My name is Vilma Diaz, and I am not Juan Ramos, but I'll be reading his statement. My title is Assistant Managing Director. Bill 319 would revise the prevailing wage ordinance by increasing the median income recruitments use in the recruitment of qualifying residents for union apprenticeship programs for all unions performing City work. Currently, any union involved in performing City work, as defined in Section 17-107(1)(b) of the Philadelphia Code, is required to recruit for their apprenticeship programs the maximum number of residents from qualifying census tracts in which the median 5 6/12/00 LABOR & CIVIL SERVICE, BILL 000319 income is no greater than 30 percent of the median income for Philadelphia standard metropolitan's statistical area. Bill 319 would increase that standard from 30 percent to 60 percent. This increase will create more employment opportunities for disadvantaged residents of Philadelphia. My department supports this measure and supports the passage of this bill.
