohol problems; and Whereas, EAP evolved into its current state in 1987 after joining forces with the Police Department's Peer Counseling Unit to aid police officers, police radio dispatchers, sheriff deputies, school crossing guards and their respective children and families in overcoming problems that could possibly affect the officers, their spouses or dependent family members' personal or professional life; and Whereas, the program focuses on issues related to stress, chemical dependency, family issues and critical incidents; and
Whereas, the job of a police officer is consistently ranked and regarded as one of the most stressful occupations in the United States and, therefore, this program provides a valuable and critical tool to assist the officers and their families in maintaining excellent mental and emotional health; and Whereas, in the year 2008 the Philadelphia Police Department has endured, for the first time in its recorded history, the tragic deaths of five officers killed in the line of duty, culminating with the death of Officer John Pawlowski on February 13th, 2009; and Whereas, the EAP Unit has been and will continue to be vitally important and committed to providing the highest level of confidential peer counseling and referral service in the areas of marital difficulties, emotional concerns, grief, chemical dependency, pathological concerns, personal stress, family and child issues, and all critical incidents involving police officers and the dependent family members. Now, therefore, be it
Resolved, by the Council of the City of Philadelphia, that we hereby honor and congratulate the Philadelphia Police Department Employee Assistance Unit on its 40th Anniversary. On behalf of the Philadelphia Police Department EAP Program Unit, commonly called EAP, I'd like to thank the President, Councilmembers and especially Councilwoman Brown for this resolution. It's always great to be recognized, especially when you're in a support type function, and the Police Department is the greatest one we have. Along with me, I brought my unit and with my supervisors, who are all involved in our daily business of running the EAP Unit for the Police Department. I'll start with the uniform. To my far right is Inspector Robert Small. Next to him is Chief Inspector Robert Davis. They oversee the Support Bureau and Division that we report to. So they're my immediate supervisors. Then behind -- well, to my far right you have Officer Curtis Gee, Hopkins, Corporal Reena Morris. She's my right hand. Also Joe Kane, Officer Tracy Brooks, Officer Mark Goodson. And, again, thank you for everything, and it's always great again to be appreciated. Thank you. (Applause.)

Thank you, Madam President. This is a resolution recognizing the African American Historical Calendar and its creator, George Beach, on the occasion of celebrating its 40th Anniversary issue. Whereas, the African American Historical Calendar is an annual tradition capturing and depicting the richness, diversity and critical role of African Americans in the United States history, created by artist, advertising executive and businessman George Beach; Whereas, the calendar provides 12 delicate snapshots into the personal and public lives of outstanding African Americans, one for each month of the year, providing a convenient way for black history to be honored from January through December; and Whereas, by highlighting both famous and less celebrated faces in black heroism, the calendar educates and enriches people of all walks of life; and Whereas, the calendar enjoys consistent growth in popularity and serves as a necessary reminder of how American society has been immeasurably enhanced by the contributions and achievements of African Americans; and Whereas, a premier resource for the ongoing preservation of black life and culture, the African American Historical Calendar began as a project of the African American Commemorative Society, which was founded in 1968;
And whereas, in 1970, the calendar emerged as an outgrowth of the Society's mission to promote positive images of African Americans through its Commemorative Medal Series. In creating each edition, Founder and Executive Editor George Beach works with a committed team, including portraitist Calvin Massey, illustrator Robert L. Jefferson, writers Joel Avery and Stephanie Renee, a graphic designer Drew Kim, researcher Matthew Beach, and a group of dedicated interns; and Whereas, the calendar's distinctive character continues to inform and inspire individuals of all ages, from the classroom to the boardroom. With simple dignity and quiet commitment, the African American Historical Calendar proudly portrays a lasting living heritage. Now, therefore, the Council of the City of Philadelphia does hereby recognize the African American Historical creator, George Beach, on the occasion of its 40th Anniversary issue.

Madam President, Councilmembers and Philadelphians, I am pleased to accept this wonderful citation on behalf of all of those who have contributed to the growth of this wonderful calendar. I thank God for the opportunity to be useful, and I thank my parents for giving us the sense of history about our people, our family and great things in life. African Americans, they have been great, great leaders. They are champions of change. As a matter of fact, today I'd like to share an e-mail that I received two days ago from down under. It was from a writer from Australia. He says to me, Dear George, I have just acquired on eBay as part of my never-ending quest for Florence Mills' trove and memorabilia a copy of the 1980 calendar published by you and included a page on Florence. On digging a bit further, I found that you have been publishing these calendars for many years. I think it is a wonderful thing you have done in general and especially that you were one of the dwindling band who was honoring Florence Mills more than 50 years after her death. I hope you may live to publish many, many more years of your excellent calendar. wishes, Bill Egan. I share that with you because down under the calendar was received as a matter of historical significance. So I thank everyone who has participated on it, and I thank you very much. (Applause.)

