Thank you, Mr. President. I asked to be recognized today to offer condolences to the family and friends, the partners and associates, the Governors, United States Senators, United States Congressmen, State Senators, State Representatives, Mayors, and ourselves, the City Council, on the loss of Stephen R. Wojdak. He was gentle, soft-spoken, except when he was on the floor engaging in debates, a warm person, and no matter who you were, whether you had a difference of opinion or a difference on an issue, if he knew that you were personally in crisis, he was always there to offer assistance in any way that he possibly could. He was genuine and authentic. com) Stated Meeting June 4, 2015 on Steve for his intellect, his strategic thinking, his creativity, his wisdom, the invitation to the opportunity to grow our hearts and minds around issues that we didn't have the requisite knowledge of. But he also reminded us fundamentally of our responsibility to govern, no matter what our parochial interest, geographic or demographic interests were. I knew Steve from the time I was 17 years of age when he was a democratic ward leader in Northeast Philly and I was just beginning as a republican committee person. And in 1976, Steve ran for the State Senate, which opened the seat in the 169th so I could run. I didn't know that I couldn't win. I just didn't know what I didn't know, and the seat was only 20 percent republican. But I won. Steve lost in the State Senate race. com) Stated Meeting June 4, 2015 said, Pages aren't allowed in here, and then when they corrected that and people apologized, I walked into caucus. As soon as they announced who the new members are, they said, And replacing Stephen Wojdak from the City of Philadelphia, Dennis O'Brien. I got a standing ovation. Needless to say, I had never gotten a standing ovation in the republican caucus since, but I found out why I was so popular. Steve Wojdak was formidable. He was Chairman of the Appropriations Committee. When he went to the floor, he was a leader and he knew the subject matter that he talked about and he knew all the angles. He knew the policy. He knew the politics, and he was a very strategic person. com) Stated Meeting June 4, 2015 was, and I just wish that I had the opportunity to witness him in action on the floor of the House. But Steve, when he was there, he professionalized the Appropriations Committee. I remember our first year we had Jack Seltzer as Chairman of the Minority Appropriations Committee and Earl Brown as our one staff person, and on the other side you had Steve Wojdak and all these wonderfully creative, talented Appropriations staff people, all of whom became influential in other positions, as budget secretaries and head of THEA and other agencies. He recognized talent and he empowered that talent to make a difference in public policy. He was the first contract lobbyist for the City of Philadelphia, and it was a wise move by then Mayor Frank L. Rizzo, and we were engaged. com) Stated Meeting June 4, 2015 mentioned, because what he advocated for made a difference in people's lives here in Philadelphia on budget issues, on stadiums, on convention centers, on whether we got the appropriate funding, under a formula-driven funding mechanism in Harrisburg for our schools. No matter how bad things got, Steve had a presence, and whether you were a democrat or republican leader, you looked for Steve to fill that void and provide leadership and direction when crisis was the only thing that was obvious. I remember that in the years as I was growing and being mentored by Steve, as so many of my colleagues were, I was introduced to what I'm known for most now, my advocacy for my guys with disabilities.
com) Stated Meeting June 4, 2015 were increasing funding by a whopping 19 percent, but it left most vulnerable without a penny. And I went to one of my first meetings and there was Steve's partner, Joe McLaughlin, and I thought, boy, I'm in trouble if this guy is against me. But then I found out that both Joe McLaughlin and Steve Wojdak on a pro bono basis advocated for the schools for the blind and deaf and that victory that I achieved putting the $80 million back in was due to the advice and skill and talents that Steve lent me to be effective in that challenge. He always did the things that were complicated to make your head hurt. As we look forward to the crisis that looms in Harrisburg with all the component parts about the funding for the schools and the unfunded budget deficits, boy, are we ever going to miss Steve Wojdak and all of his talents. He loved Philadelphia. He loved Pennsylvania. com) Stated Meeting June 4, 2015 dyslexia. I have a son; he had a daughter. He was on the Board of the Delaware Valley Friends School. But he taught us that life is about relationships, and he made us all better, whether we were in government or we just knew him personally. And on an issue of tort reform, when I was Chairman of Judiciary, he had the Titans, the people that were against tort reform. He had the trial lawyers. And I'll just reflect for a second on a text when I shared the passing of Steve with a person that was on the other side of that issue, and he just sent back and he said, Den, I loved Woj. I admired him when he was against me. I loved him when he was with me. I understood when he went back to the dark side. He was a mercenary, but he never misled, he never betrayed. Above all, he always knew the difference between a client and a friend. He fulfilled his obligation to the former, but never betrayed the latter. com) Stated Meeting June 4, 2015 So, Mr. President, with the permission of the Chair, I would ask that we all rise out of respect for our dear friend. Mr. President, I promised not to give a speech of majority. I'm doing this on behalf of Councilwoman Brown. Next Thursday we're inviting all of our colleagues to come to the first brown bag budget briefing from the Commonwealth of Pennsylvania. Katie McGinty, the Chief of Staff for Governor Wolf, is coming down to just give us a preview of what to expect in the near future by way of funding on so many issues, education and others that we care deeply about. So we will be providing lunch, and hopefully all members and their staff will be able to attend. Thank you, Mr. President.

