Mr. Chairman and board members, the comprehensive plan recommends no change to the residential single-family zoning at this location.
There is no unique physical condition or circumstance of this 1,700-square-foot property that would prevent it from being used in conformance with the zoning code.
However, we are aware of two triplexes, one duplex, and one five-unit building on this side of the 3300 block of North 16th Street, but no buildings with eight dwelling units.
Since more than half of this side of the block is vacant, these standing houses are all that we have to determine the character of the block.
So the city's planning commission recommends that the board grant the proposed multifamily variance in keeping with the other multifamily units, but with a maximum of three dwelling units and the proposed variance for rear yard depth.
and the proposed variance for rear yard depth. Thank you. MI 2023-003-493-3320
Thank you.

Thank you, sir. Good morning, David Fecta with the City Planning Commission board members and
the city planning commission uh board member
chairman. The comprehensive plan recommends no change to the residential single-family zoning
at this location. The appellant has shown that the proposed rear wall extension will not injure
the use of adjacent properties and the non-conforming rear yard depth is an existing
condition. The City Planning Commission recommends that the board grant the proposed variances.
Thank you. MI 2023-003-522-231 Dickinson Street, I vote yes.

required for two dwelling units, whereas this lot is 625.32 square feet is proposed, which would
only permit one dwelling unit. There is a letter of support from the Roovytown-Chargewood Community

Good morning, everybody.
Hi, good morning.
Could you state your name, please, and spell for the court stenographer?
My name is Shamir Morgan, S-H-A-M-I-R, last name Morgan, M-O-R-G-A-N.
Right.
Do you swear or affirm to tell the truth, the whole truth, nothing but the truth?
Our vice chair has a few questions.
All right.
Good morning, sir.
Have you emailed in all the required documents and exhibits that is needed and required to
proceed with this case five days in advance of this hearing?
Thank you.
Please proceed and share your screen.
Can everybody see my screen?
We can, sir.
Okay. So this is my existing, this is a single family house. That's my primary residence.
This is on the corner of 19th and Thompson. This green door right here, this is the front door.
What I'm proposing is on the side entry here to create an existing, well, another door to access
the studio apartment. So I'm going to just go through the pictures now to give you all an idea
of what I'm proposing. So this is part of the side yard here.
We're proposing different steps which will allow an easier walkway for the new existing
potential apartment tenant that will be accessing it through here.
We'll be building down a door here also.
Some more pictures of the side yard.
now we're going to enter the basement this is where the utilities are and I
had the plans also to detail exactly the configuration on how we plan on moving
all our utilities to where as though it's not where as though someone can
have access without entering the studio apartment
here's more pictures of the basement
is this where you're going to put the studio apartment correct so this is how it stands
currently um this is usually where i you know i come downstairs excuse the mess i got some dogs
but um i would usually come down here and we're proposing a different layout which would allow
for me to enter the utility space without entering the actual apartment so i now want to pull up the
planes um and i also have my architect john gibbons on the call which could uh jump in if
you like are you are you guys able to let me see how i could share the planes
you have the drawings what the basement is going to look like yes sir
Okay, can you guys see this?
Okay, can you guys see this?
We can.
I have my architect, John Gibbons, on the call now.
Is he able to jump on?
If you want, yes.
Mr. Gibbons?
I'm going to allow John Gibbons to speak.
Mr. Gibbons, could you state your name, please, and spell for the court stenographer?
John Gibbons, G-I-B-B-O-N-S.
Do you swear or affirm to tell the truth, the whole truth, and nothing but the truth?
Please proceed.
This is the layout of the proposed studio in the basement of the existing building.
You're entering into the studio from the rear yard.
There are steps down to the entry, a glazed entry door.
You enter into a living dining area with a unit kitchen and a bedroom behind, and then a bathroom beyond that.
There is a separate lockable egress that will give access from the upper floor, upper unit as well, in case it's needed as an accessory apartment.
