The joint Committees of Law Government, Public Safety, and Public Health and Human Services is now going to be in Session for the purpose of considering a report. It's an interim report following the hearing held several weeks ago with respect to the drug problem in Philadelphia, aggravated by the budget cuts proposed at the State level. The report has been ready. Most of the Members of the three Committees have signed it. The purpose of this meeting today is for the purpose of giving all Members of the three committees an opportunity to sign the report. We're going to stay in Session for a couple of minutes. There will be silence pretty much because we're going to check to see how may Committee Members have signed the report. That's the whole purpose of this meeting.

Mr. Chairman, I move 3 05/23/03 - LAW/PUBLIC SAFETY/PUBLIC HEALTH that the interim report of the Committee on Law and Government, Public Safety, and Health and Human Services be approved, along with a recommendation that the full Council adopt the report at its Session today.
I will second that motion. That's the matter that's being considered now. Thank you. We're going to take a pause for a couple of minutes to give members a chance to sign the report. (Pause.) The Committees on Law and Government, Public Safety and Health will stand in recess for about five minutes when the Caucus will be over that's being held on the fourth floor. The members here are asked to join the Caucus on the fourth floor, thank you. There will be a number of unusual proceedings for the next two weeks as Council struggles to complete its agenda. We have three more meeting, counting the one today, and two more on each of the succeeding Thursdays. That's why we're going to ask for your patience. The meetings 4 05/23/03 - LAW/PUBLIC SAFETY/PUBLIC HEALTH may go on and on and on. There will be recesses. There will be all sorts of parliamentary activities in order to accommodate the needs of the City in getting certain legislation passed by June 12th. That's the last day Council will be in Session until September. Just to give everybody an idea as to the unusual things that will be occurring day. We'll stand in recess for a few minutes. When Council finishes its Session, Committee hearings will resume. They'll be taking only two or three minutes and then the Council Session will begin. (Recess.)

The trifecta Committees on Law and Government, Public Safety, and Public Health is now in Session for the purpose of adopting a report. The Chair is pleased to announce that a quorum of each of those Committees having signed the report, that is equivalent to action by the Committee endorsing the report and, therefore, there's no need for any formal meeting. The report 5 05/23/03 - LAW/PUBLIC SAFETY/PUBLIC HEALTH will be presented as a report of those Committees at the meeting which will follow later. The hearing is recessed until June 10th at 1 o'clock.
