Chairman, have you been authorized to speak today on behalf of both the conservatorship entity, as well as the Equitable Owner LLC that is reflected under the agreement of sale?
I have.
And have you heard all of my testimony here before the board?
I have.
Do you adopt that testimony as if it were your own?
Anything you would like to add?
no i think that you covered um pretty much most of it all of it thank you we're happy to answer
any questions questions from the board can you go back to the uh board plans sure
I just want to see how they're...
we want to see how
Any floor in particular I can zoom in for.
So all of the units have access to the rear yard?
They do.
They do.
Yeah, you can see there is a common hallway.
And the unit mix, they're all one bedrooms?
Is that what I'm saying?
That is correct.
and the uh height of the depth of the basement slab below grade is what it is roughly three feet
yeah roughly three feet so just just for a point of comment when i'm talking to the other folks that
bring in basement level units this is the type of basement level condition that is preferred where
you've got a full window above grade and you get a decent light into the unit as you would if it
was fully above grade um so so i like the fact that you you've come up with a plan that that
gives a livable light and air for a basement for basement living so thank you we've been doing it
for a while right can you go back to the point and i just wanted sorry sure i i wanted to show
that window yeah and so there's no roof access only for mechanical correct that's correct yes
thank you good questions from the board
yeah my question is how did you guys address the uh rco's concern about having um
multiple bedroom units for family use? I know that was a concern that they had. How are you
willing to address that? Yes. So it's always a difficult conversation to have. We have many
other units on the same block, at least. So this RCO hearing was, I believe, Meredith, a year,
year and a half ago? It was. It was a long time ago. So between that RCO meeting and now,
We've added, I would say, close to 50 units within a block of that that have at least three, actually close to 100 units that have at least two to three bedrooms in them.
And that was the real concern because we had more space there than we did here.
Here, we didn't want to reinvent the wheel. We knew this was a highly sought after type of layout.
this was a building that was blighted for for decades um and it was really the only one left
on this block um so given the nature of the way we had to go about acquiring this building we had
to sue i mean this is like i think a three-year four-year process now um it it didn't really
allow for too much deviation but we did give the community those additional units um within
you know a block of here that that that made it you know that made them happier

Number three, MI 2024, 005-321-39 North 50th Street. Darlene Treat is the attorney. We don't have an RCO letter as of yet. Meeting was held November 20th, 2024, before the 44th Ward Democratic Ward RCO.
Darlene Treat has been promoted.
Good evening, counsel.
Good afternoon, Commissioners. Darlene Thede on behalf of the Applicant Alliance Global International Incorporated. Darlene, D-A-R-S-E.
Applicant, Alliance Global International Incorporated, Darlene, D-A-R-L-E-N-E, Threat, T as in Thomas, H-R-E-A-T-T.
My client on the line today representing Alliance Global International is Rafiq Bullion.
Where or firm to tell the truth, the whole truth, nothing but the truth.
Yes, I do, Commissioner.
Vice Chair has just a few questions.
Good evening, Counselor.
So do you agree to either read another refusal or stipulate to its accuracy?
Have you emailed in all the required documents and exhibits as needed to proceed with this case five days in advance of this hearing?
Yes, but today I did supplement with a receipt for the proof of payment of taxes and some petitions.
Okay, understood.
Please proceed and share your screen.
Thank you.
Good afternoon, Commissioners. Can you see my screen?
Yes. Great.
Commissioners, I'm representing 39 North 50th Street.
We filed an application to the Zoning Board of Adjustment to renovate this property and make it into a three family dwelling.
Currently, this property is zoned as a RTA 1, which allows for a two-family dwelling.
We would like to renovate this property, which is in need of 100% renovation, and we would
like to make it into a three-family dwelling, which is prohibited in this zoning district.
I'm just showing you the refusal.
Commissioners, I did submit a whole package of information.
I'm not going to go through everything, but the package includes the refusal, the appeal,
property information form, tax information, a deed, plans, pictures, a community letter, proof of mailing.
And again, today I uploaded a receipt for the payment of taxes, as well as some petitions that were very, very recently circulated by my client.
I'm going to proceed with my exhibits at this time.
Here we have the refusal.
Again, we've got refused.
Anything above three is not allowed in this community.
Here is our application for appeal.
We have the property information form.
We have just the property information in general.
This was the outstanding tax balance.
I do have a receipt at the end of my presentation to show the taxes have been paid.
We have a deed.
And here we have some plans, and I'm going to go through the plans with you at this point in time.
So first, I'm going to just start with the site plan and the elevation.
Here we go.
So first, I'll start with the elevation here. This is the elevation of the building.
As you can see, it's a pretty huge property.
The length of the building is 115 feet.
The width of the building is 23 square feet of cross.
There's a front porch.
