Thank you, Michael. Anyone else on the
board? Yes, a question.
Okay, so you're just doing
regular vehicle
repair and maintenance,
no body and fender
or spray paint.
Correct. There's no body work.
Okay. And then you said that there won't be any kind of tire storage there.
You will change tires, but you won't be storing tires there?
That's correct.
How's that work?
So the company that my client uses to bring the new tires,
he'll order them as customers come in, whatever tire size is needed.
The company that brings the tire at the same time will take the waste tire away.
It's part of the contract.
So they take the waste tire on the spot when they deliver the new tires to be fitted.
Gotcha.
Thank you.

Planning Commission.
Thank you, Chairman, and good morning.
david vecto with the city planning commission chairman and board members the comprehensive
plan recommends no change to the rsa5 residential single-family zoning at this location this lot
is uniquely shaped and the long-standing structure prevents the property from being used in strict
conformity with the zoning code however vehicle repair and maintenance is not compatible with a
primarily residential block base the city planning commission recommends the board grant sorry the
board deny the proposed use variants for personal vehicle repair and maintenance thank you mi2023

employment and engage meaningfully in their communities limited local resources while there
are so many services available there are often limited to scope lack sufficient capacity and
don't fully address the diverse needs of individuals with intellectual disabilities
and autism in the in that particular area state support and policy the pennsylvania office of
Developmental Disabilities has emphasized the importance of supporting individuals with
intellectual disabilities and autism in achieving greater independence and quality of life aligning
with the services we provide. Community Impact, our facility will fill the critical gap by offering

we heard we host workshop focus on self-advocacy self-making and health management to empower
individuals to make informed choices about their lives miss geiger miss geiger miss geiger here so
i think what would be important remember this hearing is about the property so why don't you
show us the property and start talking about the building itself okay so the property i do have some
photos of the property. So the property was formerly a banquet hall. This is a picture of
the bathroom, which the sinks are lowered to ADA regulations. This is what it formerly was. We have
ADA regulations. This is what it formerly was. We have not done any work on the building as of yet.
not to any.
We only have pictures of what it was hoping to get this variance so that it can pay. So these
are the former, these are the pictures of what it looks like now. It's an open concept to the
building. I'm going to show you the inside and then I'm going to go to the outside of the building.
this is what it was it was a banquet hall which we're trying to change the use now
to use it for the purpose that we have this is what it looked like
formally well now this is what it looks like now
uh we also have pictures and the powerpoint so miss geiger could you do could you show us what
Do you have plans on what it's going to be?
Yes, this is a future plan.
Thank you.
No problem.
Here, this is what we hope for the open concept would be to set up different tables for them, to set up different areas for them.
and on
on the outside
it has its own parking lot
so here we will have it well lit
here we will have
handicapped parking
along with other parking
And so it won't take up parking on the street.
That's what it formally looked like until it got fixed up.
Those are all the photos that I have.
How many people do you think you'll have a day?
So the program only allows you to have 25 individuals.
That would be the full capacity of the program.
You can only have 25 individuals at a time and about 10 to 15 employees working.
Is there anything else you have to show us?
No, just the presentation that I put together.
Okay. Questions from the board?
Yes. When you say adults, what are we talking about in terms of the age range?
18 and over.
Okay. And how, you have a parking lot, so they're going to drive there or someone's going to drive them there?
Or do you have other ways of transporting people to the facility?
Yes, we have veins, we have handicap accessible buses, paratransit buses, and some of the individuals, if their family choose to drop them off, they can, and if they choose for us to pick them up and drop them off, we can.
Okay, and they're referred by an agency or something?
Yes, the Office of, ODP, the Office of Developmental Programs, yes.
ah okay and so they do some kind of screening process and tell you what kind of services
absolutely okay all right and then uh you said you're going to have like 10 to 15 employees
this is this is like adult daycare if you will right it's not we can't call it daycare but yes
I don't mean it in that sense, I mean, it's not like a living facility.
No, it's not.
They come there, correct.
So what are we talking about in terms of hours of operation?
They'll come in at 8 and be going by 5.
Okay, all right.
And will there be services on, like, the weekends or just?
No, Monday through Friday.
All right, thank you.
Other questions from the board?
Yeah, so what code regulations will you be utilizing from the state?
Is this under the Regulation 6400?
Yes, Regulations.
No, not 6400.
Some of the policies have to come from 6400, but it would be listed as a day program facility.
And you'll be dealing with CPS clients, consumers, correct?
That is correct, yes.
all right thank you all the questions from the board is this the only facility that you will
have or do you have a current facility as a day program this will be the first one
okay and your experience um we've been around since 2016 we currently serve
We've been around since 2016. We currently serve. We do CPS, but we do it out in the community. We presently don't have a facility. That's why we're hoping to get this one.
We provide nursing services for them. We provide in-home and community support. We provide a lot of services for them. Behavior, health, I have a very big staff.
Thank you.
Questions or comments from our attorney? Hillary Emerson.
Not at this time, Mr. Chair.
Questions or comments from the audience?
Questions or comments from the virtual audience?
Yes, Chair. I have a hand up from Craig Melodostein. I've allowed him to speak.
Good morning, Craig. Please state your name and spell for the stenographer.
Good morning. Craig C-R-A-I-G.
Last name.
I'm sorry. I dropped out. They switched me over.
I see. Craig, C-R-A-I-G, last name Melodosian, M-E-L-I-D-O-S-I-A-N.
Do you swear or affirm to tell the truth, the whole truth, nothing but the truth?
I do, Chair Bergman.
Please proceed, sir.
I wanted to indicate right off the bat that the RCOs that gathered on the meeting at 12-5 unanimously support this.
our one concern was at the meeting we did not have the benefit of the illustrations here today
as well as the lease so we wanted to clarify that in fact because of the number of people
participating in the program both as staffs and clients that there would be ample off-street
parking. The area is already congested. On the west face or west elevation of the property
is Linmore, the 5500 block of Linmore, which has single family row homes on both sides of the
street and only one lane for parking. People are currently parking on 55th Street, perpendicular
to the street. So it's important that we be able to get the cars onto the lot. The second issue
that was raised by Mr. Horn with HORN, with the Southwest District Services, was hours of
operation. I've personally been involved with this project since 2010, and there have been a series
of i'll simply say speakeasies and unlicensed halls in there uh attracting cease and desist
and the most recent one which you've seen pictures of uh failed an after hours investigation
on 326 24 i think with 19 violations associated with operation uh structural issues etc
So what we're indicating is we think this is the best presentation we've seen for this location, though it's I2, in the last 15 years.
So we'd simply ask that we codify hours of operation and off-street parking if they're provisible.
Thank you very much.
Thank you.
so just to comment if there isn't parking already available on site we can't require
some sort of off-site parking um but we can put in an hours of operation proviso and i thought
the hours of operation were 8a to 5p am i correct yes okay and what days what days a week
Monday, Monday, Friday, right. Okay. Um, and, and, um, Ms. Geiger, are you agreeable to a proviso with those that would limit the hours of operation? Yes. Okay. Thank you. Um, anyone else in the virtual audience?
No further hands, Mr. Chair. Any commission?
thank you chair bergman and good morning david ekta with the city planning commission
chairman and board members the comprehensive plan recommends no change to the i2 medium industrial
zoning at this location the city changed the zoning maps in this neighborhood in 2012
in a community supported map change this building is located on a primarily residential block face
