Good morning, Council President Clarke and members of the Committee of the Whole. I'm Nancy E. Winkler, City Treasurer and Deputy Finance Director. I'm here to testify on Resolution No. 120074, which seeks to appoint me to the Board of Directors of the Philadelphia Municipal Authority. The Philadelphia Municipal Authority was incorporated in 1975 as the Equipment Leasing Corporation of Philadelphia pursuant to the Municipal Authorities Act of 1945 and renamed by Council ordinance in 1983 to the Philadelphia Municipal Authority, PMA. Its business is leasing equipment to the City, managing disposable refuse and managing facilities such as City Hall, Discover Works Global 888.557.8650 www.dw-global.com 3/15/12 - WHOLE - RES. 120074 & 120075 the Criminal Justice Center, the Municipal Services Building and One Parkway Building. Prior to my tenure with the City, which began in January of 2011, I worked for over 28 years with Public Financial Management, the PFM Group, since 1990 as a Managing Director. From 2000 to 2011, I managed PFM's New York office and managed the firm's New York and Maryland practices, which included municipal, state, authority, higher education and not-for-profit issuers. My experience includes substantial work in public-private partnerships, advising state and municipal entities, revenue bond issuers, colleges and not-for-profit entities on municipal bond issuance, debt restructuring and various strategies to manage their debt portfolio and ratings, as well as numerous distressed municipalities. I'm also a graduate of the London School of Economics. And I have served as a member of the Executive Committee at the New York State Citizens Budget Commission for many years. As a member of the five-member Board, if confirmed, I would serve a five-year term, beginning in 2012 and ending in 2017. I want to thank the Mayor for this nomination and thank City Council for your consideration. I look forward to serving on the Board, if confirmed. This concludes my testimony. Good morning, Council President Clarke and members of the Committee of the Whole. I am Emily Bittenbender and I'm here to testify on Resolution No. 120075, which seeks to appoint me to the Board of Directors of the Philadelphia Municipal Authority, PMA. As a member of this five-member board, if confirmed, I would serve until January of 2015. As you just heard, PMA was incorporated in 1975 as the Equipment Leasing Corporation of Philadelphia pursuant to the Municipal Authorities Act of 1945 and renamed by Council ordinance 19 in 1983 to the Philadelphia Municipal Authority. The powers of PMA include the acquisition, holding, construction, maintenance, operation, ownership and leasing of facilities and equipment. Please let me tell you a little bit about myself. I have a Bachelor of Discover Works Global 888.557.8650 www.dw-global.com 3/15/12 - WHOLE - RES. 120074 & 120075 Fine Arts Degree from Moore College of Art and Design, and since 2003, I have been the Managing Partner of Bittenbender Construction, a general construction company that I established. My mission is to provide the highest possible quality of service while optimizing value for my clients. My business manages all phases of commercial construction. Our expertise includes cultural, academic, healthcare, corporate, retail projects within the City and the tri-state region. Prior to establishing my business, I was the Vice President of Design and Construction for the National Constitution Center, in which I provided project management and oversight, with the mission to build the first-ever museum dedicated to honoring our nation's Constitution. Prior to that experience, I was the first-ever Capital Program Director for the City of Philadelphia, where I was responsible for the creation Discover Works Global 888.557.8650 www.dw-global.com 3/15/12 - WHOLE - RES. 120074 & 120075 and management of the CPO, City agency that had 100 employees created to bring a private-sector approach to project construction and budget management in the City. The CPO's portfolio included the management of about 350 design and construction projects equalling about 500 million for client agencies, including 10 Fairmount Park, Philadelphia Art Museum, 11 Police, Fire, Health and Human Services. 12 In closing, I would like to 13 thank Mayor Nutter and City Council for 14 giving me the opportunity to serve as a Board member for PMA. If confirmed, I pledge to work very hard to fulfill the PMA's mandate and I look forward to the opportunity to again serve the citizens of Philadelphia.
