We appreciate your taking the time to join us as we attend to the legislative affairs of our city. We invite you to come again. Our first presentation today honors Miss Sondra Horrocks. The Chair recognizes Councilwoman Tasco to come to make this presentation. (Councilmembers Tasco and Clark and honoree come forward.)
Joining me is Councilwoman Augusta Clarke, who is a member of the Board of the Philadelphia Museum of Art. I am very pleased this morning to stand here and present this resolution to a longtime friend. Our days go back together at the Philadelphia Museum of Art. And this resolution is honoring Sondra A. Horrocks. Whereas, in her 35 years of service to the Philadelphia Museum of Art, the museum has succeeded in every aspect of its operations, which involved Miss Horrocks' careful and creative oversight; and Whereas, Sondra Horrocks, favored daughter of the Mayfair section of this city, VISITOR RECOGNITION, PRESENTATIONS graduated from Temple University and began her career at the museum in 1964 as a member of the registrar's office -- with Tasco. That's not in the resolution, but I had to add that. After a stint in the development department, she joined the public relations staff in 1968 and was named department head just after one year later; and. . .
. . . Whereas Miss Horrocks' years with the museum was studded with gems of accomplishment and frequent fireworks of success, she initiated the Wednesday Night Program, which has repeatedly been voted as "Best for Date" by Philadelphia Magazine in 1997, the Group Sales Program, also begun by Sondra, reached $1 million in sales; and Whereas, although Miss Horrocks has been manager of the marketing and public relations division of the museum since '69, in 1994, her responsibilities were broadened and she was named vice president. Soon she was supervising a $4 million food service operation, managing a budget in excess of $1.5 million, developing a Website, handling special exhibits, and in every VISITOR RECOGNITION, PRESENTATIONS way, making the museum a better place for us Philadelphians and for people all over the; world and. . .
. . . Whereas, despite all of these accomplishments and the awards and tributes that go with them, Miss Horrocks will tell us that the moment of highest excitement for her came when the museum surpassed the 1 million visitors mark for the first time ever in 1997, the triumph was partly the draw of Cezanne, partly a more people-friendly environment, and partly increased tourism, but everyone in the arts community knows that Sondra Horrocks played a major role in the museum's reaching this terrific milestone; Now, therefore, resolved by the Council of the City of Philadelphia, we hereby honor and commend Sondra A. Horrocks. We recognize her enormous contributions to our city, at the museum, and we know that as director of marketing and communications for the Regional Performing Arts Center, she will reach even greater heights; Resolved that an engrossed copy of this resolution be presented to Sondra A. Horrocks as VISITOR RECOGNITION, PRESENTATIONS evidence of the sincere respect and deep admiration of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 4th day of November, 1999. It is signed by President Anna C. Thank you very, very much. This is a terrific honor. When I started at the museum in 1964, Marian was the assistant registrar at the museum, and she took me under her wing and showed me the ropes -- and a few pinochle tricks during lunchtime. And I'm forever grateful for what Marian did for me in setting me on the course of my career at the museum. And I've also been very lucky to have Councilwoman Clark as a museum trustee for a VISITOR RECOGNITION, PRESENTATIONS number of years now, and she's given us tremendous guidance in many, many ways. I'm deeply, deeply honored, and thank you so much. (Applause.).

Good morning. We have a resolution today honoring Michael DiBerardinis: Whereas, Michael DiBerardinis was appointed Recreation Commissioner by Mayor Rendell in January 1992, having previously served as a chief of staff to Congressman Foglietta; and Whereas, as the recreation commissioner, he oversaw a $45 million annual budget, with 550 full-time employees and 160 staffed facilities, including 159 recreation centers, 83 swimming pools, 90 parks, 5 older-adult centers, and Veterans Stadium; and. . .
. . . Whereas Michael DiBerardinis came from the ranks of community activist, and although he changed his focus, his spirit of active advocacy never waivered. He spearheaded a citywide effort to reduce handgun violence and provide safe havens and safe activities for children; and Whereas, Michael DiBerardinis has been credited with making the Recreation Department VISITOR RECOGNITION, PRESENTATIONS more responsive, cleaning up recreation centers, developing programs, and opening swimming pools, under his stewardship all 83 City pools have been fully operational and open to the City's youth for the first time in many years; and. . .

