is really part of the new hospital tower. And there was a Silverstein Pavilion sign here
for recognition of that entrance. So if I go to, I'm going to skip past a couple of these to one
that's probably easier to see. Current condition. So now zooming in, you can see where that new
bridge construction occurs, where the former sign was here at this location. So that sign,
in order to achieve the construction needed to be displaced.
And our wish is to erect a new sign
for building identification, really,
at this location, at this scale.
So there's a couple of things here.
The sign is slightly larger than previous,
and part of our reasoning there is just that it is higher above the sidewalk,
so we want to make sure it's still legible from street level.
And then the addition of Penn Medicine, which was not part of the original sign, really just because as this whole neighborhood has evolved in that time since 1978, you know, it's a very dense area.
And there are a lot of Penn and CHOP and other folks kind of intertwined here.
So it's important that people understand which building they're coming to.
And below here, where the emergency department formerly was, this is a secondary entrance that some visitors are encouraged to utilize.
So it's important for them to understand which building they're trying to locate.
And I think that is the description, unless I can add to that.
So that's your request, that one sign?
This sign here, yeah.
Questions from the board.
Will there be any lights around the illuminating of the...
It is not illuminated.
It's...
Other questions?
yeah just i'm trying to know is it individual letters it's individual yeah what we call
aluminum pin letters it's individual letters fixed to the facade and they are not illuminated so we
just be very visible during the day and we rely on the ambient light of the neighborhood it's a
pretty pretty bright even in the evening just due to all the activity anyone else with questions
questions from our attorney no mr chair questions from the audience questions from the virtual
audience i do not see any hands mr chair planning commission
amy boyd with the planning commission the comprehensive plan recommends no change in
zoning from the existing special purpose institutional spin the proposal is to relocate
signage to accommodate the addition of a pedestrian bridge the planning commission recommends a board
grant their requested variance for sign location and max area. Thank you. MI 2024-006-403-3400

Number 11, MI 2024-006-532-1141-South 13th Street.
Vern Anastasio is the attorney.
No, no, we're two.
We're two left.
We'll be back in as a panelist shortly, Mr. Chair.
good evening mr hi verne you've already been sworn um could you just state your name for the
record yeah it's verne anastasio on behalf of dr vicky borgia of radiance medical group right
and could you um all right our vice chair has a few questions thank you good afternoon council
do you agree to weigh the reading of the refusal or stipulate to its accuracy yes sir have you
emailed in all the required documents and exhibits as needed and required to proceed with this case
five days in advance of this hearing yes sir thank you council please proceed you've already
the passion square civic associations in non-opposition as well as council members
Correct. And we also submitted signatures of immediate neighbors, 145 signatures of folks who live within the immediate neighborhood and support.
1141 South 13th Street. We've got a 94 page exhibit packet. I won't go over everything, but I'll go over the most important parts.
The application is for two solo practices for medical and one group practice.
Solo practices are by right use.
The one group medical practice is why we're here.
As you can see here, the group medical practice is prohibited in RSA 5.
and my client currently is a sole practitioner but she would like the opportunity to bring
another practitioner on when and if the time arises there's certainly plenty of space there
so as you can see the long history of granting uh different sorts of uh of uh of uses and
And as you're going to see here at page 76 of the exhibit packet, you're going to see a very long history going back decades of the first floor being a studio for drama and voice.
Before that, it was a cooking school. So the first floor hasn't been single family residential in a very, very long time.
Our proposal is just a continuation of the use as we propose it to be, continuing in the tradition of commercial.
Here's the plans, and I will zoom in a little bit.
It's a corner property.
Enter right here where my cursor is.
There's a reception immediately to someone's left.
And then there's a waiting area here along, I guess that's along this side here.
Yep. Along this side here. And then as you can see, one, two, three, four examination rooms with some lab and some storage, a restroom and a kitchenette for some breaks. Trash area in the rear.
And then as you can see, one, two.
there are the plans let me show you some photos
this is the property in question it's been vacant for a very very long time
uh i have passed this property myself um at least you know five or six dozen times in the
past few years and it's been vacant for for quite some time so but it's in you know relatively good
shape on the exterior it hasn't been hacked up over the years with bad materials inside does
need some work you can see here and my client is committed to bringing it back to life
nice big windows. I think it's really ideal for commercial use, and the medical offices
will be a real asset to the community. As part of the 94-page exhibit packet, we have Google
reviews, all five stars for Dr. Borgia. And of course, we also have information about our
practice. It's a unique practice. It's a general practice that focuses on accessibility
and affordability. And here's the letter that went out to all immediate neighbors,
inviting them not only to the RCO meeting
but to the zoning hearing up today on the
29th. Passion Square at Philly
Foot and Washington Avenue have all been mailed as have all of these
addresses.
As you can see, it's a pretty
tight neighborhood with lots of homes.
and we have proof of mailing from vista 192 households
which is kind of high so at this point i want to show you the uh after the presentation before
during and after actually we've collected signatures from 145 immediate neighbors on 13th
on peters on federal on wharton latona ellsworth
my client circulated these petitions
most of them secured in december and january
we have a letter of support from william and valerie cohen of 1165 south 13th which is
literally right you know right there there we are 1141
we have a letter of non-opposition from councilman squilla
and a letter of non-opposition unanimous support from passion square civic association
Again, here's some information on the practice itself.
And because of the long history of commercial use on this first floor, because my client is bringing a much needed amenity of medical services to the community,
and because she has support from over 145 folks who signed her petition of support in addition
to three separate letters, one being from the district council member and the other being from
the RCO, I respectfully request the granting of the variance. Thank you.
Do you want to bring your client on? I would like to if she's still available. She did have to seek
clients um about 30 minutes ago but dr vicky one quick question before she comes on this is first
floor only first floor only yeah so bern there's a note here no amplified sound on the second floor
No amplified sound on the second floor.
what's what's that mean
What's that mean?
screen.
I have no idea.
Who's that from?
Passion Square.
Two lists.
Proviso.
Close at 8 p.m.
And no amplified sound on the second floor.
I can't speak to that.
This application is for first floor only.
All right, good.
Is your client here?
Yeah, she should be.
Dr. Vicki Borgia, please raise your hand.
yeah our interior layout is exclusive to the first floor
and that's where the offices will be here
they're coming back in as the panelist chair
thank you very much
let's do this again
hi could you please state your name and spell for the stenographer
uh my name is victoria borgia b as in boy o r g i a we swear or affirm to tell the truth the
