Good2 afternoon. This is a meeting of the3 Joint Committees on Transportation and4 Public Utilities and the Environment. It5 is called to order.6 I note that a quorum is present7 consisting of Councilman O'Neill, Council8 President Verna, Councilman Rizzo,9 Councilman Greenlee, Councilman Kelly and10 Councilperson Blackwell and the11 President. So a quorum is present.12 On September 28th, 2010, the13 Joint Committees held hearings authorized14 by Resolution No. 100515 concerning the15 economic and environmental impact of16 hydraulic drilling of Marcellus Shale and17 what impacts it would have on the18 surrounding region and Philadelphia.19 It is said to have20 extraordinary economic impacts, upside21 potential, associated with the drilling.22 However, what we have learned from the23 Gulf spill in the Gulf is that there is24 also great risk. We cannot allow the25 3 12/15/10 - TRANS. & ENVIRONMENT - RES. 1005151 industry to police itself. Some people2 have equated it to allowing the cheese to3 be guarded by the mice, and so we should4 not allow that to happen. The quality of5 life, our quality of life here in6 Philadelphia, hangs in the balance.7 The purpose of this meeting is8 to consider action on a report concerning9 the matters discussed in the hearings. A10 draft report was previously circulated to11 members of the Joint Committee and placed12 on file in the Office of the Chief Clerk.13 The Committee Chair recognizes14 Councilman Greenlee for a motion on the15 report.16
Thank17 you, Mr. Chairman. I move that the draft18 report be adopted as the Joint19 Committees' final report and that the20 report be issued to the full Council.21 (Duly seconded.)22
