Thank you, Mr. President. Good morning. It is a great pleasure this morning to stand here with this awesome woman who has contributed so much to the lives of all of us in these United States for her fight for justice and equality and also for her talent as an outstanding writer and a renowned poet. So I'm pleased to know her, DiscoveryWorks Global 888.557.8650 www.dw-global.com her, have her support, and know her two sons, but this is my adopted son, Mongu. This resolution recognizing and honoring Author Sonia Sanchez as the First Poet Laureate of the City of Philadelphia. Whereas, Sonia Sanchez was born Wilsonia Benita Driver on September the 9th, 1934 in Birmingham, Alabama, and upon the passing of her mother, a year after her birth, she lived with her paternal grandmother and other relatives for several years. In 1943, she and her sister moved to Harlem to live with her father and stepmother; and Whereas, in 1955, Ms. Sanchez earned a B.A. in Political Science from Hunter College and later she completed postgraduate work at New York University and studied poetry with Louise Bogan, the first Poet Laureate to the Library of Congress. During this period, Ms. Sanchez formed a writers' workshop in DiscoveryWorks Global 888.557.8650 www.dw-global.com Village, attended by Amiri Baraka, Haki R. Madhubuti, and Larry Neal, and along with Mr. Madhubuti, Nikki Giovanni, and Etheridge Knight, she formed the "Broadside Quartet" of young poets; and Whereas, Ms. Sanchez continued to use her former husband's surname in writing and began teaching in the San Francisco area in 1965 and was a pioneer in developing black study courses at San Francisco State University, where she served as an instructor; and Whereas, Ms. Sanchez has three children and three grandchildren, and in the 1970s, she published various children's books, including It's a Nice Day: Poems For Young Brothas and Sistuhs, The Adventures of Fat Head Small, Small Head and Square Head, and A Sound Investment and Other Stories; and

Whereas, in 1977, Ms. Sanchez joined the faculty of Temple University and was its first DiscoveryWorks Global 888.557.8650 www.dw-global.com the Laura Carnall Chair in English until her retirement in 1999, and she has lectured at more than five hundred universities and scholarships in the United States and has read her poetry in Africa, Cuba, England -- let me repeat that. Five hundred universities and colleges in the United States -- amazing -- and has read her poetry in Africa, Cuba, England, Australia, Nicaragua, Norway, Canada, the Caribbean, and the People's Republic of China; and Whereas, in addition to her renowned poetry, Ms. Sanchez is a contributing editor to Black Scholar and the Journal of African Studies and edited an anthology, We Be Word Sorcerers: 25 Stories by Black Americans, and she has published various plays, including Sister Son/ji, The Bronx is Next, Dirty Heads '72, Uh Huh: But How Do It Free Us, Malcolm Man/Don't Live Here No Mo', I'm Black When I'm Singing, I'm Blue When I DiscoveryWorks Global 888.557.8650 www.dw-global.com Ain't, and Black Cats Back and Uneasy Landings; and Whereas, Ms. Sanchez is the author of over 18 books, including Homecoming, We a BaddDDD People, Love Poems, I've Been a Woman, Homegirls and Handgrenades, Under a Soprano Sky, Wounded in the House of a Friend, Does Your House Have Lions, Like the Singing Coming Off the Drums, Shake Loose My Skin, and Morning Haiku; and Whereas, BMA: The Sonia Sanchez Literary Review is the first African American Journal that discusses the work of Sonia Sanchez and the Black Arts Movement, and Ms. Sanchez has received numerous honors, including a National Endowment for the Arts, Pew Fellowship in the Arts, Robert Frost Medalist from the Poetry Society of America, National Book Critics Award Finalist, American Book Award, Harper Lee Award, Peace and Freedom Award from the Women International League for Peace and DiscoveryWorks Global 888.557.8650 www.dw-global.com Freedom, National Visionary Leadership Award, Ford Freedom Scholar Award from the Charles H. Wright Museum of African American History, Community Service Award from the National Caucus of State Legislators, Alabama Distinguished Writer Award, Governor's Award for Excellence in the Humanities, Outstanding Arts Award from the Pennsylvania Coalition of 100 Black Women, and the Lucretia Mott Award;