Good morning. This is a grand day for us in City Council to recognize some women who have suffered great tragedy in their lives, as a number of people in the City of Philadelphia, but they have come together to focus in on the issue of violence and how to stem the tide of violence and have provided programs throughout the City to address this issue. My neighbor and constituent and friend, Dorothy Johnson Speight, lost a daughter, and I was working with her on Compassionate Friends. So she's had tragedy in her life and was doing something about it. And then her son was killed and, as a result of that, we came to realize and recognize and know Mothers in Charge. So today we're here to recognize and acknowledge Mothers in Charge, Inc. on the launch of its first publication, entitled "Mothers in Charge, Faces of Courage." Whereas, Mothers in Charge, Inc. (Mothers in Charge) was founded in May 2003 by Dorothy Johnson Speight and care for our city extends beyond seeking solace after losing a child to the senseless violence that has ravaged our community, and this group of women is comprised of impassioned mothers, grandmothers, aunts and sisters, many of which have experienced the horror of having a son, daughter or loved one murdered, and are committed to working towards saving lives and preventing other mothers from having to experience this terrible tragedy; and
Whereas, Mothers in Charge is a Philadelphia-based non-profit family and community organization that provides support, advocacy, education and intervention on issues related to violence and its enormous impact on our local community, and six years after its inception, Mothers in Charge has over 300 members and supporters in four chapters, including New York and Atlantic City; and
Whereas, the women who work or volunteer under the auspices of Mothers in Charge exemplify the utmost strength and compassion when reaching out to other families affected by violence, and through community outreach, engaging dialogue and grief counseling, these women freely share personal experiences of coping with the loss of their loved ones; and
Whereas, Mothers in Charge now provides an additional means for conveying its message to the community through its recent publication, entitled "Mothers in Charge, Faces of Courage," a newly published literary piece that is an inspirational and compelling collection of members' unique stories, which openly discuss grief and tragedy and illustrate the irreplaceable bond shared between a mother and a child; and
Whereas, this awe-inspiring piece of literature, proceeds go to support the life-affirming work of Mothers in Charge, further conveys the power, strength and courage of these committed women; and
Whereas, their work to combat violence, encourage other women who have experienced loss and inspire our youth not to engage in violence is critical towards preserving our communities, and we are forever grateful for Mothers in Charge and their commitment to save Philadelphia's greatest asset, our children. Now, therefore, be it resolved, by Council of the City of Philadelphia, that we hereby celebrate, recognize and honor Mothers in Charge on the occasion of its unveiling of its first literary publication, "Mothers in Charge, Faces of Courage" and for six years of invaluable service to Philadelphia and communities impacted by violence. Furthermore be it resolved, of this resolution be presented to Dorothy Johnson Speight, President and Co-Founder of Mothers in Charge, on behalf of the entire membership of this outstanding organization, as an expression of our sincere sentiment of this legislative body. Good morning. I want to thank Council, especially Marian Tasco, for this honor this morning. It is truly an honor to be recognized by Council on our sixth anniversary and also the publication of our new book "Faces of Courage." It's an idea that we wanted to present to the public to inform people of the impact of violence, but in spite of that, these courageous women of Mothers in Charge -- and every mother here on this stage has lost a son, a daughter or loved one to violence -- get up every day to make a difference in the City of Philadelphia with the issue of violence. So I'm very pleased to be honored this morning on behalf of the mothers that are here and on the mothers that could not be here today. We truly thank City Council for this beautiful citation. I was reminded to say that this is a club that no one wants to be a member of, and that is so true. Unfortunately, this club is growing far too fast and too many mothers are becoming a part of this. So we want to continue to work and engage the community and our leaders to support our efforts to make a difference in this city. As you know, each Councilperson has received a copy of our beautiful coffee table book and its stories and the the mothers who have lost their children. Twenty-six members of our organization are profiled in this book. But, more importantly, it's a book to inspire and encourage and move people to be involved in making a difference to save lives. So, again, I thank the Council, and I truly thank the members of this organization for all the hard work they do. They could have laid down and died, but instead they get up every day to make a difference, and I'm truly so proud of them and I love them all. Thank you. (Applause.)

