Good morning. Let us pray. Father God, we bless thy name for blessing us, Lord. We thank you, for this is another day that you have made. Thank you, Father, because you have brought us this day, and by just us being here, Lord, it means that you have a purpose for our life. You have work, God, that you want us to do. You have missions, oh, God, that you have destined for our life. Thank you, God, for this great challenge that we have, as believers first and then servants of you. Father, we thank you for this City, Lord. We thank you, God, because of those who you have put in charge, Lord, in positions to tend to the needs of those, Lord, who are down, those who are trodden, to tend to those things, oh, God, that you have put in their hands. Father, give them wisdom, give them understanding, give them a compassionate heart as they deal with the problems and the situations that confront this City, Lord; that you would guide their steps, guide their thoughts, guide their decisions that those things that will be done will be done according to your will. Father, now we realize that we're helpless without you and so, God, we put ourselves in your hands as we these sessions today that you would just guide and have your way, instruct us, lead us and guide us. And if you do these things, Father, we'll be so careful to give thy name to praise and all the glory shall be thine, for we ask it in Jesus' name. Amen.

Thank you, Madam President. As Prep Charter is in your district, I'm honored today on your behalf to present this resolution recognizing and celebrating the Preparatory Charter School of Mathematics, Science, Technology and Careers, and its Boys Basketball Team on winning the Pennsylvania Interscholastic Athletic Association's State Championship. Whereas, the Prep Charter School of Mathematics, Science, Technology and Careers was established in 1998 by its founder and CEO, John -- I know John. I should know his name better -- and is presently located at 1928 Point Breeze Avenue, Philadelphia, Pennsylvania; and Whereas, the Preparatory Charter School of Mathematics, Science, Technology and Careers' mission is to provide a nurturing and challenging atmosphere in which students in Grades 9 through 12 will acquire the knowledge and experience they need to prepare them for college, and for productive and fulfilling lives in their communities. The PCS also strives to simultaneously help its students achieve high academic standards and develop essential career skills, while also giving them extensive experiences in service to their community; and Whereas, the Prep Charter School of Mathematics, Science, Technology and Careers entered into the City of Philadelphia Public League sports competition in the 2000-2001 season, programs for both boys and girls. In the year 2004, the City of Philadelphia joined the Pennsylvania Interscholastic Athletic Association as District XII; and Whereas, on March 25, 2006, at Giant Center in Hershey, Pennsylvania, the Prep Charter School of Mathematics, Science, Technology and Careers, in only its second year of state competition, became the first school representing the City of Philadelphia and District XII to win a state championship, specifically the PIAA Boys Basketball Class AA Championship. This makes them the first and only Philadelphia public or charter school to receive this distinct honor. Now, therefore resolved, by the Council of the City of Philadelphia, that we hereby recognize and celebrate the wonderful accomplishments of this school and its Boys Basketball Team, whose members consist of Cullen Askew, Doug Davis, Parrish Grant, Rodney Green, Paris Griffin, Tyree "Chuckie" Harris, Qu'Ran Hughes, Josh "Scrap" Martin, Marcus Morris, Markieff Morris, Kevin Radford, Ernest Wilkerson, Head Coach Dan Brinkley, Assistant Coaches Rahim Washington and Edwin "Skip" Robinson, and Athletic Director Chuck Pearsall. Further resolved, that an engrossed copy of this resolution be presented to the school and team as evidence of the sincere congratulations and warm wishes of this legislative body. We are proud of your accomplishments both on and off the court. (Applause.)

President Verna, Councilman Kenney and members of City Council, it is indeed a distinct honor to receive this prestigious recognition today on behalf of the Preparatory Charter School, and I'd like for its steadfast devotion to public education and school choice in the City of Philadelphia, making the City of Philadelphia a leader in the State of Pennsylvania in charter school and school choice. Also, I pledge our continued dedication and commitment to the pursuit of academic and athletic excellence in the years to come. I thank you. (Applause.)