Whereas, he is a person of extraordinary leadership and team-building capabilities, he refused to be bound by governmental bureaucracy and he pushed the envelope and developed creative approaches to urban problems. Michael D. has worked tirelessly to make this city a better, safer, more compassionate, and more athletic place for all of us, and he has succeeded. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor and commend Michael DiBerardinis and we thank him for his fine work on behalf of all of our citizens. We wish him continued success in his new role as vice president for programs at the William Penn Foundation.
Be it further resolved that an engrossed copy of this resolution be presented to Michael DiBerardinis as evidence VISITOR RECOGNITION, PRESENTATIONS of the sincere gratitude and heartfelt respect of this legislative body, signed by the President of City Council, Anna C. The Chair recognizes Commissioner DiBerardinis for remarks. COMMISSIONER DIBERARDINIS: Thank you, Council President. This is a great and wonderful honor for me to be here in front of this body, many of who I consider -- all of you who I consider my friend. Back in the '70s, when I was down here testifying and protesting and raising a little bit of fuss, I always loved this room. I love this room, and I think I loved it for two reasons. The first reason is, I think it's one of the most beautiful rooms in the City of Philadelphia. And the second reason I love it is because of the important work that goes on in this room every time this body sit down. And I've always dreamed of being in VISITOR RECOGNITION, PRESENTATIONS this room in a formal way -- witness my failed attempt to be here in 1991, when I ran for Council. (Laughter.) COMMISSIONER DIBERARDINIS: But, nonetheless, I will tell you that my eight years in government, working with this group of people, I've come to appreciate the difficult task you have in meeting the needs of the varied folks in your district, and at the same time, doing what's best for this city. That's an incredible challenge and an incredible responsibility that I think this body does so, so well. And for me to be a part of that and for my staff, who have come very close to you, all has been one of the great, great surprises and wonders of my eight years of service. So I want to thank each one of you for your support of the department, but that's really support for the kids and the neighborhoods and the institutions that serve our neighborhoods in this city. And I will never forget the time that I have spent with you and will always, always cherish the wonderful support you have given to me COMMUNICATIONS and the men and women in the Recreation Department. Several years ago, all Americans were shocked to learn that Nike shoes, that people thought were signs of greatness for young people to wear, it was a symbol that you've made it, were produced in foreign companies under slave labor conditions. We don't call it slave labor; we call them sweatshops in the United States. Exploited mostly were women and children. Eighty percent of the workers were paid very low wages, as low as a nickel an hour and were working many, many hours through the day. It brought waves of protest throughout the United States. And at that time, a group of college students began working with labor organizations, with religious organizations to seek to put an end to the United States' INTRO. - BILLS, RESOLUTIONS participation in such activities, because it turned out that American corporations were employing workers overseas to produce the Nike goods under sweatshop conditions. Much to their consternation, the college students learned throughout the United States that many of their own institutions were employing the same foreign workers, under the same sweatshop conditions to produce college clothes that alumni wore, students wore, proudly displaying their support for the universities. That started a movement that took religious organizations, labor organizations, community organizations of all kinds and promoted a tremendous movement. And the leaders of that movement were college students, who showed that they understood the immortality of those practices, and they were determined to put an end to it. And very proudly, most of the universities in the Philadelphia area developed groups of students in support. They are here today. They are very active throughout the United States, wanting to make sure that their colleges INTRO. - BILLS, RESOLUTIONS and their universities don't participate in sweatshop conditions. In fact, support organizations and materials I've distributed show that they've all formed an organization called "Workers' Rights Consortiums." They're trying to get the universities to support the activity against sweatshop conditions so that workers can be employed at decent wages, without harassment, treated with a sense of dignity, and a living wage. I urge all of my colleagues to, in addition to having sponsored this resolution, to vote unanimously in support of it. Thank you, Madam President.

A resolution honoring the life of W. Russell G. Byers. Whereas, Russell Byers' career in public service encompasses both the local and national level of government. He served as a staff member for the Honorable Hugh Scott, the Honorable Arlen Specter, the Honorable Thacher Longstreth, Vice President Nelson Rockefeller. He also became the director of special projects for the Greater Philadelphia Movement, and later the regional administrator of the Housing Unit of the INTRO. - BILLS, RESOLUTIONS Urban Development Department; and Whereas, for nearly ten years, he wrote with optimism and passion, as the iconoclast voice of the Daily News; and Whereas, he was steadfast in his beliefs and ideas about making Philadelphia a better place. Those ideas and his uncompromising convictions will live in the minds of all citizens; and Whereas, he was a model citizen and human being. His pure soul and blithe spirit enlightened the lives of all those around him; and Whereas, his passion for gardening reflected his nurturing nature. He saw the potential for beauty in all things, people, and especially, the City of Philadelphia; and Whereas, above all, he was a loving and devoted father, husband, and grandfather to his family; Therefore, be it resolved by the Council of the City of Philadelphia that we hereby mourn the death and celebrate the glorious life of Russell Byers. And we admit ourselves to serving the City with as much integrity as Russell did and INTRO. - BILLS, RESOLUTIONS urged us to do likewise; Be it further resolved that an engrossed copy of this resolution be presented to the Byers family, as evidence of the deep sorrow and heartfelt respect of the legislative body. And it's presented by myself. And I would ask the Council to approve it by a standing vote.

Madam President, I do not have a speech; I just have an announcement that I would like to make. I have placed on the desk of all Councilmembers a copy of our report from the Telecommunications Policy Advisory Committee, and some of you may remember that this commission was established by Mayor Rendell in 1996 as a result of some public hearings that I convened back in SPEECHES 1995 on telecommunications and its impact on the City of Philadelphia. And the TPAC program is headed by Carol Smith, the executive director of the Workforce 2000 Advisory Committee. I want to thank you for your support of TPAC and ask for your continued support of this worthwhile program. We are moving forward, and if you read the executive summary, it looks like it's just documentation, supportive documentation in the book, but the executive summary will outline some of the many programs implemented by this group, and we would like to have it continued. Thank you so much.
