The Chair notes that the hour has come and that a quorum is present. Council will come to order, members will take their seats, visitors will retire to the seats outside the rail. To give our invocation this morning, the Chair welcomes Reverend Sergio Martinez who is the pastor of Mt. Sinai Assembly of God Church. He is here today as the guest of Councilman Ortiz. Members and guests will please rise.

Good morning, Mr. Chair, and good morning, Members of Council. I will pray in Spanish, which is the heaven's language, and listen to this part right now. (Invocation recited in Spanish.)

The Chair thanks Reverend Martinez for his inspiring invocation.

The next order of business is the approval of the journal of the meeting of Tuesday, January 27, 1998. The Chair recognizes Councilwoman Verna.

Thanks, Mr. President. I move that the journal of Tuesday, January 27th stand approved. (Duly seconded.)

All in favor, let it be known by saying aye. All those opposed, say nay. The ayes have it. The journal is approved.

Today we'll only have an abbreviated session of City Council in memory of Ruth Hayre, whose funeral is scheduled today for 11 o'clock. Ruth Hayre will be remembered as a most distinguished Philadelphian who worked many, many years with the Board of Education and for the School District of Philadelphia. She was a board member and chairman of Algor and made wonderful contributions to this City. And in her memory, we are going to suspend most of the business of this Council today so that we have an opportunity to attend her funeral. Because of the fact that payrolls of the courts have hung in the balance, we held a meeting on the appropriations bill which will, when approved by this Council next week, make it possible for the courts to make payroll. On that basis, it is my recommendation that the only item of business that we transact today is the report of Council's Appropriations Committee and recommend that we give that report the first reading. Is there any member of Council that has any objection to that or has any question to what it is we propose? (No objections raised by Council members).

If not, the Chair recommends that Councilwoman Verna make such a motion.

Mr. President, the Committee on Appropriations reports Bill No. 98007 out of committee, with a favorable recommendation.

To the President and Members of the Council of the City of Philadelphia, the Committee on Appropriations, to which was referred Bill No. 98007, entitled "Authorizing Transfers in appropriations for Fiscal Year 1998 within the General Fund from the Director of Finance - Contribution to School District/Tax Cuts, the Department of Revenue Sinking Fund Commission and the City Representative and the Director of Commerce Economic Stimulus to the First Judicial District of Pennsylvania," respectfully request that the bill be reported out of Council with a favorable recommendation. Bill No. No. 98007, an ordinance authorizing transfers in appropriations for Fiscal Year 1998 within the General Fund from the Director of Finance - Contribution to School District/Tax cuts, the Department of Revenue Sinking Fund Commission and the City Representative and the Director of Commerce Economic Stimulus to the First Judicial District of Pennsylvania.
