but it also helps because when people walking by i'll be like what's going on in there and it
draws the crowd in but i would maybe rethink we i guess you'll consider having the lights on the
timer to have it open have it on later into the evening i mean i love first of all we want to
activate it with art and we want it to be bright and hopefully that was a reasonable example i mean
and we happened to own the work that we showed,
which was the icebergs that was rendered on the wall.
And I think it would be bright and would show something.
I just know that mural production
in Philadelphia is not the cheapest,
so oftentimes, once something goes up,
one, neighbors get attached,
and two, it's not easy to repaint these things.
When we presented to the neighbors,
just to be 100% transparent,
we said we would change it every single year.
So that's our commitment to the neighbors and to you,
is to change that every single year.
Are the questions from our attorney?
No questions.
Questions or comments from the virtual audience?
Yes, Chair.
I have two hands up.
The first hand is Deborah Brandler.
I'm going to allow them to speak.
Debra, please unmute yourself.
Debra, go to the next hand.
Next hand is Robert Everett.
I'm going to allow them to speak.
I'm going to allow them to speak.
yeah good afternoon I'm here I'm Mr Everett how are you sir could you please state your
name and spell it for the stenographer sure first name Robert last name Everett e-v-e-r-e-double-t
um do you swear or affirm to tell the truth the whole truth nothing but the truth
yes I do go ahead Mr Everett just confirming that at our community meeting they did in fact
tell the community that the plan was to rotate the mural on that fence on a regular basis
and that seemed to be a point that a lot of people appreciated because as murals go sometimes you'll
get one that you don't like but if you know there's something that you might coming the next
go-round that that went over very well with the community and for the lighting i'm sure between
the bid and our organization and the other businesses that are opening up across the street
definitely don't want to have adequate lighting there for security for the whole neighborhood
uh mr everett thank you as usual is there anyone else i'll mention miss brandler is
an immediate neighbor that lives behind the building she may be having problems
opening her mic okay um no chair no more hands no planning commission
in the salamata for the planning commission in 2015 the zoning map was amended from cmx 2.5
commercial mixed use at this location in accord with recommendations from the comprehensive plan
and with the support of the community the appellant has not shown that the dimensional
compliance would cause a significant burden the proposed dimensions conflict with characteristics
of the surrounding neighborhood and therefore the planning commission recommends the board
or deny the requested variance for fence height and opacity.
for fence height and opacity thank you um mi2026 zero zero one five three five one one one five
Thank you.
MI 2026.

South 61st street Dawn Tangrady is the attorney
good afternoon chair good afternoon counsel could you please state your name and spell for the
sonographer yes it's dawn can creedy d-a-w-n my last name is t-a-n-c-r-e-d-i do you swear or affirm
to tell the truth the whole truth and nothing but the truth yes could you identify your client
the relationship to the property yes so i'm here representing the owner 3246 south 61st street llc
also here today is a representative on behalf of the proposed tenant that will take over this
commercial space okay our vice chair has just a few questions good evening have you submitted
your documents and exhibits five days in advance of this hearing yes and did you waive the read
note your refusal and stipulate to its accuracy yes okay thank you you can show your screen and
proceed but counsel we don't have an rco letter am i correct but you did have a meeting we did
have a meeting and i believe that letter was just uploaded today it is a letter of support all right
good thank you please proceed thank you
just need to change this
so i did submit materials which i would ask be incorporated into the record
okay we are here seeking approval for an animal services use and the proposed use would be
a doggy daycare center i will just show you some photos of the existing property
what we have here is a property in southwest philadelphia that was previously
just get this it was previously a junkyard and my client has cleaned up the property
you can see even from this photo which is in front there's a tractor trailer it is an industrial
area it's surrounded by other junkyards and a concrete manufacturer is even across the street
there's other auto related uses as well in the area and so the plan here is to
take this space which is at the back of the property
I'll just scroll through and show you photos of the actual building in the back
so this is the building the proposed use would take up two-thirds of this building
it would be the two two garage spaces on the left hand side of the screen
it's a 6 000 square foot space and i'll show you the site plan
so you can see two-thirds of this building in the back would be used for the doggy daycare center
there's an outdoor area that would be fenced off and seven parking spaces
we did meet with the community we do have a letter of support
Nora Rogers is on the call and available to answer questions this is a business that's been
in business since 2019. This would be their third location. They have another
location in Fishtown and one in South Philadelphia. This location would be
great for people in the area and also people that are leaving on trips that
that are going to the airport.
are going to the airport.
The granting of this variance
makes a productive use of this vacant space.
It has no impact to near neighbors.
And it's in line with the city's planning,
with city planning's long-term vision
for this area to move away from heavy industrial.
And I could let Nora answer some questions
if you have some questions for her.
okay why don't you bring her on and um okay she's the owner am i correct she's not the owner she's
the tenant that would be operating this space and then she'll you you could um she could adopt your
testimony too correct yes okay thank you and norah rogers has been promoted to penalist thank you
hello Nora can you hear me yes hello hi Nora could you please state your name is spelled
for the stenographer yes my name my full name is Hanora h-a-n-o-r-a my last name is Rogers
r-o-d-g-e-r-s I go by Nora though all right Nora do you swear or affirm to tell the truth
the whole truth and nothing but the truth yes counsel and Hanora have you heard my presentation
Is it accurate and truthful?
Yes, it is very, very accurate.
The only thing I would add is that we will be doing some, as you can see in the drawing, we'll be doing some cat boarding and dog daycare and dog boarding and dog grooming.
That's just in addition to what you said, Dawn, so thank you.
And would you adopt what I've said as though it were your own testimony?
I was just going to ask does the board have any questions questions for the board
questions from our attorney yes I have a question about the parking spaces the seven
are you creating those parking spaces yes they were shown on the plans that were submitted okay
They were not submitted on our plan, and it isn't indicated in the refusal. There's no indication about parking whatsoever.
So that's, you're gonna have to submit a separate submission to L and I on that.
We can do that. Okay. All right.