I first want to acknowledge the many stakeholders from Cure CVS Campaign, UFCW 1766, UFCW Local 613, ACORN, Penn Action, the National Organization of Women, Friends Neighborhood Guild, the Coalition of Labor Union Women, Temple College Democrats, the Hunting Park NAC, the Kensington Welfare Rights Union, SEIU 32 BJ, AFT, Jobs With Justice, Student Labor Action Project, the Living Water United Church of Christ, the Philadelphia Department of Health. Madam President, we have a problem with expired medicines and baby formula in the City of Philadelphia. I want to thank my colleagues Councilwoman Blondell Reynolds Brown and Councilman Greenlee for working with me on this very important piece of legislation. The problem in Philadelphia is the shelves of our neighborhood pharmacies are filled with expired products, baby formula and over-the-counter medicines that are months and in some cases years past their expiration date. These products are less effective, less nutritious and potentially dangerous. The survey of CVS stores conducted over the last year by Change to Win Philadelphia has showed that the sale of expired medicine is widespread and persistent. In spite of the legal action in the states of New York and California and the growing media coverage of expired goods issued, this problem has continued. A month ago we asked our City Solicitor and this Administration to join us and these states in legal action. That is why we are taking legislative action today. This legislation will provide for stiff penalties for the sale of expired medications and infant formula. If a customer finds an expired product on the shelves, he or she will be entitled to a new version of this product at a 50 percent discount. This legislation will ensure that when you enter a pharmacy in Philadelphia, that the medicine that we buy and the formula that we feed our children is safe and effective. I look forward to working with the Administration, my Council colleagues and the community stakeholders present here today to pass this legislation as soon as possible. Thank you, Madam President.

Thank you, Madam President. I'll be brief. We are a week away from reporting out the 2010 budget, and I at least two weeks since leadership of Council conveyed to the Administration that there are -there's very little support and a whole lot of "no" votes for any real estate tax at this time. And I don't think we've made any progress on this budget in terms of serious discussions about alternatives to that real estate tax, and I hope we don't lose the four days between now and Monday's hearing when the tax bills will come up before the Committee of the Whole, because if we wait that long, we have three days instead of a week. A week is not very much time to begin with. So I want to go on record as one of those people in Council, one Councilmember who is absolutely opposed to any increase in the real estate tax, and I want to put it on the record today. Thank you.

Thank you, like to support the comments by Councilman O'Neill. We have presented what we believe is a reasonable solution of this financial crisis that we have to the Mayor. The staffs are talking and the individuals who advise us are talking with both staffs, and I would urge him to listen to reasonable arguments about how our plan could possibly be a part of the budget solution. The other day when we were meeting with our consultants and some of the Councilmembers, Dr. Bernard Anderson gave a very compelling argument about how we can address this issue. It made sense, considering that we are in a very, very serious national crisis and it's not business as usual. We have to come up with creative ways to address the issue. The creative way is not to raise property taxes. And when we had the hearing in my district, all we heard were from -- the from the people from my district said no. And so I too will not be in the mood to support any property taxes. I think there are other alternatives. We ought to look at them and not delay the process for passing this budget.

Thank you, Madam President. I want to support my Council colleagues that's already addressed this 19 percent. It will cause too much of a hardship on Philadelphians, and as Councilwoman Tasco said, when we had the public hearing out in the 8th and 9th Council districts, that's all we heard all evening was not to raise the taxes. I think during this economic hardship, people expected some increases, some changes, but I don't think the people expected a 19 percent real estate tax increase. I think the tax should be shared across the board, not just on homeowners, and I just believe that this tax will create too much of an additional hardship. Thank you.

Thank you, Madam President. Since my colleagues are on time, I think it's time I suppose that I should voice my opinion that I absolutely will never vote for any tax increase in the real estate.

Thank you, Madam President. I too am absolutely opposed to any real estate tax at this time. It's the wrong time to do it. I couldn't agree more with my colleagues in Council that have districts, because I've traveled the City through up and down and I don't see any support throughout this city for any property taxes at this time. I want to go on record as opposing it, and I don't care what degree that the Mayor may have in mind, but I'm certainly absolutely against any property taxes. Thank you.
