Good morning. I note that the hour has come and a quorum of this Council is present. Council will come to order. Members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair recognizes Father Joe Campellone of Father Judge High School. He is here today as the guest of Councilwoman Krajewski. I would ask all members and guests to please rise. (Members and guests rise.)
I would be remiss. Before I came in, I was greeted by about 100 Irishmen that want me to pray for sun this Sunday. So let us keep that in mind for our parade. Let us call to mind the great presence of our God during this time of Lent. In the name of the Father and of the Son and of the Holy Spirit. (Amen.)
All loving God, during these 40 days, we too are in the darkness. We ask you to enlighten our wisdom and our spirit that as Jesus did in a time of testing and pain, we may make decisions that will bring light to our city, to bring hope to the hopeless. We ask you to bless the members of this Council with the same gift you blessed your son to make him a hero in times of despair. And we ask this through our all loving God, your son, our Lord, Jesus Christ. Amen. (Amen.)

The Chair will dispense with the regular order of business to recognize the guests and visitors joining us in Chambers this morning. On behalf of all members of City Council, I welcome session. We appreciate your taking the time to join us as we attend to the legislative affairs of our city. The Chair now recognizes Councilman O'Neill, who will present a resolution honoring the Father Judge High School Soccer Team. Will Coach John Dunlop and those accompanying him please join the Councilman at the podium. I see that Councilman O'Neill is being joined by Councilmembers Blackwell, Green and Kelly.
Madam President, let me say first if those hundred Irishmen were looking for the right person who possibly could make sure that it's not going to rain on Sunday, they found the right person in Father Campellone, because he has performed miracles at Father Judge since he's been there, and he's been there quite a while. Father, we all appreciate what what you continue to do. And while Joan Krajewski is not with us present today, this is her resolution and it's her school. Joan wasn't eligible to go there. She lived in the wrong neighborhood. The school didn't exist at the time, but you would have -- Joan is an honorary graduate of Father Judge. Her sons went there, and I know from many, many conversations how much she loves Father Judge High School. So it took four of us to come up here to do Joan's job, and I'm sure she's home watching this and feeling much better knowing that which she already knew. Joan would have said, Look, they needed four of them to do my job up here, but at least Father Campellone saw that. But this is a resolution of Joan's and the whole Council honoring the Father Judge High School Soccer Team on winning the PIAA AAA State Championship. Whereas, the Father Judge High the first team in the City of Philadelphia to win a state title in soccer. And the oblates do dominate soccer, whether it's North Catholic or Father Judge. And I'm going to call on Councilman Kelly. Jack.
Whereas, Judge entered the state playoffs as the District 12 champion and became the first boys' soccer team from the City to win a state playoff game; and Whereas, Judge earned the right to play in the state soccer final by winning the Catholic League title, the City Championship by defeating George Washington High School -- which are neighbors of mine incidentally -- and wins over Central Bucks East, Downingtown West, former state champions, in the state quarterfinals, and a thrilling two to one double overtime victory against semifinals; and
Whereas, this has been a year of accomplishments for Coach John Dunlop. In addition to guiding Judge to a final record of 22, 2 and 2, Coach Dunlop became the all-time leader in victories as Coach of Father Judge Soccer. He notched his 100th career win and was inducted into the Southeastern Pennsylvania Soccer Hall of Fame in recognition of these endeavors; and Whereas, the team received crucial goals throughout the playoffs from a host of different players, including Nick Morris, who scored the game-winning goal in the City Title game and a pair of goals to clinch the Catholic League title, Judge's second Catholic League title in three years; and
Whereas -they always give the freshman the "whereas" clauses with lots of names to try to pronounce. Whereas, team members also include Chris Aliminde, Nick Battaglia, Jim Bruening, Ryan Brocker, Kevin Bushbeck, Ryan Coaste, Kevin Elemer, Dave Falcone, Darius Gblunblee, Eric Goldbloom, Rey Jimenez, Andrew Kelly, Matt Kerns, Emmanuel Kollie, Jamie Mangini, Nick Morris, Brendan McArdle, Rich Mychalk, Christian Pembroke, Kevin Pohl, Derek Ross, Chris Schwartz, Chris Sinko, Colin Sulpizio, Gavin Whalen and Brian Wright; and Whereas, Father Judge has received numerous post-season awards for their triumphant season. The team was ranked 12th nationally in a poll conducted by ESPN's RISE Magazine and 14th in the nation in the Adidas Soccer Coaches Poll; now therefore
Resolved, by the Council of the City of Philadelphia, that we hereby honor and commend the Father Judge High School Soccer Team on winning the PIAA AAA State further, that an engrossed copy of this resolution be presented to the Father Judge Soccer Team and Coach Dunlop as further evidence of the sincere respect and admiration of this legislative body. Thank you, Madam President. It gives me great pleasure to join with my sisters here this morning and my organization to present this resolution honoring the National Association of University Women on its 100th Anniversary. Whereas, on March the 11th, 1910, Mrs. Mary Church Terrell, Dr. Sara Brown, Dr. Fairfax Brown and Ms. Mary Cromwell gathered in Washington, DC to plan a program that would enable them to develop a close relationship with other professional women; and Whereas, they formed the College Alumni Club, which influenced various civic causes and social movements in the city and, by 1919, other college graduates that lived outside Washington, DC were invited to join the founding group; and Whereas, by 1923, the Club had numerous college graduates in newly organized branches throughout the United States, and these branches were incorporated as a national organization entitled the National Association of College Women; and Whereas, the Philadelphia Branch was chartered in 1954, and during the 1974 biennial convention in Philadelphia, the charter was updated and as the National Association of University Women, and today it continues to stay true to its mission as a service and educational organization with branches throughout our nation; and Whereas, the goals of the National Association of University Women are to sponsor, promote and conduct educational activities to provide community outreach services, to network with educational institutions, agencies, and other organizations for the purpose of improving educational standards and promoting academic and intellectual attainment, to sponsor conferences, seminars and workshops for the purpose of achieving its programs, to promote the improvement of education and to address issues that involve the quality of education, and to sponsor awards, scholarships and fellowships for undergraduate and graduate study on the local, sectional and national levels; and Whereas, this March, the Philadelphia Branch, under the leadership of Ann Glover-Lingham, along with the Suburban Philadelphia and Wilmington Branches, are holding a tri-branch event to commemorate the 100th Anniversary of the National Association of University Women, and this event will feature National President Mrs. Ollie D. Johnson and Northeast Sectional Director Mrs. Pauline Chandler and will provide an opportunity to reflect upon the organization's founders and 100 years of outreach and service to the communities of our nation; therefore, be it Resolved, by the Council of the City of Philadelphia, that we hereby honor the National Association of University Women on its 100th Anniversary. Further resolved, that an engrossed copy of this resolution be presented to representatives of the National Association of University Women sincere sentiments of this legislative body. Certification, that this is a true and correct copy of the original resolution, adopted by the Council of the City of Philadelphia on the 21st day of February 2010. Signed by Anna C. And you see our colors are green and white, and our colleague, Mr. Green, thought it was for St. Patrick's Day, but we will honor St. Patrick's Day, too. Thank you. We congratulate them. These women work very hard in the community, and although I'm not able to participate in a lot of their activities, they do keep us informed, keep me informed of what's going on, and I cherish their friendship. I cherish their relationships, because they do good work in the Delaware Valley. Thank you.
On behalf of the National Association of University Women, Philadelphia Branch, I would like to thank Council for welcoming us this morning and giving us the honor of being here. My sister, Councilwoman Tasco, has given you the background of NAUW. We have been active in the community since 1954, and as Councilwoman Tasco said, the biennial convention was right here in Philadelphia where the name of the National Association of University Women was formed, also known as NAUW. Since its inception, we have engaged in activities to assist students, have given four-year scholarships to hundreds of students. We emphasize and encourage education and for making it possible for students to reach its highest educational goal. Some of the ongoing things we have in the Philadelphia Branch, we have widened our perspective to include: We work with the homeless, senior citizens, youth groups. We have adopted two schools, the Clymer Elementary School and the former Renaissance Charter School known now as the Hardy Williams Charter School. We tutor. We mentor. We give school supplies. We give Thanksgiving dinner baskets, toys and clothing to the students of these schools. We worship every year at a church where we go and worship as a group. We thank you for all of your support, Councilwoman Tasco. And we are focusing on youth. Our focus on youth is a yearly thing, and we see talent and May the 5th -- May the 8th, I'm sorry, 2010, we will be celebrating our annual scholarship luncheon, and also August 2010, we will be traveling to Washington, DC, where it all started, to celebrate our centennial. And we are looking forward, we are proud sisters of these four founders, who are visionaries. NAUW, Philadelphia Branch, is fortunate enough to have with us this morning branch members in the name of our past National President Phyllis Eggleston and our past second National President Dolores Owens. Once again, we thank you for the honor. (Applause.)

