We certainly invite you to come again. This morning, I am very pleased to welcome a group of ten government officials, mostly City Councilmembers from Azerbaijan. They are in our city to study local government administration and they are guests of the United States. They are accompanied by Miss Ann Stauffer, Vice President of the International Visitors Council of Philadelphia. Again, we welcome you to our city. This is a resolution congratulating Larry Bowa for being named the "National League Manager for the Year" and for his selection as 4/1//02 STATED - VISITOR RECOGNITION, PRESENTATIONS spokesperson for the American Heart Association for 2002. Whereas, Larry Bowa is a two-time Golden Gloves shortstop with the Phillies, which, in 1980, defeated the Kansas City Royals to win the World Series; and Whereas, in November 2001, the Baseball Writers Association of America named Larry Bowa the "National League Manager of the Year," having previously received that honor from the Sporting News, USA Today, Baseball Weekly, and ESPN magazine; and Whereas, Larry Bowa will serve as the 2002-2003 spokesperson for the American Heart Association's Call to Action Campaign to educate the public about cardiac arrest and the chain of survival, a four-step process to assist someone in cardiac arrest; and Whereas, the Larry Bowa Call to Action Campaign will feature posters, print, and broadcast public service and billboards with the message "Learn to Safe a Life, Learn to the Chain of Survival"; and Whereas, the American Heart Association 4/1//02 STATED - VISITOR RECOGNITION, PRESENTATIONS documents nearly 600 Americans die daily, totaling 220,000 yearly deaths from sudden cardiac arrest; and Whereas, the American Heart Association estimates that 20 percent of the victims of cardiac arrests could survive if the elements of the chain of survival strategy were in place. For example, call for emergency assistance, call 911, perform CPR, cardiopulmonary resuscitation, use a defibrillator to shock the heart to normal rhythm, get the victim to advanced medical care; Now, therefore, resolved by the City Council of the City of Philadelphia that we congratulate Larry Bowa for being named "National League Manager of the Year" and for his selection as spokesperson for the American Heart Association for 2002 in their mission to save lives by reducing death and disability from disease, heart disease, and stroke. And based on last night's wonderful come-from-behind win, we all may need the rest of the season to learn CPR and other life-saving procedures. Thank you. Thank you. On behalf of the Phillies, I would like to welcome everyone here this morning. I told the players last night before the game, I said, I have a an appointment tomorrow morning at City Hall, so I want one of two things: I want, first of all, I want to win, and want it be real quick. Well, we got a win, but it didn't happen really quick; we went the extra innings and we got home about 12, 12:30. But it's an honor to be here. I'm very happy to be a part of the American Heart Association. It's a great team to be involved with. I think our number-one goal is to create awareness, which we are doing. As we all know, heart disease is still the number-one disease, killer disease in the United States. So as long as we can continue to get the word out on how important it is to stay on top of the situations involving your health, I think that we can continue to progress and take care of this disease. One of the main reasons that I'm involved in this, I've had some people very close 4/1//02 STATED - VISITOR RECOGNITION, PRESENTATIONS to me pass away because of heart disease -- my mom and my aunt and ex-Philly Hall-of-Famer Richie Ashbourne, who was a very close friend of mine died of a heart attack. So hopefully, we can continue to try to put a stop to this disease, and if I can do everything in my power to create awareness out there, that's the main thing I'm going to try to do. And, again, it's a privilege to be here and a privilege to be involved with the American Heart Association. Thank you. (Applause.) On behalf of the hearts Heart Association, I would like to sincerely thank Councilman Kenney and the Philadelphia City Council for recognizing Mr. Bowa's partnership with the American Heart Association. Thank you, Madam President. Madam President, I just told the coach that I'm going to have to get him a seat down here. It seems like they're down here every year after winning the championship, so we need to make a permanent space for our great team. I'd like to read the resolution congratulating the Community College of the Philadelphia Men's Basketball Team. Whereas, in a bid to regain the Pennsylvania State College Championship 2001, Community College of Philadelphia, the Colonials, faced its old nemesis, Community College of Beaver County, the Titans, once again on February 24, 2002; and Whereas, the Titans had denied the Colonials the title in three consecutive years in late '90s and the Philadelphia Colonials were determined not to let this one slip away. With Jazz Black and fellow forwards Mat Cardera, 19 points, Eric Houston providing much of the offense, 4/1//02 STATED - VISITOR RECOGNITION, PRESENTATIONS Philadelphia matched the Titans up-and-down style. The trio combined for 27 points with guards Isaiah Thomas -- that's not fair that's not fair. (Laughter.)
