Do you swear to tell the truth
the whole truth and nothing but the truth?
I do, Chair Shahid.
Please proceed.
I wanted to address this.
We are supporting the project.
We may not have supported it
in all its aspects
had it come to us
at a different point of time.
There are certain RCOs
in Southwest Philly
similar to those
in Strawberry Mansion
and Point Breeze
that continue to be opposed to the roof decks.
However, this passed prior to coming to us,
and we are anxious to get new, clean housing in Southwest.
Of course, this is not truly affordable housing,
but nonetheless, the market will bear out
whatever Michael can do in terms of renting it.
We did have one concern since it came up
during the review of the floor plans.
The current plan, and we did raise it at the RCO's meeting,
the current plan shows a proposed excavation
in the sidewalk leading to the basement.
We thought that that was a less than elegant solution
that it posed an obstacle for people perhaps falling into it,
trash going into it, or other things happening in it.
And we suggested that that access to the basement be constructed through a trap door on the floor of the front porch.
I've managed other real estate in the past in University City that's had that type of access to the basement for utilities where, in fact, there was not adequate room.
to the basement for utilities where in fact there was not adequate room on the sidewalk we don't
believe that that entranceway into the basement enhances the walkability of the sidewalk in front
of it and and in fact may pose potential problems for people loitering in there or trash blowing in
there and with that i think we set forth everything else uh within our uh our letter of support to
the board thank you very much thank you very much thank you craig i don't have any objection
right but our client is is fine with with putting the access to the basement through the
through the porch, through some kind of a trapdoor on the porch.
Thank you. Any other questions?
Anyone else out in the virtual audience?
Mr. Shahid, I just wanted to interject in terms of the provisos
that the RCO had listed.
The only one that we could include as enforceable
would be the request for a certificate of occupancy,
which is like since there's building permits in this case
would likely be part of the process anyway.
Thank you.
Should we do no basement living?
um the board wishes the board can do that okay there's no plan for basement living so
so we would be in favor of that yeah all right was anyone else out in the virtual audience
i do not see any further hands with the chair thank you mr hand planning commission amy boyd
with the planning commission the comprehensive plan recommends no change in zoning at this location
from an existing single-family residential RSA 5.
We note for the board that absent participation
in a city-state, federal program, or city zoning initiative,
affordability mentioned in the appellant's testimony
cannot be enforced by any city agency.
The appellant has not demonstrated
that there are unique physical conditions
or circumstances of the property
that would prevent it from being used
in conformance with the zoning code.
The Planning Commission recommends
the board deny the requested variance
for two-family household living.
