Good morning. I note that the hour has come and that a quorum of this Council is present. The Council will come to order. Members will take their seats and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Rabbi Goldman. He is here today as the guest of Councilman DiCicco. Members and guests will please rise.
Good morning. Almighty God, master of the universe, members of this august body, the City Council, convene here to fulfill one of the seven commandments which you first issued to the Adam at the time of his creation 5,762 years ago and then reissued to Noah and his sons after the great flood, the commandment to govern by just laws. At the dawn of civilization, as related in the holy biblical book of Genesis and its sacred commentaries, you issued the following seven laws which came to be known as the seven Noahide (ph) laws: To worship you alone and not to serve idles. Never to blaspheme your holy name. Not to murder. Not to commit adultery, incest, sodomy, or any aberration. Not to steal, lie, or cheat. Not to be creature. And that every society governed by just laws which are based in the recognition and acknowledgment of you, oh God, as the sovereign ruler of all men and nations. We, the citizens of this blessed City, Philadelphia, the City of Brotherly Love, proudly proclaim this recognition and our commitment to justice in our nation's the Pledge of allegiance, one nation under God with liberty and justice for all. Those assembled here to enact laws that govern this blessed city are by devine providence elevated in our society to preserve and safeguard democracy and freedom in our daily lives, thereby enhancing our devine service to the ultimate lawmaker and law enforcer, the creator of the universe. Grant us, almighty God, that they be cognizant of your presence and conduct their deliberations accordingly. Bless the esteemed members of this Council with good health, wisdom, compassion, good cheer, good fellowship, and added security in these challenging times. May they constantly realize that in laboring for the just laws, they are doing your will. May God bless America. And let us say Amen.

Thank you, Madam President. A resolution honoring the late Dox Thrash, a US veteran, renowned artist, and long-time resident of the City Philadelphia in recognition of his many contributions to the advancement of African-Americans in the dawn of the Civil Rights Era. Whereas, Mr. Dox Thrash was born in Griffin, Georgia, to Gus and Ophelia Thrash in 1893. Though he quit school after only completing the fourth grade, he nurtured his love and drawing He later cultivated his art skills in 1914 through enrolling in evening classes in the Art Institute of Chicago while working part-time as an elevator operator; and
Whereas, he enlisted in the US Army in 1917 at the start of World War I and served for 14 months as a private in the 365th Infantry Regimen, 183rd Brigade, 92nd Division, an all-black unit later proudly known as the Buffalo Soldiers; and Whereas, the artist settled in Philadelphia in 1926 and in 1933 t the Katherine Street Branch of the YMCA held his first exhibit. He later expanded his network through being an active member of the Pyramid Club, a black social and cultural center founded in 1940 at 1517 West Girard Avenue. In 1937 at the height of the depression, he joined Philadelphia's Fine Print Workshop, a division of government-sponsored federal arts project, the massive work relief program design to put thousands of unemployed artist to work; and
Whereas, as the federal arts program came to an end in 1941, Mr. a thriving Civil Defense. He was turned away from applying for a signet painter in the airplane department of the Philadelphia Navy Yard when he was informed that a job was not available for members of his race. He later found employment with the Sun Ship Company in Chester, PA, and the Philadelphia Housing Authority as a house painter; and
Whereas, although he has remained a familiar figure Philadelphia art circles since his death in 1965, the Philadelphia Museum of Art exhibit, "Dox Thrash: An African American Printmaker Rediscovered," is the first occasion that the career of this remarkable artist has been the subject of an in-depth study and that can accomplishments as a printmaker have been fully examined. Now, therefore
Resolved by the Council of the City of Philadelphia that we hereby honor the late Dox Thrash, a US veteran, renowned artist, and long-time resident of the City of Philadelphia in recognition of his many contributions to the advancement of the Civil Rights Era and the Philadelphia Museum of Art for ensuring that his history is never forgotten. Certification this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 14th day of February, 2002. Signed by the Council President, Anna C. Thank you. I'm Cheryl McClenney-Brooker, the Director of External Affairs at the Philadelphia Museum of Art. Good morning. President Verna and to Councilwoman Blackwell and all Councilmembers, good morning and thank you for sponsoring this resolution honoring a true creative artist and a citizen of Philadelphia. We proudly claim him as a master printmaker and a Philadelphia son. We want to thank many people for this exhibition. Among them, our sponsor Exelon, which of PECO Energy. In fact, a few months ago, you may have seen on your crown lights some lights announcing the exhibit of the Dox Thrash show. We also want to thank the Philadelphia Tribune. And at your desks is this supplement, which was generously done by the Philadelphia Tribune. It is a way of describing to you the exhibition and talking about Dox Thrash's times. It is also a very good way to document for to you something that was very important that had not been documented before. This exhibit has a very important title, it's an "African-American Master Printmaker Rediscovered." And so it's my honor to introduce you to John Ittman who is the curator of printmaking at the museum and also the organizer of the Dox Thrash exhibition. He is the one who did the work that brought us the Dox Thrash show. So thank you, John. And thank you again to City Council.