Whereas, on December the 29th, 2011, Mayor Nutter, in consideration of her numerous honors and achievements in the field of poetry, named Ms. Sonia Sanchez as the City's First Poet Laureate; now, therefore, be it Resolved, by the Council of the City of Philadelphia, that we hereby recognize and honor Ms. Sonia Sanchez as the First Poet Laureate of the City of Philadelphia. Certification, that this is a true and correct copy of the original resolution, adopted by the Council of the City of Philadelphia on the 26th of January 2012. It's good being this tall. I want to thank Councilwoman Marian Tasco and the other Councilpersons, Council President for this wonderful, wonderful proclamation. I called home on Monday morning and I said to my children, who were very little, It's Monday morning, and my children turned to our Aunt Sarry and said, Mommy is confused, it's really Sunday. And because I was greeting the day before my children greeted the day, I wrote a haiku for them that said, Let Me Wear the Day Well, So When It Reaches You, You Will Enjoy It. I intend to wear this Poet Laureateship well for our city and for the country. One of the first things that I have started to do with this Poet Laureateship has been to begin a peace mural here in the City of Philadelphia. I call it Peace: It's a Haiku Sound. I've already received three major haiku from Sister Toni Morrison, Sister Maya Angelou, and Sister Alice Walker. We have chords of peace for this mural from DiscoveryWorks Global 888.557.8650 www.dw-global.com Pope, our great Odean Pope here in Philadelphia, and Christie McBride and Randy Weston. And there I was in New York celebrating the anniversary of what's going on, that great song with Brother Common, and after he picked me up and said, What a joy to meet you and how much you've influenced all of us, I turned, Philadelphia style, and said, Will you send us a short rap on peace for our peace mural in Philadelphia, Brother Mos Def and Brother Talib. And so we're going to have this mural in the City of Philadelphia that talks about peace as a human right, peace for our children in the City, peace for all of us. Because peace has no greed, it has no violence. What it does, it tells us simply at some point that in the City of Philadelphia, there are people working for something called peace. And so I just want to say to you all with this piece that I wrote what that peace mural will say for us. DiscoveryWorks Global 888.557.8650 www.dw-global.com say as an aside that since I've been going around talking about this, we've had four queries from four major cities asking the City of Philadelphia to come in to help them do peace murals. I mean, the whole idea of peace in the City and in the country and in the world. This peace mural will say simply, I hold my two hands out to you. They are black, white, brown, yellow flowers opening, two hands singing, two hands praying, two hands loving, two hands naked, two hands growing butterflies, two hands giving transfusions of peace, peace, peace. I hold my two hands out to you in peace, in peace, in peace. Each one of us must pick up these hands of peace. Thank you so very much, City Council. (Applause.)

Thank you. At this time, the Chair now recognizes Councilwoman Brown honoring the life of Fatimah Ali. Would Ms. Diane Hughes and those accompanying her please join the Councilwoman at the podium. Also joining us is Councilwoman Blackwell, Councilman Jones, Councilwoman Tasco, and Councilman Johnson.

Mr. President, those of us here at the podium and many other members of Council have had the good fortune to have our lives touched by Fatimah Ali. Her voice for me was strong and a real champion for educating young people in our public schools. Almost monthly I would step out of Council, go across the hall to speak on her radio show about what we were doing or not doing when it comes to improving the life chances of DiscoveryWorks Global 888.557.8650 www.dw-global.com with sadness, I come to honor and celebrate the life and achievements of Philadelphia's own Fatimah Ali. Whereas, Fatimah Ali was born and raised in Philadelphia and died on Monday, January 23rd, 2011 in her North Philadelphia home; and

Whereas, Ms. Ali grew up in the West Mount Airy section of Philadelphia, was a 1974 graduate of Germantown Friends School and attended Wesleyan University where she majored in English and History; Whereas, Ms. Ali was a true journalism and broadcast professional who worked for WURD-AM where she hosted The Real Deal with Fatimah Ali, WDAS-FM, WHAT, Power 99-FM, KYW, WLIB, WBLS-FM and 100 WINS in New York City, the Philadelphia Daily News, The Philadelphia Sun, Neighborhood Leader, and One Stop Away, a newspaper produced by homeless DiscoveryWorks Global 888.557.8650 www.dw-global.com women;