The Chair now recognizes Councilwoman Tasco, who will present a resolution honoring the Urban Youth Racing School. Will Mr. Anthony Martin and those accompanying him please join the Councilwoman at the podium. Councilwoman Tasco is being joined by Councilman Rizzo.
Thank you, Madam President. This is an honor to present this resolution to a unique and probably unsung program that's happening in Philadelphia. You'll be surprised at the kind of activity that's going on there. And so Councilman Rizzo and I are very pleased to present this resolution honoring the Urban Youth Racing School. Whereas, founded and based in Philadelphia since 1998 by Executive Director Anthony Martin, the Urban Youth Racing School is dedicated to providing inner-city children ages 8 to 18 an opportunity to enhance their education and life skills by using motor sports as a magnet towards education and student achievement; and Whereas, selected from a pool of applicants, approximately 140 Urban Youth Racing School students attend for free ten-week and year-round programs consisting of classroom and track sessions, which provide exposure to science, math, chemistry, technology, mechanics and business and instill positive self-esteem, focus, passion, drive, determination, team collaboration and leadership skills; and Whereas, through its various partners, including General Motors Racing, GMAC Craftsman Motorsports, XBOX, NASCAR, Universal Technical Institute, MBNA, Joe Gibbs Racing, Sunoco, Team Rensi Motorsports, Audiobahn Art Asylum and the Philadelphia School District, UYRS, which has been called the Underground Railroad of motor sports, exposes students to the wide variety of jobs, careers and small business opportunities in the world of motor sports, which many students would not have been aware of or thought possible; and
Whereas, various athletes, including, but not limited to, Jeff Gordon and Donovan McNabb, have supported and visited the UYRS students to encourage them to stay in UYRS and school and to pursue their goals and dreams; and Whereas, in May of last year, UYRS held its first Annual Urban Youth Racing School Grand Prix in Philadelphia where 20 UYRS participants competed in a race on the Parkway for the chance of advancing to the East Coast finals of the Red Bull's national "Driver's Search" and students were racing miniature versions of Formula One cars that reached up to 90 miles per hour. Now, therefore
Resolved by the Council of the City of Philadelphia, that we hereby honor the Urban Youth Racing School for its unique program and for providing Philadelphia's youth with an opportunity to achieve in the classroom and life through motor sports. Further resolved, that an resolution be presented to representatives of the Urban Youth Racing School as evidence of the sincere sentiments of this body. I'd like to say that we discovered this school by getting an invitation to attend one of their banquets. I couldn't go, but my Chief of Staff, Deborah Johnson, went and took her son. He was enrolled in the program and found it to be most rewarding, and we want to thank you for reaching out to these young people. I want to let you know that this resolution was introduced by Tasco and Rizzo and supported by all members of City Council. Again, thank you. (Applause.)
I'd like to thank City Councilwoman Tasco and Rizzo, Mr. Rizzo also, and the City Council at large and the City of Philadelphia. 1998 with the gist of introducing urban youth to the sport of racing as a possible career opportunity. The motor sports world is a multi-billion dollar industry, and urban kids didn't know that there were different jobs. You don't just have to be a race car driver, but there's mechanics, engineers, tire changers making $100,000 a year, travel all over the country. The kids didn't know these jobs actually existed. Since 1998, we've had close to a thousand kids go through our program. NASCAR actually has eyes on a couple of our kids. We'll probably have the first inner-city kids in the United States actually racing NASCAR. So we're very proud of that. The thing that we're most proud of more than anything is our educational record. We just partnered up with the Philadelphia School District. We have a 100 percent high school graduation rate. of kids that are actually going to school to be engineers and mechanics and things like that. Some of our kids also are going to be working for NASCAR teams starting this year. We're doing internships in everything. So we're very proud of that. And I want to thank the City of Philadelphia. Also, we've been contacted by other cities across the United States to start a program like ours. Our program is the only one of its kind in the United States. We're very proud of that, and we're very proud to be from the City of Philadelphia. Thank you very much. (Applause.)

Thank you very much. I want to thank my colleagues for the support you've given us. Certainly back in June; in fact, on June 16, 2005, a resolution was adopted calling on the U.S. government to condemn the genocide there. We talked about the Darfur region. More people have been killed there than would represent two district Council districts. More people have been displaced there than total the number of residents in our City. So there are major problems certainly in the Sudan, and thank God that in America we recognize our rights, appreciate them and have a responsibility to speak out when issues happen. On this weekend, there will be demonstrations in Washington, DC dealing with this. Harvard has already divested over $12 million. It's been a student revolt, as well as others who are interested in this issue. And certainly our Controller has taken the stand to deal with divestment as well, and our records indicate that in Philadelphia, we have some $66 million that we can divest, for which we introduce this resolution today asking again for your support. We realize on June 5, 2005 and in March, March 9, 2006, Council supported a resolution asking President Bush to send a strong multi-national force in the Darfur region. Now today we've certainly reached this point in our country where all over major cities and in universities people are speaking out. We're trying to divest, and we certainly ask the Council to support us in this important human rights issue. Thank you, Madam President.

And I think for the moment I'm going to leave it at that.
