Thank you, Madam President. Resolution honoring the 25th anniversary of the Mayfair-Holmesburg Thanksgiving Day Parade and recognizing the hard work and dedication of the residents, businesses in the Greater Kensington String Band who assisted in making this event a tremendous success.
Whereas, in 1967 the first parade was organized by the Greater Kensington Band and held along Frankford Avenue to assist a young girl in need of funds for medical treatment; and Whereas, the parade was such an enormous hit with the local residents that it was decided to hold the parade annually in June as a tribute to Father's Day; and
Whereas, in 1976 it was determined that the parade would be held the Sunday before Thanksgiving, in part, to kick off the Christmas shopping season and light Christmas WELCOME AND PRESENTATIONS ornaments adorning the avenue; and Whereas, the parade has grown to include a variety floats, food, marching bands from across the City, participants in various costumes, drill teams and dance groups all coming together to celebrate community pride; and
Whereas, the grand finale of the procession has thrilled thousands of young boys and girls for 25 years as they, with Christmas wish lists in hand, anxiously await the arrival of Santa Claus; and Whereas, the parade is almost entirely funded by the local residents and the Mayfair Business Association with no funding from large corporations; and
Whereas, 25 years since the first Thanksgiving march, the event has grown to become one of the largest annual parades in the City and has been witnessed by almost three million people since its inception; and Whereas, Sunday, November 19, 2000, will mark the 25th anniversary of the Thanksgiving Parade; now, therefore
Resolved WELCOME AND PRESENTATIONS further that an engrossed copy of this resolution be presented to Gary Cozens, chairman of the Mayfair-Holmesburg Parade Committee and James Charlie Murray, the grand marshal, as evidence of this legislative body. Thank you, Madam President. This is a resolution commending the American Cancer Society on the occasion of the 24th Annual Great American Smokeout. Whereas, for the past 23 years the American Cancer Society has conducted the Great American Smokeout which gives those who smoke a day to begin again as smoke-free healthy individuals; and WELCOME AND PRESENTATIONS Whereas, tobacco smoke is responsible for at least 1 out of every 5 deaths in America each year; and Whereas, everyday 3,000 kids start smoking; and Whereas, the American Cancer Society provides smoking cessation tips and information on the health effects caused by tobacco products in an effort to encourage smokers to break their addiction; and Whereas, the American Cancer Society also conducts education and outreach programs which specifically target children and youth to alert kids about the health risks associated with smoking; and Whereas, this year's smokeout will emphasize the health dangers from secondhand smoke and will promote clean indoor air; and Whereas, Thursday, November 16, 2000, is the 24th Annual Smokeout; now, therefore, Resolved by the Council City of Philadelphia that we commend the American Cancer Society on the occasion of the 24th Annual Great American Smokeout. Resolved further that an engrossed copy WELCOME AND PRESENTATIONS of this resolution be presented to the American Cancer Society as a symbol of this legislative body's gratitude for this organization's continuing efforts in the fight against cancer. Councilman Nutter and members of the City Council, on behalf of the American Cancer Society, I want to thank you for recognizing the importance of the 24th Annual Great American Smokeout with this exceptional honor. My name is Dr. Fran Barg. I'm a medical anthropologist on the faculty at the University of Pennsylvania and I'm also a board member at the American Cancer Society. I'm joined here today by Dr. Oliver Bullock who is the chairman of community medicine at Philadelphia College of Osteopathic Medicine and associate professor of family medicine. I'm also joined by Dr. Howard Kessler who is chairman of radiology at Graduate Hospital, and Jean Cades (ph) who is the coordinator for psychosocial services at Temple WELCOME AND PRESENTATIONS Cancer Center. Together we have worked with the American Cancer Society in Philadelphia for over 40 years, and we are here today representing almost 500,000 volunteers, staff, donors, and of course, cancer patients and their families from Philadelphia, many of whom who are here with us today. The American Cancer Society is dedicated to eliminating cancer and reducing the suffering from cancer. That is why the Great American Smokeout is so important. It's at this time of year when we work to remind all smokers that they can commit to quit. We provide a toll free number, 1-800-ACS-2345. Calling this number will provide smokers with the information that they need to get help, and most importantly, will offer cancer and smoking cessation information 24 hours a day, 7 days a week. We know today will be a fresh start for many people as they start a new smoke-free life. As a symbol of their commitment, we offer each member of a cold turkey sandwich. When you eat it today, think of those who are making the commitment to WELCOME AND PRESENTATIONS their health and quitting smoking, either cold Turkey or with the help from one of our many programs that help people quit. But helping smokers quit is not enough. Tobacco use is responsible for nearly 20 percent of all deaths in the United States, which is why today I also want to take just a few moments to speak on the importance of the passage of the proposed Bill 000314. This is a bill that if passed will dramatically improve the quality of life of people in Philadelphia, everyone who lives here, works here, and plays here. We understand that some businesses have expressed concern over how their establishments will be affected by this legislation. The beauty of Bill 000314 is that it will improve the quality of life in Philadelphia without hurting the economy of the City. Recent studies done in areas where similar legislation has passed have shown that more than 70 percent of restaurant patrons are in favor of these laws. Other research shows that 75 percent of patrons surveyed indicated that a smoke-free environment is very important to them when choosing WELCOME AND PRESENTATIONS an establishment to visit; 91 percent of those surveyed said they go out at least as often and sometimes even more often since the bill has been passed. What's the bottom line? That businesses have actually increased their profits because customers are happier and healthier with smoke-free restaurants, offices, and public places. However, it's not only customers who will be healthier and happier. One of the things we know is that tobacco-related cancers such as lung cancer occur more frequently among African-Americans and among other people of color. We believe that this is linked to conditions related to poverty and the disproportionate number of color living in poverty. These conditions include limited access to good health care, but they're also related to lack of choice. By that, I mean that people who are poor frequently need to worry more about working to pay the rent or putting food on the table. Patrons of restaurants have a choice about whether to spend time in that restaurant.