And whereas, Ms. Ali was an advocate for a wide range of causes, including human rights, education and the betterment of the African American community; and Whereas, Ms. Ali was a caring, determined, passionate, and progressive journalist who used her courage, intellect, and grace as well as her power to make a real difference in her community; and

Whereas, one of Ms. Ali's most important roles was that of mother, sister, and grandmother. She was a loving mother who always did her best for her children and loved ones. She is survived by her partner, Natu Ali; four daughters, Khadija Ahmaddiya, Ariell Hughes, Rashida Ali, and Yasmin Ali; a son, Malik Ahmaddiya; two sisters, Diane Webster and Brenda Miller; and two grandchildren; and

Whereas, DiscoveryWorks Global 888.557.8650 www.dw-global.com Ali is a great loss to journalism and broadcasting and the entire City of Philadelphia; now, therefore, be it Resolved, that the Council of the City of Philadelphia, hereby honor the life and achievements of the late Fatimah Ali.

Further resolved, that an engrossed copy of this resolution be presented to the family of Fatimah Ali as evidence of the sincere sentiments of this legislative body. This resolution was introduced by Councilmembers Johnson, Blackwell, Jones, Tasco, and myself and supported by all members of the Philadelphia City Council.

As a CNA, we are the ones who give the one-on-one care to our patients. Not just washing, feeding, taking vital signs, but we're the ones that the patient really communicate with, and then we pass the information on to the nurses. As a single mother, laying me off not only destroys my livelihood, but takes away my medical and dental benefits for my children. As we all know, that the unemployment rates are already high and there are no jobs out there. I've even had several conversations with some of the doctors, in which they're telling me that they had sent their patients to other facilities because of the lack of DiscoveryWorks Global 888.557.8650 www.dw-global.com care at Hahnemann Hospital and they've taken the oath to make sure that their patients and the safety of their patients is being taken care of. I'm here today to tell you if the nursing assistants are taken out of Hahnemann Hospital, the patient care will suffer or barely exist. These are not just jobs we hold. They are careers, careers that were detailed for patients. It is not easy to service the public, but most of the assistants are there to attend to the community needs. There are patients that are not able to feed themselves, toilet themselves, or bathe themselves. We are there. When a patient that we know by name, not by room number, needs to talk, pray, or hold a hand, we are there. When extreme cold weather forces our homeless community into the hospital, we are there to make sure they feel comfortable and not slighted like some medical professionals do. Nursing assistants have a DiscoveryWorks Global 888.557.8650 www.dw-global.com variety of tasks to do. Vital signs are done every four hours. EKGs are done as needed. Blood sugars and daily weights are checked. Bathing and feeding are done, constant rounds and changing of incontinent patients. In addition to my primary duties, we are also transporting patients to testing appointments, switching patient rooms and beds at any given time of the night, and don't forget loads of pharmacy runs. All this is done at 11:00 to 7:30 in the morning. This is an eight-hour job. If we are not there to service them, do you really think the RN has time to do their primary job and add a full-time job of eight hours along with it? Contrary to what Hahnemann has printed in the newspaper, the majority of nurses do not want the nursing module implemented. They do not want to do our jobs. Some nurses have stated that is DiscoveryWorks Global 888.557.8650 www.dw-global.com why they did pursue their degrees, so they did not have to do so much patient care of hands-on toileting and bathing, and the others are just actively seeking new jobs. So with that being said, incontinent patients will stay wet longer, which leads to skin breakdowns. Waiting time for feeding and rounding will take longer. The appointments that were scheduled for patients during the night will now be pushed back to days, which prolongs the progress of the patient. When the patient needs anything, we are there. Difficulties with their nurse, doctors, or family members, we are there to listen and to console. A simple cup of water, we are there. Hahnemann is quick to print and tell you of all their achievements and accolades that they have received. I moved to Philadelphia in 1985. By some coincidence, I was asked soon after unpacking to join a picket line in support of black skilled workers at a construction site demanding jobs. I picketed with about a dozen other men here in Center City demanding their right to work, demanding that the workforce at any job site paid for with tax money should reflect the makeup of the whole community. DiscoveryWorks Global 888.557.8650 www.dw-global.com The last three Mondays I've joined black, Latino and women picketing a construction site at Temple University with those same demands. Twenty-seven years later, the same issue is still unresolved. That's outrageous. The opportunity to get hired in living wage jobs, union jobs, cannot be overstated in importance. If by your skills you are refused living wage jobs, job opportunities because of your skin color or gender or where you happen to live, how are you going to raise yourself out of poverty? If the state slashes funds to fill these already underfunded neighborhood schools, how are you going to raise your family out of poverty? On top of that, if the justice system is permeated with class, race, and gender biases that disproportionately send your youth into prisons, how are you going to raise your community out of poverty? DiscoveryWorks Global 888.557.8650 www.dw-global.com These three factors combined have led to a tripling of the number of people in jails and prisons. In 1985, 800,000 inmates filled our prisons. Today there are 2,266,800 people in U.S. prisons and jails, almost three times the number in 1985. I raise all this because there is no solution to poverty without dealing with jobs, education, and a legal system that punishes you for being poor. Today we have a chance to deal with one of these factors by addressing fairness in job opportunities with Bill 120013. I urge you to not only pass it, but to enforce it to its maximum. For decades, enforcement of job opportunity laws have been lax. I would suggest that the first time a contractor is barred from doing business with Philadelphia because of its unfair hiring policies, most other contractors who were hence for it towed the line. But until a contractor is punished, none of them will DiscoveryWorks Global 888.557.8650 www.dw-global.com believe we mean it. So pass it and enforce it so that our most deserving residents can adequately raise their families. Thank you.