We have a front bay here.
Our application is asking if we could put on a one-room addition on the back of this property
and also a deck here for the use of the third-floor apartment.
the back the first floor apartment actually also has a back porch type deck and there's also a nice
rear yard there. Now here I'm just going to slide over a little more so you can see the
back porch here and you can see the deck with the sliding doors that we are proposing to put on to
the third floor at the back of the edition.
So now I'm going to come to the layout.
So now I'm going to come to the layout of the apartments, and I'm going to start with the, excuse me, the first floor apartment.
So as you can see, you would enter the apartment.
So we can see the whole plan, the whole floor plan, because I can't see it.
Just one second. One second.
The whole floor plan.
is that better
can only i think you might want to enlarge a little bit it's hard to see
enlarge it but we only see like the living in bedroom and bedroom you know okay i'm going to
enlarge it and then i'll go through each apartment so you can see each of them very very clearly
Okay, so I'm going to start with the first floor, and I'm going to move it down a little bit so you can see the whole thing.
So this is the first floor you would enter through this area.
We have a little porch, and this is the stairwell that will take you into the apartment.
you can come down the hole here and you can get into the apartment this way so we have a living
room here excuse me we have a bedroom here and we have a living room in the back there
we have a nice kitchen area here and we have a bathroom I mean a bedroom back here and we have
a full bathroom here we can traverse well let me just back up a little bit here as you can see
there's also a patio porch you can get out the back and you can enter into the backyard from the
first floor unit I'm now going to go through the second floor so you walk up these stairs
from the first floor and you can enter into the second floor unit in the beginning of that unit
We have a bedroom here.
We have a second bedroom in the middle.
We have a kitchen area.
And we have a third bedroom in the back.
You would traverse up these stairs to reach the third floor.
The third floor is a two-bedroom apartment that we're asking to put an addition on the back.
As you can see, you have the bedroom in the front.
You have the living room at the middle space.
And you have a full bathroom there.
You have another bedroom.
And then you have an open area and a deck, which is approximately 60 feet.
I did want to go through the site plan a little bit for you,
so I could really show you the layout of the whole property.
There's a huge sidewalk here.
There's a little bit of a front yard here.
There are the stairs to enter the building here.
And as you can see, the length of the property is pretty long.
This is where we are proposing to put the addition on the third floor with the little roof deck porch area.
And I also like the commissioners to see that we have a pretty large rear yard here, which is actually a 22 by 23.
Commissioners, I'd also like you to note that there is a concrete walkway, breezeway, down the whole side of this building here.
All the tenants can go down the side path here.
They can enter the yard here, and there'll be a common storage for trash if needed out here.
we will have a lighting in the front lighting all along the side and motion lighting in the
back area
i'm going to flip down now to the photographs i'm just going to enlarge it a little bit
maybe a little bit more
this is a picture this is the front of the house it is an old style twin
this is a little better picture
This is a little better picture of the front of the house, and in this particular picture, you are able to see the breezeway between the houses.
You all can see the length of the houses, and you can see how each of the tenants can access the rear of the property, either to use the yard or either to store trash if needed.
This is another picture of the breezeway.
And this is a picture of part of the backyard.
I think I have a little better picture.
That's a better picture.
It's a decent, good-sized backyard back there.
The neighbors on the other street have a yard also, which is about the same size.
And here's a long shot of the front of the street just to show you how the properties look.
They are two stories with a little third story.
I took a long shot of the side of the property on Arch Street, just so you could see how huge these buildings are.
It's actually about 2,500 square feet.
And I failed to mention that our apartments are not substandard.
The first floor apartment is approximately 1,200 square feet.
The second floor apartment is about 1120, and the third floor apartment is about 850 square feet.
These are nicely appointed and nice size apartments.
This is just another picture of the front of the property on the other side of the street.
I took this picture to show you that currently parking is not a super problem in this area.
Although parking is problematic in Philadelphia altogether, this area didn't seem to be overly saturated with cars.
Now that's just another picture to show you how the Black looks.
This is a picture of the intersection of the corner, which is Arch and 50th Street.
Again, I just really took that picture to show you how large these properties really are.
We did take some pictures of the inside of the property to show you that we really haven't done much work here.
The property has been gutted and we're waiting for approvals in order to begin work.
You can see that the property is old, and it hasn't been occupied in a long time, and it does need a complete renovation.
I tried to get the letter. I wasn't able to.
There were a number of individuals who showed up at the community meeting, and they did have some concerns.
The community meeting was held by the 44th Democratic Board.
It was held on November 20th, 2024.
There was pretty good attendance.
I would say it was 10 plus or more.
There goes my proof of mailing.
I did notice 113 residences.
Here's a picture of my posting.
And we did circulate some petitions.
My clients upload them today.
I apologize.