Good morning. I, too, want to thank the Council President Councilwoman Verna and all the City Councilmembers for this great honor and to acknowledge this resolution on behalf of the person of Colonel Eugene Cheatham, Jr., who retired from a distinguished career in the Air Force a number of years ago, a career that he began around 1940 as a Tuskegee Airman. Shortly before embarking on that career, Colonel Cheatham, who now lives near San Diego, came and lived in Philadelphia for almost two years and became even closer to his uncle. I should mention, too, that the supplement has a short excerpt of an interview with Colonel Cheatham in it that contains memories of this time. It's also wonderful to note that Cecil B. Moore Avenue is where thrash lived for 30 years of his life. He had art studios on Cecil B. Moore Avenue and around the corner on Ridge Avenue near 24th Street and owned a house there as well. There is now a mural celebrating his career at the corner of 25th and Cecil B. Moore. And as you drive by, you'll notice in the center of it this photograph of Dox Thrash himself that was taken in the fine print workshop of the WPA where he began to make such a lasting mark as a printmaker. It's wonderful to acknowledge the accomplishments of his career with this exhibition legacy for new generations. Thank you so much. (Applause.)

Thank you, Madam President. This morning we have the distinct honor and privilege celebrating the legacy of the woman who has earned the mantle as the Emily Post of Philadelphia. I refer to none other than Ms. Vikki Leach. Vikki is by far Philadelphia's authority on etiquette. A former talk show host on WHAT radio and special events coordinator, Vikki Leach has been advising our citizens on the dos and don't of etiquette in everyday life at home, on the job, and for special events for many years. Vikki, we're real pleased today to have you with us, and we read this resolution honoring you. The Council of the City of Philadelphia is pleased to join in tribute to Ms. Vikki Leach on the 10th anniversary of her Bridal Extravaganza. Whereas, Ms. Leach held the first Bridal Extravaganza in this City in February 1992, and since that time the event has grown in size, programmatic offerings, vendors, participation, and enthusiasm; and Whereas, the initial impulse of the Bridal Extravaganza brides and grooms of color culture and taste who rarely saw themselves on the runway. It also offered visibility to under-exposed professionals who might otherwise not have the opportunity to display their wedding-related skills and services. It should also be noted that in 1993 Elite Unlimited Modeling and Training Facility which manners, style, grace, responsibility and dedication was chosen to train the models for the runway; and Whereas, today the audience for this extravaganza has grown to nearly 1,000 guests, many of whom make final bridal arrangements right at the event; and Whereas, we recognize that although Ms. Leach lives her occupation as professional wedding coordinator and events planner, that hardly begins to define her many skills of her important role in the community. For all of this, we thank her on her 10th anniversary of fulfillment and success. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor and commend Ms. Vikki Leach on the occasion of her Bridal Extravaganza 10th anniversary. Further resolved that an engrossed copy of this resolution be presented to Ms. Leach s evidence of the sincere admiration, high esteem and hardy congratulations of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 14th day, Valentine's Day, of February 2002. Thank you. The Honorable President Verna, the Honorable Marian Tasco, to all of the Members of the Council of the City of Philadelphia who handle the affairs here, thank you for so graciously receiving me. I am pleased to be here. Transplanted from the city of my birth, Fayetteville, North Carolina, I came here to go to degree. After doing that, you were so warm and wonderful, I decided to stay here a little bit longer, and then a little bit longer, and then a little bit longer, and I'm still here. And I'm pleased to be here and I am excited to receive this resolution. When I decided 11 years ago to give up my job as a technical writer to do wedding planning, I wanted it to be something that had not been seen. You see, I was tired of being invited to weddings where I sat in a church for a long time waiting for something to happen and it did not. I knew that we could do better than that. I knew that it was the responsibility