Good morning, Council President Clarke. I'd like to recognize my Councilperson. I'm a resident of the 2nd Councilmanic District. I just wanted to find out about this economic opportunity committee. There was a recent announcement about a project, the Dilworth Plaza project, which is going on right now, and if this economic opportunity committee is going to be as effective as I know Councilman Goode would want it to be, who is keeping DiscoveryWorks Global 888.557.8650 www.dw-global.com the data? There was a recent announcement according to project labor agreements that any project over $50 million, the Mayor's Office would make a decision as to who was going to monitor the projects. But one thing because of my background having worked with the City, the area that's really lacking is enforcement. If someone is going to talk about jobs, then someone has to keep the data. At this point in time, if it's not OEO, how will people go about getting jobs on the Dilworth Plaza project? There is also another project, the Family Court Building, in which we all talk about minorities needing jobs, Philadelphia residents needing jobs. Who is publishing the reports? Who is documenting the fact that minority residents need to get jobs and also Philadelphia residents? The one thing about this committee, you're going to meet DiscoveryWorks Global 888.557.8650 www.dw-global.com quarterly. Ninety days is a real time to try to react to the fact that you might need to help a minority firm get a contract. You might need to help someone get paid. If you're only going to meet every 90 days, who is going to monitor the projects on a monthly basis? Also, the City published about two years ago, maybe three years ago a Mayor's Advisory Commission on Construction Industry Diversity. The only way you're going to change anything with regards to the lack of minority participation is to have up-to-date data. Where is the data? Does anybody in here as a City Councilperson or someone working for the City going to take responsibility for publishing the data and reacting to the data? Also, too, there was an economic opportunity strategy that was announced. I don't see anybody here from the Office of Economic Opportunity, but that agency was tasked with creating a DiscoveryWorks Global 888.557.8650 www.dw-global.com strategy to increase minority participation. Can anyone produce a report to show the data so we can react to the data in realtime and then not look at what to do? At this point in time, too, is there a report on the Youth Study Center, which is going to be done? And then also too from City Council, what will be the consequences for anyone that is violating economic opportunity strategies? If you're sitting on the committee and you're not reacting to the fact that people are losing out, minority residents are not getting opportunity to the jobs, who is going to take responsibility and step up to make sure that people get hired? Because that's what we all want to see. We want to talk about it, but we also want to be about it, because on City projects, you're spending almost 600 to a billion dollars a year, but if you don't create the numbers or don't create the oversight now, then it's a problem. My name is Jihad Ali. I'm a founding member of the Contractors' Roundtable, an organization of African American and Latino contractors, both union and non-union. I am here today to ask each of you, as representatives of the citizens of Philadelphia, to approve Bill 120013, which establishes an DiscoveryWorks Global 888.557.8650 www.dw-global.com economic opportunity review committee. The approval of Bill 120013 is another corrective step to obtain justice for African American and Latino contractors, who, in my opinion, have been the victims of an organized effort that works to maliciously and illegally exclude them from participating and earning their share of economic dollars authorized by this Council in the construction and economic development projects approved by this distinguished body. This Council has recognized the need for this type of corrective action to have accountability to this Council as the duly elected representatives of the people. It is a testament to the leadership of this Council that after having authorized millions of dollars in construction and economic development projects and recognizing that there has not been any significant change in inclusion of African Americans and DiscoveryWorks Global 888.557.8650 www.dw-global.com Latinos in their earning a portion of their millions of dollars, furthermore realizing that this has taken a negative impact on African American and Latino