COUNCIL OF THE CITY OF PHILADELPHIA PUBLIC MEETING BEFORE THE JOINT COMMITTEES ON LAW & GOVERNMENT AND PUBLIC HEALTH & HUMAN SERVICES - - - Room 400, City Hall Philadelphia, Pennsylvania Thursday, February 4, 1999 9:35 a.m. - - - Resolution 960671 - Calling for a full and comprehensive joint investigation by the Committees on Law & Government and Health & Human Services into the exact ways in which the recently enacted so-called "welfare reform" legislation will impact the citizens of Philadelphia, and how the City can best exercise all powers that it may have in easing the burdens imposed on helpless citizens under the new law, including pressing for positive implementing legislation at the State level, and finding ways in which the City government, using subsidies that may be available under the new law, can provide jobs for welfare recipients at a living wage. Good morning. This is the Committee on Law and Government and Health and Human Services. We have a quorum of Council President Verna, Councilman DiCicco, Councilwoman Donna Miller, Councilman Nutter, Councilman Rizzo. This is a very simple process today. We have given the report out to the folks. This report has been extensively covered. It's Resolution 960671. And I think we have a quorum, Madame President. This is going to be the biggest public policy issue in the next five years, and City Council has to do a very comprehensive report on it. All members have read it. (Copy of report attached herewith.)

Mr. Chairman, I move that the Joint Committee on Law & Government and Health & Human Services accept the report on the "Imminent Dangers of Welfare Reform in Philadelphia," written pursuant to Resolution 24 960671, that said report and its recommendations be adopted by the entire City Council at its next 3 2/4/99 LAW & GOV'T/PUB. HEALTH & HUM. SVCS. stated meeting, and that a copy of the approved report be sent to Governor Ridge and the General Assembly.

Good. A motion has been made and seconded. All of those in favor, say aye. Any nays? The ayes have it. The report gets approved, and the resolution will be introduced into the next City Council meeting proposing and putting the report before the whole body. Thank you.
