ownership, the refusal, the tax clearance, the RCO meeting notes, and the drawings. I'm also here
today to request the building is currently zoned as a single-family residence. I am here to request
the variance changed to a two-family residence. I also want to note to the board that initially
back in 2013, the previous owner prior to me was approved for a five-unit variance in 2013.
So they were approved in 2013 for five units. I guess they didn't do any work to it. So then
and it reverted back to the single family residency.
single-family residency. The next document shows proof of ownership. I purchased a property
The next document shows
last year in my company name in October of 2020. Next document is the refusal document.
Next document is my tax clearance.
and the next document is is um so we had two separate meetings with the rco and the in the
community the first meeting when i presented the five units they actually declined it due to
parking um in that area so we negotiated and we agreed at a second meeting um to limit it down to
two units in the building and i have full support from the community as you can see here
hmc squared community association yes correct
okay can we see the drawings yes absolutely that's next okay absolutely um i'm going to
get the drawings
okay so the first page is a rendering of the front and the back of the property
to the left here is the front and then to the right is the back of the property
no no significant changes i'm just going to um update the front it's kind of it's kind
of dilapidated now it's it's out of date it's it's not it's not um it's not very appealing to
the visual eye so i'm just going to change it up a little bit just to spruce up and make it look
nice to um in order to improve the improve the area the back to the right no changes to the
back really i'm just going to cut this tree um because some of the neighbors um complained about
this tree leaning over into their property so i'm just going to cut the tree the next rendering is
the is the actual drawings sorry there's some technical difficulties
please. Okay. Okay. So from left to right, to the left, we have the basement. No change
we do not see the drawings oh i'm sorry that's okay um excuse me sir do you have
what you would have to do is to unshare and then click on your drawing so that they're open and
ready then share again and they should present on the screen okay okay and then
did you see the front and the back renderings or no
No, you're currently not sharing your presentation.
You just have to click on share screen again
with your documents already open.
Let's go back up and show both, Mr. Coburn.
All right, I'll back up and show both.
I apologize for the inconvenience.
So I need to go back.
Are you sharing this, Tom?
No, I need to share another document.
I need to share this.
my apologies for the delay that's okay sir so we still not seeing the um actual pictures you
have to click on your pictures first um and then click the um share screen
okay am i sharing now yes awesome perfect and now can you rotate the screen yes
i know it's one thing after another yeah yeah another 180 okay all right perfect there you go
perfect
I gotta rotate
some more
my apologies
rotate
rotate
rotate
all right
all right
okay here we go here we go thank you so much for your patience thank you all right so this
everybody has a problem you're not alone thank you so much um so again this is the front of the
property no no major changes to the front um we're probably just going to remove this graffiti
paint the front keep it pretty much the same we're also going to build a beautiful front porch as
well um and that's that's the changes to the front of the property and then to the right over here we
have the back of the property no major changes to the back of the property either we're just going
to cut this tree because i received some complaints from the neighbor next door to me that some of
the branches are falling over into her property so i'm going to remove this tree in order to
protect my property as well as the neighbor's property as well.
So now I'm going to attempt to go to the drawings. I'm going to stop share
and then share screen.
all right so these are the drawings of the of the building can everybody see the drawings
yes okay all right excellent so from left to right to the left is the basement no changes to the
basement that's going to continue to be it'll just be my utility room that have all the electrical
panels and all that all the utility things in the basement the next drawing represents the first
floor so it's a three-story building the building's about 2 000 square feet my initial plans were to
be five units. Then I try to get three units in there, but then I got back, I got pushed back
from the community. So we agreed to two units. So in order to execute two units, we're going to do
one unit on the first floor. That's apartment number one. It'll occupy the entire first floor
to be a two-bedroom unit on the first floor. And then on the second and third floor, we'll occupy
a bi-level second unit apartment. The bi-level apartment on the second floor will have two
bedrooms, beautiful living area, open space, and a bathroom and a kitchen. And then on the third
floor, it will be another full bathroom with a shower and a tub and another bedroom, as well as
a study hall as well like a study room a den on the third floor so again my my my request today
is to um convert this single family residence into a two-unit multi-unit residence the first
floor having one unit one apartment with two bedrooms and the second and third floor will
occupy the second unit with three total bedrooms plus a den plus two full bathrooms
any questions from from the board we do have a letter of support from the hmc squared community

ian you have to unmute yourself
my apologies thank you madam chair ian hegarty for the philadelphia city planning commission
this property is within an area um where we have an in-process zoning map amendment
that would make a change from rsa3 to rm1 the zoning bill has been referred favorably out of
the rules committee but has not been reflected on the zoning map yet um the proposed use is
consistent with the um use and the dwelling unit density that would be allowed as a matter of right
under the proposed zoning district and so we recommend that the board grant this variance
okay um tina are you are you there yet
i do have a question where is the trash going to be stored that's a great question um if i can go
back to the front i can show you the picture i can stop share and then share
this is a special trash room correct correct so to the left in the front of the building
to the left of the building um there is a gated area or the trash will be in that gated area
we can't see the building yes i will bring it up right now i'm sorry
okay i apologize but the picture is not is not really clear but if you can follow the arrow of
the mouse um this left area here is a gated area it's an alleyway all the trash should be kept in
the alleyway i will advise all of my tenants to keep the trash in that alleyway and on trash day
to put the trash out and then of course once the trash is picked up to to put the trash cans back
in this area here in this alleyway here you'll be the manager of this building i am yes i'm the
manager of i actually manage all of my properties i um i'm very active um the the community can
attest to it when like during the snow storms i was there shoveling myself personally um i visit
the property at least at a minimum once a week to make sure everything is clean and and um i just
be a part of the community and i want to add value to that add value to that area thank you
i've been representing mr nobren in this capacity for the last 12 years
he's a hands-on manager visits his properties a couple times a month
and is very very responsive to city
that's great is tina
tina are you on
Tanya, I'm going to move forward and vote the case.
Does that sound reasonable?
Sharon?
Yes, actually, can I ask Mr. Haggerty one question?
You know any youth looking for work?
Oh, no, boys.
If you do...
I don't know who's speaking.
I think that was Tina Marie Russell.
If she's going to testify, that's fine.
Okay, Tina?
I'm sorry, that was a mistake.
Okay, are you going to testify?
For this particular case?
No, that was a mistake on my hand.
My fingers were on my phone.
I'm sorry about that.
Okay. Ms. Saletta, do you still have a question for Mr. Haggerty?
Yes. Can I ask one question? Given that this has been reported favorably out of committee,
would you agree that the applicant could go in and get a buy-write permit at this point?
I'm sorry. That's unfair to ask you.
um i uh i i can confirm that that's that's a legal decision
I can confirm that's a legal decision and I know it involves other factors so you don't have to
scratch that question sorry she didn't say that strike that I'm going to vote the case calendar

yes may you uh turn one of the devices off okay
can i make a suggestion kari if you are you using a computer
if you're using a computer mute the computer and then put the volume on the device you need to use
to speak but you can't have both volumes on so if your computer doesn't have speakers mute that

his wife were planning to testify is it possible that she is in the same room with another
device on or somewhere in the house would that affect it
Yes, that could be.
Tariq, can you do a slow audio test?
Tariq, are you there?