Thank you, Council President. Before I give my speech of the majority, just a little housecleaning. I want to remind members of the Public Works and Public Property that we have a meeting, committee meeting, following the end of our regular scheduled Council session. But, again, Council President, I want to thank you. I do want to speak on Bill No. 150406, which I introduced with the Administration a few weeks ago. This bill has reopened a historically uncomfortable debate, building a replacement prison. While this bill does not actually build a prison, believe me, we must do so. First, the specifics of the bill. com) Stated Meeting June 4, 2015 President in 1874. I'd like to take this opportunity to correct the record on a number of points so we all have a chance to get the facts on these issues. Some have argued that we are prioritizing prisons over schools. This is false. It's false for two reasons. The bill is merely an administrative tool that gives the City options. Also, if the City were to move forward and build a prison, it would not draw a penny from our schools. These are two totally separate and completely different funding sources and two different timelines. Next, others have argued about the symbolism of building a replacement prison at the time of great need in other areas. I agree that we have need in other areas, but as the fifth largest city in the country, we have to be able to do more than one thing. We have and always have been, and we will continue to do so. com) Stated Meeting June 4, 2015 terms, the House of Corrections is a management nightmare. Think inefficient, manual cell lots, wasteful energy systems, and crumbling, unsafe infrastructure. Some specific examples include the lack of fire suppression systems, which is not in compliance; no controls of electronically opened cell doors, hampering, God forbid, an emergency evacuation situation. The current federal regulations requiring video surveillance in inmate areas not under constant watch is not in compliance. The facility has none, and that is against the Prison Rape and Elimination Act. In human terms, it is a building fit for 1,250 people that currently houses 1,500 on a regular basis. That includes triple celling. That includes beds in temporary areas. Even employee locker rooms have been combined for a visitor waiting area. com) Stated Meeting June 4, 2015 number, 8,600 approximately, down to 6,000, we still will be having the same and current conditions that we have now. The infrastructure also serves as a workplace concern for more than 300 correctional officers. How can we expect to secure the best trained, the brightest to take these jobs if the working conditions are like this, Council President? And what about rehabilitating our inmates at the same time under these conditions? We have an obligation and a responsibility and it is our civil rights to make sure that everybody goes to work in a safe workplace and has the ability to learn and to be rehabilitated under safe working conditions. Rather than add beds to our system, a replacement complex will give us a chance to prioritize services and help reduce our population. com) Stated Meeting June 4, 2015 locations, locations that may to be determined in other neighborhoods. Expanding elsewhere would lead to cost factor increases in duplicating services, high transportation costs. By consolidating around the current resources, we can keep the costs down significantly. Others have argued that this is a poor use of the waterfront, asking for City Council to consider industrial and port activity.
The practical reality remains that the City -- if the City purchases this property, the possibility still remains further that there is nobody interested in protecting the industrial space -- nobody is more interested in protecting industrial space than I am. And this space has been vacant for 20 years, almost two decades. com) Stated Meeting June 4, 2015 again, for over two decades. To give you a little snapshot of this land, there is a parcel of land. Next to it is a correctional complex. Adjacent to that is a waste management, a scrap yard, an auto auction dealer. So no wonder it's been vacant for 20 years. Finally, the last four times Philadelphia built prisons, we were forced to do so by a federal judge. This is not the only -- the federal judge -this not only removes the decision from our hands, but it also removes the opportunity to manage the process at a much higher and greater cost. By planning now and we get ahead of this, we can prevent losing our voice in the matter. Philadelphia has already ceded control of our public schools in the Commonwealth, and I'm not comfortable with ceding similar control to the federal government on our correctional facilities. I am holding Bill No. com) Stated Meeting June 4, 2015 a chance to speak with the community at more length next week. I am hosting a town hall meeting, if anybody is interested in getting the facts on this issue. However, I look forward to bringing this up to a vote soon and to keep pursuing a safer, consolidated facility on State Road, and I hope my colleagues will consider to do the same and support me on this opportunity in this bill.