families, required that this Council take action and authorize this Bill 120013. The establishment of an economic review committee is the right thing to do. It is another step to ensure justice for all citizens of Philadelphia. As Councilman Goode pointed out in the last meeting of this Council, there is a war going on in the City, and, in my opinion, that war has been declared on African American and Latino males, and as in any war, there has to be allies who we can join forces with to defeat a strong enemy. Too often these types of efforts are mistaken to be an attack on the unions, but that is simply not the truth. In fact, I would like to remind everyone within the sound of my voice DiscoveryWorks Global 888.557.8650 www.dw-global.com that one of the greatest men on this earth, Dr. Martin Luther King, Jr., died fighting for equality so that African Americans and other minorities could receive their share of economic benefits in this great country. At the time of his death, Dr. King died trying to get African American men in Local Union 1733 recognized by the City of Memphis, and due to this fact, African Americans can never be charged with being anti-union. So today we look at Local 332 and Local 98 as allies in our fight for economic justice and inclusion. I am here today to respectfully request that you, the Council, choose a side. Because let's be truthful, this is a fight about two sides. On one side is exclusion of racism; the other is inclusion of justice. Which side are you on? But we come today because when I came to the City, hospital workers was the lowest paid workers in the state. Now they have arrived to be an equal with everyone else. Their jobs are at stake. We have had a long year of preparation to deal with the situation, and we intend to deal with it. We did much preparation for massive mobilization. All of the major contracts expire then. We are prepared to go all the way. You can help us by interceding in the Hahnemann situation. We came to this Council when Hahnemann was about to go under, and Mayor Rendell and I met with Drexel and we put together a package to save those jobs. Since Tenet, the Wall Street corporation that showed up at Hahnemann, they have virtually eliminated all of those jobs that they committed to keep. -- ladies and gentlemen, members of Council. I'm Robert Taylor, a citizen of South Philadelphia. I am commenting on Resolution 120035, Autism Awareness Month. I support this resolution by Councilman O'Brien. However, finding a cause is the cure. Naturally we should be demanding more research in this area. Isn't this what autism awareness is all about, informing the people about the disease, hopefully seeking and eliminating the cause of this disease. According to the Institute of Pediatrics, there is an abnormal intestinal permeability in children with autism. There are links found connected to genetically modified foods. GM corn-tox has destroyed the guts of DiscoveryWorks Global 888.557.8650 www.dw-global.com insects. Of course, this is the reason that it is used. It has been demonstrated to have a similar effect in other animals, and now we're seeing similar issues in humans. Most of the children with autism have digestive and behavioral issues. Recently the Journal of Applied Toxicology for the first time said that Bt, or GMO, causes the process that destroys the cells of the intestine. Undigested food may leak out of the gut into the bloodstream, causing damage in many other parts of the body, including the brain. This may cause food allergies and autism, among other problems. These GM products, DMA, may leak to the cells of the gut. We should demand that the GMO ingredients be clearly labeled so that people have a choice as to what they eat. Yet recently the FDA new regulations won't allow non-GMO or GMO free on DiscoveryWorks Global 888.557.8650 www.dw-global.com products' labels. This is an affront against our rights of choice. Additionally, there are leaks found connected to vaccines. According to the Association of American Physicians and Surgeons, quote, "The CDC published a study in late 2003 repudiating any possible link between thimerosal and developmental problems such as autism, but the CDC did have the data supporting such a link which is secretly kept from the public," end quote. This has got to change, and the truth must be revealed. People should educate before they vaccinate. We must stand together for the safety of our children. Let's lift the veil of secrecy, the lack of knowledge over this important issue for the sake of our communities, our families, and our children. Thank you, and God bless Philadelphia.

