Will Mr. Moore and those accompanying him please join the Councilwoman at the podium. accompanied by Councilmembers Miller, Ramos and Councilman Nutter. The Chair recognizes Councilwoman Tasco.
Thank you, Madam President. We are pleased to present this resolution to our friend, Acel Moore, but we're sad that he has left the Daily News, but for the most part, he's -Inquirer. I'm sorry. They should be so honored. But we are here this morning to salute him on the fine work he has done in the field of journalism. Resolution honoring Acel Moore. Whereas, the Council of the City of Philadelphia is pleased and proud to honor Mr. Acel Moore for more than 43 years of civic and community service to the City of Philadelphia through his ground-breaking work at the Philadelphia Inquirer in various capacities, including writer, associate editor, recruiter and member; and Whereas, Mr. Moore joined the Inquirer in 1962 and quickly worked his way from copy boy to a position as staff writer. In another quality, swift and impressive professional accomplishment, Mr. Moore just a few years after becoming a staff writer earned a Pulitzer Prize in 1977 for his series of stories profiling the abuse of inmates at the Fairview State Hospital in Fairview, Pennsylvania. In the same year, the series also earned Mr. Moore the Heywood Brown, the National Headliner and the Robert F. Kennedy awards for journalism. Two years later, he was awarded a Neiman Fellowship from Harvard University; and
Whereas, the combination of his talent and passion for journalism led Mr. Moore to not only hold leadership posts in industry organizations, such as the American Society of Newspaper Editors, but to create opportunities for minorities in journalism, becoming a founding member of the Philadelphia Association of Black Journalists and National Association of Black Journalists. To date, these organizations remain the vehicles largely responsible for connecting black journalists not only to one another, but also to otherwise unrecognized opportunities at some of the country's largest and most reputable publications; and
Whereas, Mr. Moore's profound interest in creating opportunities for blacks to compete successfully in the field of print journalism moved him to, while at the Inquirer, create two training programs that not only encourage minority students to pursue careers in journalism, but help them through the beginnings of their careers. These are the Art Peters Memorial Fellowship Program, a copy editor internship program that has resulted in at least 50 minorities newspapers since 1979, and the Journalism Career Development Workshop, which has trained dozens of Philadelphia area high school students since 1984. For this work, Mr. Moore was awarded the John S. Knight Gold Medal Award for Journalism Excellence in 1999; and whereas
Whereas, in the capacity of associate editor for the Inquirer, Mr. Moore directed recruitment, training and staff development. He served on the faculty of the summer program of minority journalists at the University of California at Berkeley and as consultant to the Institute for Journalism Education. He was a visiting professor of journalism at Florida A&M University and a journalism instructor at Temple University. He lectured at several other colleges and universities and has been a consultant for journalism workshops at Northwestern University, Ducane University, the University of Kansas and Norfolk State University; and
Whereas, in his career, Mr. Moore has been the recipient of more than 100 journalism excellence and community services awards. Just this year he was honored with the Robert C. Maynard Legend Award given by the National Association of Minority Media Executives and the Legacy Award from the National Association of Black Journalists for his work on creating diversity in the newspaper industry. Much of Mr. Moore's work as a columnist has been devoted to exploring how public policy affects people, how they deal with social problems and what they do to incite change. He plans to continue this focus with us in his future columns, which he will continue to produce occasionally for the Inquirer. He also plans to serve as an advisor to the paper's editorial staff and will remain on the publication's masthead Editor Emeritus. Now, therefore be it resolved, by the Council of the City of Philadelphia, that we hereby recognize and congratulate Mr. Acel Moore for more than 43 years of civic and community service to the City of Philadelphia through his ground-breaking work at the Philadelphia Inquirer in various capacities, including writer, associate editor, recruiter and editorial member. Further resolved, that an engrossed copy of this resolution be presented to Mr. Moore as evidence of the sincere sentiments of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 1st day of December 2005 and supported by all members of City Council. We congratulate you, we thank you, and we love you. (Applause.)
Thank you very much. Needless to say, I'm deeply honored and I feel privileged to be here today, and I want to thank not only the Councilpersons who read the resolution, but all of the members of City Council. I am a native of the City of Philadelphia. I am especially proud to be honored by all of you. And my mother, my late mother, who died in 1980, would have been here, and my father, who is 93, is unable to be here, but he is still alive and is suffering from dementia at age 93. But they would be proud to be here. This City is a city that I am proud to always say that I'm a native of. And I think regionally now and I think that the City of Philadelphia is the heart and soul of this region. And I have been in just about every urban center in this country and have lived in time. Philadelphia is my favorite place to be, and I tell that to everybody. I also would like to thank my wife, Linda Wright Moore, who is a fine writer and journalist of her own right, who has supported me. About a year ago -- well, it was a year ago in November, I had a very serious operation on my spinal cord and at one point six months ago, I was in a wheelchair and was barely able to walk. I'm now able to walk. I'm still in rehab. And I no longer take anything for granted, and my wife and daughter are the reason I'm standing here today without any aid, except a cane that I thought I'd use today because I need it. I am overwhelmed by this and it has been a particular interesting month for me, but today is your day. The fourth floor is the main floor in City Hall today, and it's very special that I got this resolution on the day that the give his budget address. So thank you so much. Madam President, thank you so much, members of City Council. You all have a tough job, and I could never do what you do and I respect you for the courage you have to stand for reelection every year. Thank you.