And Jamar Butz, doing a good job of getting the ball; and Whereas, Philadelphia had a 41-40 edge at intermission, after forward Jazz Black made a free throw with 18 seconds remaining; and Whereas, reserved guard Bob Black scored 11 points in the first eight minutes of the second half, and the game stood tied at 61 points. Guard Terrence Brown came off the bench and scored two consecutive baskets, and Black dropped in to put the Colonials ahead 71-65. Beaver County tied the score at 77, with less than four minutes less to play. You could feel the tension all around as the Colonials went into high gear to finish the game with a 90-77 win that prompted fans to storm the home court in celebration of this magnificently focused junior college championship game honor. Now, therefore, resolved by the Council of the City of Philadelphia that we honor and congratulate the Community College of 4/1//02 STATED - VISITOR RECOGNITION, PRESENTATIONS Philadelphia's Men's Basketball Team in claiming, without any dispute, the Pennsylvania State Junior College Championship. They won the title old-fashioned way: They worked hard for it and they played with a concerted team effort that likened it to a Super Bowl for every member of the team. Further resolved that engrossed copies of this resolution be presented to the State Junior College Champions Community College of Philadelphia Men's Basketball Team and to Coach Dondi DeShields, who was named "Coach of the Year" by the Pennsylvania Collegiate Athletic Association. We present this document as evidence of the high commendation and wholehearted congratulations of this legislative body. Signed and sponsored by all members of City Council. (Applause.)

You know, our slogan this year was "team together," and we all came together as one big family not only to represent the Community College of Philadelphia, but to represent Philadelphia, because we are one of the nation's basketball capitals of the world. But these guys, these nine young men here not only worked extremely hard on the court, but they worked extremely hard in the classroom, and we're going to win championship there 'cause five of these guys will be getting scholarships next year at four-year schools. The City Council of the City of Philadelphia citation recognizing April 2002 as "National Community College Month." The Council of the City of Philadelphia is pleased to recognize April 2000 as "National Community College Month," marking the 101st anniversary of the creation of America's community colleges.
Community College of Philadelphia, now entering its 37th year of service to our city, is an open-admission, associatedegree-granting institution that provides studies in liberal arts, sciences, career technologies, and basic academic skills. It provides a coherent foundation for college transfer, employment, and lifelong learning.
The Council notes that Community College of Philadelphia has evolved as a caring environment, intellectually challenging and culturally sound. I'm joined by our Board Chair Rhonda Cohen. As you have seen today, it is not only 4/1//02 STATED - VISITOR RECOGNITION, PRESENTATIONS on the basketball court that we excel, but it is in the classroom, it is in the community. We're proud that we can continue to contribute in any way that we can. We are, of course, rooted in the community. If you've been by Spring Garden site, you may have noticed at 18th and Callowhill, there's a lot of structure going up for new center for business and industry. This is a year in which we were pleased to announce an opportunity for those that have been laid off from full-time employment to attend the college free, with free tuition for one semester. We'll continue that all yearlong, and we continue to look for ways that we can make a difference in the lives of our community and, therefore, in the life of the City. Again, we are thankful for your citation today, and we will continue to do our best for the City of Philadelphia.