I'm here today in support of economic Bill 120013 that would create the ability to have a committee that would ban contractors of doing work with the City, contractors who discriminate, and I'm here in support of that bill, but yet I wonder who is going to stop business? Every year, millions of dollars in construction money go through the City, pass through the City, in every DiscoveryWorks Global 888.557.8650 www.dw-global.com neighborhood, some of them the poorest neighborhoods and districts in the whole country. Yet the demographics of the City are not allowed to participate in these projects in trades that make from $40 to $60 an hour. These are the living wages that bring people out of poverty. I also wonder when will we have the data collected and managed by uninterested parties that are not paid by the developers and the contractors, the so-called compliance agencies, compliance monitors that do the consulting for the developers and contractors. And how can this data be accessible to the public? It should be. It should be public information. And so I'm here today to urge you to stop allowing public money to be used as a public inheritance. Good morning, Council, President Clarke.

Good morning, sir.

My name is Kevin Lumpkin and I'm actually here to just give you a couple examples of where we're actually going in the field. I'm a member of Local 401. I've been a member for 30 years, got in in 1980. And dealing with diversity, I have seen almost everything that you can imagine, but I'm just going to give you a scenario that just happened a week ago, really this week, at Temple at the Broad and Oxford job. We received a phone call, Umoja Erectors, for a majority contractor that DiscoveryWorks Global 888.557.8650 www.dw-global.com they was leading this project, and they asked us if we can step in to do this project for America Stairs to put the stairs in on this project. So what we did is, we looked at the numbers, made sure the number was good, went over about six hours, made a phone call back to American Stairs. And make a long story short, the reason that American Stairs denied us the job is because they said they don't have a history of us or they don't know us as a contractor. So they gave it to another majority contractor. They gave it to, same old buddy system, Central Metals. And what I'm saying is that this committee, with this bill being passed and if they pass 120013, if you have a committee that you can go to to let these problems and have somebody to talk to to correct these problems, then you might have solutions. Another thing that would help out too, even on the negative side, if DiscoveryWorks Global 888.557.8650 www.dw-global.com you have the committee to look at on projects that are going on in the City, like Philly Live. We did a project with a company called Thomas Lindstrom, a steel project. We did a (unintelligible) with this company, and they worked hand in hand. So you can give examples of the negative side and the positive, but the negative side outweighs the positive, because these contractors, there's no enforcement when they choose not to use minority contractors, especially African American and Latino contractors. And it's a different thing when you're dealing with the contractors and workers, because the contractor -- if you have African American and Latino contractors, these African American contractors will hire African American workers, but if you have African American contractors not on these projects, then your numbers will decrease. So I ask this bill to be passed again. DiscoveryWorks Global 888.557.8650 www.dw-global.com Then dealing with the worker side of this business is dealing with the trades. I hear over and over again that this city don't have African American in these trade unions. Every trade has a good number of African Americans, but a lot of these contractors choose not to hire these African American and Latino contractors. So I say again, in my short time that I have, is pass this bill so we can have someone to go to to complain with our problems. And one thing I say to this committee, please have strong enforcement. If you don't have enforcement, the same thing will keep going on for the last 40 years. Thank you.

Hello. My name is Robert Lee. I've been a union ironworker, member of Local 401, for 24 years. I'm a second-generation ironworker. As a tradesman, I've been a student of my craft and every opportunity I've had to further my knowledge about my profession, I've taken it. But all my efforts have become to nothing. I am rapidly losing my chance of watching my chance to build generational wealth and to provide for my sons and other young members of my family a non-college alternative evaporate. I feel the only way to stop this tide of abuse by these contractors is to punish them. There are many white-owned companies that have proven that they are not interested in employing African Americans or Latinos or women. They have used every loophole to exclude us. They have blatantly used and twisted the inclusion clause on many projects and DiscoveryWorks Global 888.557.8650 www.dw-global.com have outright lied about the numbers of and qualifications of blacks and others in the trades. There have been many efforts made by City Council and other groups to help minorities, but most of these efforts fall short. Programs like the DAP, while well-intentioned, don't take into all consideration the things that are necessary for these men and women to succeed. The only way for them to gain proper training is on the job, working for black and Latino contractors, who are going to see to it that they get the proper training and the skills that are necessary. Companies that are willing to build in their own communities, black contractors, should never have to compete with a white contractor who uses his wife or his daughter or his girlfriend as a passthrough company, a front company. These companies, if they choose not to obey the inclusion clauses, they should DiscoveryWorks Global 888.557.8650 www.dw-global.com be removed from these City projects immediately. I do believe that Bill 120013 is a step in the right direction, but we have to do even more. If we can do this, we can help reduce many of the problems that the City is dealing with. If more blacks and Latinos have gainful employment, it can help towards violent crime in these communities and help give people a sense of pride knowing that they are members -- that them and members of their family have a real hand in building this great City of Philadelphia.

