Good morning, everyone. I thank you for your patience. At this time the sponsor of the Bill, Councilwoman Blackwell, would like to be recognized. Councilwoman Blackwell.
Thank you, Madam President, and to all members of the Rules Committee, and certainly to all our guests and other colleagues who are here assembled. This morning we are requesting that Bill Number 040758 be held pending a hearing the middle week of December. And we would like to hear that with another bill 20 introduced on the same subject. And the reason is, we received this morning a letter from City Planning Commission who was poised to testify, stating that they have not met on this, and that they will be meeting on December 14th. 3 040758 - Rules - 11/29/04
And we feel that since the City Planning Commission is not prepared to testify pro or con this legislation, albeit City Council passed it earlier, and this is another hearing to deal with the issue of stop and go's, that we would like to hold it up, so that when all of our visitors testify, everybody can testify knowing what the facts are and knowing where the city stands. And then Council, the Rules Committee, which you Chair, Madam President, then can make intelligent decisions about where we should be. Certainly we support the right of everybody in our city to work. We need all the business we can get during these hard economic times. And we believe that, and always have, that it is the right of certainly citizens and neighborhoods to determine who's there, and that we have to find a way to work together amicably, so that businesses benefit 4 040758 - Rules - 11/29/04 as well as residents and communities benefit. That has always been our goal. It is our goal to respect every business and everyone who operates a business, no matter where they are from. And we're talking about African businesses, Asian businesses, Caucasian businesses, African American businesses. We support everybody working and operating businesses in our City. And at the core of all of this has been the desire to have it in concert with the community in which they work. So, having said that, since the administration has no formal position, and they have determined in a statement that we're happy to make public, through the City Planning Commission, that they will meet on December 14th, we are requesting that the Committee would consider holding this bill so that we could meet also that week, to have this discussion, as well as the other bill 23 dealing with L & I Review Board considering stop and go's overall. Having said that, I say thank you 5 040758 - Rules - 11/29/04 very much, and we're prepared to respond, if there are any questions.
