Thank you, Madam President. We are going to opt to make a presentation at a future date, but we would like to introduce some people who are here this morning. The principal and THE cluster leader from John Bartram were coming, but as is unfortunately too often today, they had a bomb scare, so they couldn't come. We do have Carol Chew-Williams, who is the leader and whose concept is the Environmental Center in Cobbs Creek. We have Bill Mifflin, who's working with that. And we have some students who we want to congratulate on receiving the Presidential Environmental Youth Award for their involvement with the 1998 Summer Youth Works Program. They assisted with the watershed study project and participated in the park management program established four years ago with the Cobbs Creek Environmental Center and the Private Industry Council. This is the first group to win this VISITOR RECOGNITION award in ten years, and we're very, very proud of them. These students come from Haiti, Korea, Cambodia, and Ethiopia to improve their work in the natural physical environment. So I will try to read names, and then I'm done, Madam President. Thank you for this time. Let me ask Bill Mifflin to stand up. Mrs. Carol-Chew Williams. I believe -- is there the teacher? Tracy, you got to help me out here. I don't see their names. This morning, Council is honoring the St. John Neumann High School bowling team. I invite Councilmembers DiCicco and Kenny to make this presentation. And would the coach please come up. And I would ask the students, if they will, to join us up here as the presentation is being made. (Councilmembers DiCicco and Kenney and Neumann personnel and students come forward.)
Good morning. And thank you, Madam President. Today I'm going to read a resolution congratulating St. John Neumann High School on winning its third consecutive Catholic League Bowling Championship. Whereas, in a title match with the Hawks of St. Joe's Prep, St. John Neumann's ST. JOHN NEUMANN HIGH PRESENTATION Pirates came to Facenda Whitaker Lanes, fully prepared to go the distance as the defending championships of the Catholic League; and Whereas, the Pirates High Rollers had work cut out for them if they were to defeat the favored Hawks. They rose to the challenge. Neumann moved ahead with a 49-pin advantage in the first game and then increased their lead by 100 pins in the second game; and Whereas, fighting back, the Hawks pulled ahead with a 50-pin advantage in the third game. But the Pirates were in the zone and won by eight pins. Neumann senior Angelo Derito* led all bowlers with a 595 series in three games; while senior Gene D'Amico rolled 546, and junior Joseph Bonafante* bowled 520 for the series in the Catholic League Championship; and. . .

Thank you, Madam President. This is a resolution honoring the achievements of the Widener Knights Chess Club and declaring April 29, 1999 as "Chess Day" in City Council: Whereas the Widener Knights Chess Club is an intergenerational, instructional, and recreational chess club sponsored by the Friends of the Widener Branch Library; and Whereas, since its inception in 1995, the Widener Knights have provided a year-round surprised chess program and have worked with over 150 players, ranging from novices to experienced players; and Whereas, the Widener Knights have participated in approximately 20 tournaments, traveling from Washington, D.C. to New York, and currently 13 members have become United States WIDENER CHESS DAY PRESENTATION Chest Federation Players; And whereas, in 1998, the club participated in the Pennsylvania State Championship, and Widener Knights member Akeem Gregory Thompson won the State Championship for the K-to-3rd-grade category; and Whereas, the Widener Knights Chess Club is not only devoted to the development of chess-playing skills but is also devoted to using chess as a tool to enhance their members' self discipline, concentration abilities, interpersonal team skills, and leadership potential; Now therefore resolved by the Council of the City of Philadelphia that we hereby honor the Widener Knights Chess Club for their many achievements. Resolved further that we declare April 29, 1999 as "Chess Day" in City Council and invited members of Council and the City Administration to a chess match with the members of the Widener Knights. Resolved further that an engrossed copy of this resolution be presented to Lynette Hazelton, President of the Friends of Widener WIDENER CHESS DAY PRESENTATION Branch Library, as a symbol of this legislative body's gratitude for their dedication to providing positive skill-building and academic enrichment activities for our youth through the game of chess. Thank you, Madam President and to the honorable members of City Council. We would just like to say this is an exciting day for us, and as you can see, all the children are very excited to be a part of City Council today and Chess Day at City Council. I would like to especially thank my councilman, City Councilman Mike Nutter, for all the support he has given us over our four years. We are now the largest community chess club in the city, and it's because we've had so much support like Councilman Nutter's. I'd also like to thank the parents that WIDENER CHESS DAY PRESENTATION are out with us today because that's extremely important to our growth. We are a volunteer operation, and we couldn't travel and we couldn't do the things we do if we didn't have the parents. And I would just like to say an especial thanks to a special father we have today, Dwight Rice, who organized this entire event today and is making sure that our kids conduct themselves with utmost dignity. Just two other things. We will be playing and, of course, we're excited to do play. And my kids also have another challenge. So if you don't play, please stop by, say hello, because if they can get all the names of the members of City Council, they win a Big Mac. An ordinance amending Chapter 10-800 of The Philadelphia Code entitled "Safety" by adding a new section providing that any person, including but not limited to, any registered or licensed transfer any firearm shall be liable in tort without regard to fault or proof of defect for all direct and consequential damages that arise from bodily injury or death if the bodily injury or death results from the discharge within the City of Philadelphia of firearms unless the firearm incorporates within its design and as part of its original manufacture technology which INTRODUCTION - Bills, Resolutions automatically limits the firearms operational use so that it may only be fired by the particular individual to whom it is sold, all under certain terms and conditions.