Thank you, Madam President. I'd like to have join of our Public Safety Committee, Councilwoman Donna Miller, who co-sponsored this resolution. And taking advantage of those in the audience that we normally wouldn't have here, I'd like to ask, in addition that, Chief County Detective Louis Camaratta, who accompanied Officer Muller; along with his Captain, Theodore Sideris; and Al Taubenberger, former employee in City Council, now head of the Northeast Chamber and the German Parade; Bob Eddis, President of the FOP. Bob, could you come up. And our special guest today, Police Commissioner Sylvester Johnson, and the District Attorney Lynne Abraham. If you could come up and join us for this special occasion for Officer Muller and his heroism. This is a resolution recognizing Police Officer Rudy Muller for his courage and heroism. Whereas, on the morning of Thanksgiving day 2005, Police Officer Muller, Badge No. 1133 of the Special Investigations Administration, was waiting for coffee at the drive-through window of a doughnut shop. He was off duty, by the way, before anybody gets further with that, very off duty, when he saw fire engines pass by with sirens blaring; and Whereas, Police Officer Muller saw the fire trucks pull into the driveway of the Ephraim Goldstein Senior Citizens Residence near Bustleton Avenue and Byberry Road; and Whereas, Police Officer Muller, who was off duty, again, knew that his grandmother, 92-year-old Marie Ratha, was a resident of that complex; and whereas
Police Officer Muller drove to the scene, ran into the burning six-story building, crawled down a smoke-filled hallway and found his frightened grandmother sitting in the dark; and Whereas, Police Officer Muller up, draped her over his shoulder, ran down three flights of stairs and delivered her to safety; and Whereas, while firefighters battled the blaze and tended to the 300 frightened residents, Police Officer Muller, at the risk of his own life, returned to the burning building several times to rescue five more residents, including a man in a wheelchair; and
Whereas, Police Officer Muller's multiple acts of courage, without regard to his own safety, were in the highest traditions of the Philadelphia Police Department. Now, therefore resolved, by the Council of the City of Philadelphia, that Police Officer Rudy Muller is honored for his heroic action in saving the lives of six senior citizens during a raging fire. Further resolved, that an engrossed copy of this resolution be presented to Officer Rudy Muller as an expression of recognition, gratitude and legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 15th day of December 2005, signed by the President of City Council, Anna C. Verna, co-sponsored by all members of City Council. Congratulations, Officer. (Applause.)
The Chair recognizes Officer Muller for remarks. OFFICER MULLER: I really don't know where to begin. I would just like to thank our elected officials within the City of Philadelphia, as well as my extended family within the Philadelphia Police Department, from the Commissioners down to the street cops. I was at the right place at the right time and took action that I thought was necessary, and if I had it to do all again, I would. And, again, I thank you for this award. (Applause.)
Commissioner Johnson, would you like to be recognized to say a few words. COMMISSIONER JOHNSON: First, I'd like to thank City Council for recognizing the officer. At the time this event happened, he was over at the District Attorney's office, and I'm glad to see District Attorney Lynne Abraham here. He's now back with the Philadelphia Police Department, is going to be part of our new initiative. So, again, I just want to thank City Council for recognizing an outstanding police officer, and I hope that the news also recognizes that there's good cops out there. I think 99 percent of our police officers are out there doing the job that they're supposed to do, and when they leave home, there's no guarantee they'll be coming home. And law enforcement is the only civilian occupation in the world that you can either give a life, take a life and save a life. It's the occupation that we decide to join, the occupation I'm very, very proud of. I'm also very, very proud to be the Commissioner of the Philadelphia Police Department. Thank you. (Applause.)
Would the District Attorney like to say a few words.
Thank you, Madam President, members of City Council, honored guests all. If the adage is true, it certainly has been proven true that danger invites rescue. Rudy Muller, one of my great employees, partner in the fight against crime, demonstrated what we who work in law enforcement know every day about the great majority of men and Police Department, that they will run towards gun fire and tragedies and pain and suffering of individuals when most of us would run in the opposite direction. Rudy and men and women like him are motivated by one thought: Honor, integrity and service, what's on our police badges. I'm proud to have worked with Rudy and members of the Philadelphia Police Department. I'm proud of the work that the many fine men and women of the Police Department do every day of their lives. I only wish we had about a thousand more police officers so we could guard our City better and bring the City the true safety that the men and women of this great City deserve. Thank you, and God bless you all. (Applause.)