Thank you, Madam President. It's my sad duty to report that one of our own former members of Council has passed. Former Councilwoman Ann Land passed. She served ten years with distinction, comes from a long line of members from the 4th District, George Schwartz, Carol Ann Campbell and even Mayor Michael Nutter, and she will be missed. Our condolences go out to her family, and in lieu of any flowers, they're asking people to make a contribution to the Make-a-Wish Foundation, and the City of Philadelphia and the 4th District will be a less brighter place because of her absence. Thank you very much, Madam President. The City of Philadelphia's Chief Technology Officer, Allan Frank, and the Administration are involved in a very exciting bid to bring Google Fiber to the City of Philadelphia. may go are not quite decided yet, but I'd like to urge all of my colleagues who have Facebook pages or Twitter accounts or anybody listening to please go to Gigabit Philly, G-I-G-A-B-I-T, Philly on Facebook for the fan page and sign up there and direct your people to go to it. The number one thing that Google will be looking at is the ease of coming into a city and getting the fiber put down very quickly, and the number two thing they'll be looking at is community response. So there's a separate section that you can find at Gigabit Philly or at the website, www.gigabitphilly.com where you can go fill out a response as part of the community, and I'd like to ask everybody to please urge your neighborhood groups to do so. Please direct people on your Facebook pages to go to the Google RFP and fill it out as citizens from the City of Philadelphia so that we can really move the meter on this Chief Technology Officer and the Administration. And the hashtag for Twitter is the "at" symbol, Gigabit Philly, if you want to send people there and you have a Twitter account. Thank you.

Thank you, Madam President. In the cover story of today's Inquirer, there is a story around the push around Latinos and the Census. Just this week I received a letter from the Census advising me that the form would come later in a bilingual format, and this is the first time in the history of the Census that they are addressing the language access issues as it relates to their data collection. So I want to continue to encourage and I know many of my in this. I've joined the Administration in their local efforts to push the Census to ensure that we get the fullest count, because every person counted represents $2,600 in federal formula funding for the City of Philadelphia, not to mention what we've heard many times, the forthcoming redistricting process. So I just wanted folks to know that the Census has taken historic steps in ensuring not only because the form is now ten questions, but ensuring that everyone can fill out and be counted. Thank you.