I've solicited multiple jobs in the City of Philadelphia when the workforce was maybe one or two crane operators. Now the workforce on some jobs are in full speed and the jobs are being manned by non-City of Philadelphia residents and non-minorities, and I've been turned away, like others that represent my group. Good morning, all. I'm Judith Robinson. I'm here today to comment on Bill No. 120013. Here we go again. I have been coming to City Council for quite some time over and over talking about the same issue. This is just another layer of bureaucracy. You have various so-called compliant agencies, compliance agents, folk who have been around for year after year as we have come here talking about this over and over again. So I'm asking the question, who of you, power leaders, are going to have enough guts, enough guts to enforce this, like you're supposed to be enforcing everything else? When you're sitting down with your union friends, when you're talking to the developer before the project even starts, when you're sitting down getting the concept together, why don't you ask about the black contractors then? So to play games with us as citizens and have us going back and forth and coming here over and over again is really a waste of time, and it's really insulting that we would have all of this work going on in the City of Philadelphia, like right outside this building, and not have a diverse workforce. It's really unacceptable. Lack of opportunity leads to all of the negatives we know. So I'm asking you all to have some guts. Why don't you have enough guts to stand up to these folks and speak up for the people who represent you -- who you represent, who support you, who vote for you? That was over 40-some years ago. Are we going to tell these youth that they don't have an opportunity after they go to school and are educated and qualified like we're doing the workers now? I rise today to say that we better get a telegram, telegraph, but somebody better tell Public Welfare Secretary Alexander that it's okay to have poor people in the Commonwealth of Pennsylvania. He has misstated and misestimated the number of poor people in the Commonwealth, saying that 50 percent are on public welfare, when the actual figure is closer to 10 percent. Furthermore, since -- for the record, public welfare since it went through DiscoveryWorks Global 888.557.8650 www.dw-global.com 1996 trumped close to 60 percent, and, in fact, poor people pay 11 percent of their income in taxes versus the percent or wealthier Pennsylvanians who only pay percent. As Senator Hughes talked about it, the big cats and corporate loopholes, 71 percent of the companies divert paying any net income tax at all by choosing Delaware, exhibited by my colleagues Councilperson Sanchez and Green in their examination of that very issue. Let me say this, that we need to strap up, put on our battle gear, because we're getting ready to have budget session this year like we have never seen before because of these cuts. But I'm encouraged, and I'm encouraged by an unlikely source, by the six freshmen, the six freshmen in this room, all of whom are doing serious work. Bobby Henon made me proud when he -excuse me; Councilman Henon made me proud when he took on slum landlords in his DiscoveryWorks Global 888.557.8650 www.dw-global.com on firsthand. Councilman Oh in his effort to deal with veterans has made me proud to be chairing his resolution. Cindy Bass and Councilman Squilla as they look at blight not only on commercial corridors but in their neighborhoods have made me glad to have them as colleagues. These are serious efforts. Councilman Johnson pulled off a senior move by pulling together an ongoing working group to deal with the issue of gun violence in our city. And the veteran yet, who guises as a rookie, put together a group to deal with the bail issue from a Harrisburg perspective. So these are serious issues, Mr. President, that they're taking on. So I want to be the first to dub them a new nickname like we had as freshmen. I'm going to from now on when I refer to them as a group, I'm going to call them The Serious Six. Thank you. I want to remind my colleagues that along with our Chairwoman and the Committee of Housing, we're hosting a Housing Resource Workshop, and I want to encourage particularly my new Council colleagues to send their staff. We'll have pizza. People can bring in their bagged lunch. We have a lot of issues confronting our constituents, from foreclosures to tangled titles to adverse possession and some landlord-tenant issues.