of every bride and groom who planned in advance to not have the day of their event look like Murphy's Law was something that was tantamount to nothing and nothing had been planned. And so I decided that I needed to form an alliance of professional men and women who would provide the level of service that each bride and groom deserves. And along the way, in addition to family members and those professionals, I have a group of people here today that I'd like you to meet. Seated in the audience, and I'm not why stand, but is Brother Robert Gray and Mrs. Sylvia Gray who are members of the African American Freedom and Reconstruction League, community people whom I share some of the very same interests as them. So welcome to them. Behind me I have my biological sister Mrs. Ruth Reilly. I have my niece, Mary Ellen Leach, a member of the Philadelphia Police Department. Also, I see businesses represented here. Right in front of me is Mr. Harold Yates, an esteemed videographer in the City of Philadelphia. I see Raymond Holman, commercial and wedding photographer in the City of Philadelphia. Many of you know him. I see reflections photography, Mr. Brandon Hall. His partner Paul DeWalt is absence today. I see standing here is Ms. Janice Trueheart who is the co-publisher of For You Magazine, a publication that gives us the opportunity to show brides and grooms of color where many, many years we've seen pictures that did not emulate anything that we looked like. This publication, I would have you to know that the first year that we did the Bridal Extravaganza, Mr. bruise Parson who is the publisher was my DJ and they have elevated to the you receive this publication, all of the Councilmembers, we have one for you. I see also Mr. Merv Caruth who is well versed -- many of you knew him from automobile sales. Now he's in financial services. I see my church members Deacon and Deaconess William and Lula Dillard. Here beside me is my dear friend and a wonderful, wonderful businesswoman recognized by the State of Pennsylvania as one of 50 best women in business Jule Mann-Lasiter (ph). I see here Florine Vaughn. Florine Vaughn's Beauty Salon Make-up Hair Styles, the business. I see Bernard Hopewell, videographer. I see Bob Jackson, photographer. I see Peter House who is a DJ. I see Juanita Johnson, Star Productions Balloons and More. I see Mr. Marvin Diamond, Marvin Diamond Production. I see George Mercer who represents Bishop Realty. I see Skip and I see Gene from Black Tie Formals. Now, I'm looking at them and I'm wanting to make a point about them. The very first year that I decided to this, you know the difficulty of trying to get people to support what you're doing regardless of what they look like. " And that's the kind diversity that is evolved over the years.
And I thought it fitting at this 10th anniversary as we move forward to this coming Sunday when we will honor ourselves with our 10th celebration, we wanted Council and the people of the City of Philadelphia to know that weddings are not just something fuzzy. It's an opportunity for brides and grooms to get to know each other. It's wonderful insightful time to be certain that that day, nothing is missed. You won't see things that should not have happened that day. And to all of you Members of Council, you'll see just a small token of my thanks for being here, a tiny box of Godiva chocolate is on your station. If it's not, let me know so that I can make certain. And we also would like to have one of the For You magazines so that you see that we're continually asking to broaden this market. The Committee of the Whole to which was referred Bill No. 020036 entitled an ordinance amending Bill No. 010694 entitled an ordinance authorizing the approval of the execution and delivery of a service agreement between the City of Philadelphia and the Redevelopment Authority relating to comprehensive neighborhood transformation program for revitalization, renewal, redevelopment, and transformation of blighted areas within the City of Philadelphia, respectfully reports it has considered and amended the same and returns the attached bill to Council with a favorable recommendation.

Bill No. 020036, an ordinance amending Bill No. 010694 entitled an ordinance authorizing the approval of the execution and delivery of a service agreement between the City of Philadelphia and the Redevelopment Authority relating to comprehensive neighborhood transformation program for revitalization, renewal, redevelopment, and transformation of blighted areas of Philadelphia.