But people who work in those restaurants might be much more concerned about keeping their job. Your fellow citizens and WELCOME AND PRESENTATIONS constituents out working to provide for their families will now be protected from the effects of environmental tobacco smoke or secondhand smoke by passing Bill 000314. We ask you, the City Council on behalf of 500,000 concerned citizens to do the right thing; the right thing for your constituents, for their families, and for Philadelphia. Please pass Bill 000314. Thank you very much. )
Thank you, Madam President. It gives me great pleasure to welcome participants of Health Link International to City Council this morning. Founded in 1994, as a single training program for adults interested in becoming equipment repair technician assistants, Health Link International programs have expanded to include training for men and women interested in pursuing careers as community health education technicians, WELCOME AND PRESENTATIONS medical information systems technicians, and technicians in innovative pharmacy services. I am also pleased to note that I was honored to participate in an open dialog with Health Link trainees one week before our general election. It was then that I learned that the Health Link program not only helps its participants develop technical skills, but in developing lifelong learning skills associated with job readiness. They are here today with Health Link International founders Tahiya and Mujahid Nyahuma. Tahiya is also vice-chair of the Philadelphia Chapter of the National Political Congress of Black Women. We'd like to welcome them.

And a resolution approving the redevelopment contract and disposition supplement of the Redevelopment Authority of a portion of the Model Cities Urban Renewal Area. And an ordinance amending Title 4 of the Philadelphia Code, Subcode A and Subcode PM entitled Vacant Property License by including vacant commercial buildings and lots and vacant wares, piers and docks as properties to be licensed under certain terms and conditions. And an ordinance authorizing the Philadelphia Authority for Industrial Development to file an application with the Office of the Budget of Commonwealth of Pennsylvania under the Capital Redevelopment Assistance Program in an aggregate amount not to exceed $57,327,600. And an ordinance authorizing transfers in appropriations for Fiscal Year 2001 from the Grants Revenue Fund Director of Finance provision COMMUNICATIONS for other grants to the General Fund certain to other City offices, departments, boards and commissions. And an ordinance authorizing transfers in appropriation for Fiscal Year 2001 from the Grants Revenue Fund Director of Finance to certain or all City offices, departments, boards, and commission. And Madam President, I am pleased to forward for introduction a package of bills to provide funding for repairs to Veterans Stadium, as well as a number of informational items appurtenant to this legislation. Passage of this legislation will enable the City to fulfill its obligations as the landlord of Veterans Stadium under our leases with the Phillies and Eagles. We look forward to working with you and the members of City Council in the consideration of this legislation. A bill authorizing approval of leases with the Philadelphia Authority for Industrial Development and a bill amending Fiscal Year 2001 Capital Budget pursuant to the requirements of Bill No. 000082 by providing approval of specific items of rehabilitation work for Veterans Stadium. A resolution urging the Mayor to honor the hard work and dedication of the members of the Local 22 of the International Association of Fire Fighters by implementing their recent binding arbitration award.
Thank you, Madam INTRODUCTION OF BILLS AND RESOLUTIONS President. I would like to say a few words today about the resolution I am offering. I was raised to have to utmost respect for the uniformed men and women that protect our City. My father was a fire fighter for 20 years, retiring at the rank of battalion chief. From my dad I learned how dedicated and hard-working Philadelphia's fire fighters and paramedics are. And yet I also realized that these men and women rarely get the respect and appreciation they deserve. That is why I was so disturbed to learn that the Administration might take the unprecedented action of appealing the fire fighters' recent arbitration award. By introducing this resolution, I am not asking Council to interject itself into labor negotiations. This is a done deal. It was settled by a mutual arbitrator who recognized the need to treat our fire fighters fairly while strongly addressing the Hepatitis C epidemic which is plaguing the ranks of our fire department. Binding arbitration was what forced the fire fighters to make painful sacrifices during the City's fiscal crisis in the early '90s. The fire INTRODUCTION OF BILLS AND RESOLUTIONS fighters Local 22 did not appeal those arbitration awards that went against them. Our fire fighters do not appeal when we ask them to rush into a burning house to save us, and they do not appeal when we ask them to rescue a bleeding motorist by prying open a car with the jaws of life. The Administration should not appeal this award now. We as a government must do everything we can to care for our urban solders. And that's what our police and fire fighters are, they are our urban soldiers. And this arbitration award is a positive step in that direction. Hopefully, this resolution will demonstrate to our fire fighters that this City does appreciate them when they put their lives on the line every day to protect the residents of our City. And I urge unanimous support for this resolution. Thank you. (Applause.)

In fact, if there is a legal appeal, I would like to suggest to the Council President that City Council participate, seek intervention in that appeal and express opposition to it. Madam President, I concur with my colleagues Kenney and Cohen. It seems that labor is going through some deep problems in this City in which their contracts and their rightfully bargained rights are not recognized. We just went through a very harsh ordeal with the INTRODUCTION OF BILLS AND RESOLUTIONS teachers' union. We should not allow this to happen to the fire fighters. Binding arbitration, to me, means binding arbitration. It should be recognized. It should be respected. And it doesn't matter who gets it. The fire fighters have done their job. They did their duty. They bargained in good faith. Their contract should be presented and implemented. (Applause.)
