Councilwoman Blackwell

Is there anyone else here to testify for or against this bill? (No response.)

Councilwoman Blackwell

Councilman Kenney?

Councilman Kenney

Thank you very much. We heard a lot of testimony today. Prior to the Greater Philadelphia Association of Realtors Leaving, I want to congratulate them on their fortitude and "stick-to-it-ive-ness" in the defeat of the sold-sign ban in federal court. I know we tried to give you some assistance here, but I'm glad you followed through and got the justice you deserved by going another route, so I wanted to congratulate you on your efforts. Thank you.

Councilwoman Blackwell

Thank you very much. Is there anyone else to testify? (No response.) 73 9/27/00 FINANCE - PUBLIC MEETING

Councilwoman Blackwell

That, then, will -- oh, Councilman Ortiz?

Councilman Ortiz

We are going to have a lot of empty land and we have a lot of buildings falling across the City, so new construction probably will be a very good thing to be happening. We do have the land, and the more buildings fall, the more land will get open.

Councilwoman Blackwell

Thank you. Thank you for your insights. That then will end the public hearing with regard to Bill No. 64. - - -

Councilwoman Blackwell

We will go into our stated meeting. I would ask Councilman DiCicco if he would give a motion with regard to Bill 64 and let us know whether or not you need a suspension of the rules in your motion.

Councilman Dicicco

Thank you, Madam Chair. I move that Bill No. 64 be approved and would ask for further consideration that the rules of Council be suspended so as to permit first reading at the next session of City Council. (Duly seconded.) 74 9/27/00 FINANCE - PUBLIC MEETING

Councilwoman Blackwell

It has been properly moved and seconded that Bill No. 64 be reported out of this committee with a favorable recommendation; and furthermore, that there be suspension of the rules so as to permit first reading at our next session of Council. All in favor, aye? Opposed?

Councilman O'Neill

Nay.

Councilwoman Blackwell

The ayes have it, and the record will note that Councilman O'Neill is voting nay on this bill. And so that will end our committee hearing. Thank you very much, everyone.
