Today is our annual celebration of daughters who are invited by their parents to various kinds of employment, not only in Philadelphia but across the -- all across America. It is our hope that young ladies will learn about their parents' jobs, learn that there is a whole VISITOR RECOGNITION world of opportunity to be explored; and more importantly, learn that they can do anything they set their minds and hearts to do. Today, I personally welcome all daughters and other relatives who have joined us and I ask my colleagues and staff members to introduce their guests. Thank you, Madam President. I'd like to introduce four young ladies that I have with me today in honor of Take Your Daughters to Work Day. The first lady I'd like to introduce is Elizabeth Golden. Elizabeth, would you please stand. Elizabeth is nine years old, is a student at Penn Charter, and is the daughter of Susan Jacobson, the Mayor's Deputy Chief of Staff. (Applause.)

This morning, we are honoring Harry J. Nadley. I invite Councilman Longstreth to come and make this presentation. (Councilman Longstreth comes forward.)
It is a very great pleasure for me today to be able to participate in this tribute to Harry Nadley. Harry Nadley is a man who has lived in Philadelphia all his life, was educated here, and throughout his business career, has been here. And he's the kind of person who, by honoring him, we honor ourselves. I'd like to read you portions of this resolution from Council honoring Harry J. Nadley. Born here in Wynnefield, graduated with honors from Overbrook High School back in 1944, earned an undergraduate degree Wharton Penn. Then he went bad on us, lost his perspective, and completed his education at Harvard University, PRESENTATIONS - H. NADLEY attaining a Ph.D. in economics in 1952. A CPA, in 1956, he became a senior partner of one of the oldest accounting firms in the City. He also served as economic policy adviser to the late Mayor Frank Rizzo in his last two campaigns. I won't bore people with the details of that, but I always felt that the reason Mayor Rizzo defeated his opponent was because he had such wonderful advice in the area of policy. In 1944, Harry joined the service. Harry's got a picture of himself as a marine back in those times, and I'll tell you, I wouldn't have wanted to be a Jap if he was going to come in my pill box. He participated in the invasion of Okinawa. In 1945, he joined the Marine Corps Reserves and retired as captain. We honor Harry as an American patriot and as an exemplary citizen, and I feel very, very happy to have been selected to be the one to make this presentation to you today. (Applause.)
It's a great pleasure for PRESENTATIONS - H. NADLEY me to be here today, and in particular, because two of my most wonderful friends in Philadelphia are here to attend. Besides Stretch, the other is Franny Rizzo whose father I served for many years who was really my inspiration in many, many things. The other thing I'd like to say is that it's possible -- I want all the young people who are here today to know this: it's possible to go to a Philadelphia school and rise to the admiral in the United States Navy. I think this is something that should serve as a shining example. It's just inconceivable to me, as I speak to you today, that I was just a little kid in Wynnefield, starting at the William B. Mann School. And incidently, Ed Bradley of CBS fame also went to the William B. Mann School and ended up speaking to the City Council as I am today. Thank you all for the resolution. Now, it's important to remember one thing. Before I leave, I want to say that I'm glad that there are young people here today -- in particular, in light of what happened out in that high school out west in Colorado. I think the public is all wrong. PRESENTATIONS - H. NADLEY There are only a few bad apples; but by and large, now that I look back over a 50-year career in the military, we have an outstanding group of young people coming up today, and I'm proud of 'em. Like I said, there are a few bad apples, and there have always been a few bad apples. But I think people underestimate the educational depth and the idealism that our young people have today. And I just wanted to make note of that. I'm part of the passing generation who's going to have to let them go on in terms of leadership, and we should encourage them any way we can. I want to thank you, ladies and gentlemen of City Council and everybody here in attendance for awarding me this resolution. Thank you. (Applause.)
Today we are recognizing Black Bottom Day, and we invite Councilwoman Blackwell to make this presentation to Dr. Walter Palmer. PRESENTATIONS - BLACK BOTTOM DAY Would Dr. Palmer please join Councilwoman Blackwell. And Dr. Palmer can bring any guests up to join him if he so desires. There are more folks from the Bottom than I realized. (Laughter.)
A few of them moved to other areas of the City, but we'll forgive them 'cause we're glad they're back. I'd like you all to know that the Blackwell people are also represented, they're also represented as well. This is a resolution designating the last day of August as "Black Bottom Day" in the City of Philadelphia, in fitting tribute to the great history and legacy of this great and historic community. PRESENTATIONS - BLACK BOTTOM DAY Whereas Philadelphia has historically been called "the City of neighborhoods"; And whereas, the Bottom was 46th Street west to 33rd Street east, Baltimore Avenue and Curie Avenue to the south, and Fairmount Park to the north; And whereas, a section of the Bottom was subdivided in 1809, and it was named Greenville, which was set in Hamilton Village, and was bounded by 30th Street west to 37th Street west and Market Street south and Lancaster Avenue and Powelton Avenue; And whereas, this was a meeting place for drivers who herded their cattle in open spaces near Lancaster Avenue and Powelton Avenue; And whereas, these drivers and Teamsters, a rough and racy crowd (it's nice to hear the word "racy" used like racy, as in a "tough crowd") that preferred Greenville over other parts of Philadelphia; And whereas, by 1980, Greenfield became a large German settlement, followed by Jewish, Irish, and Anglo-Saxon Protestants, and African-Americans; PRESENTATIONS - BLACK BOTTOM DAY And whereas, African-Americans, who were a close group and whose numbers were dramatically growing in Greenfield and exploded after the first world war, 1917, refer to themselves as "the Black Bottom Tribe"; And whereas, Black Bottom tried to change the name of Greenville to Black Bottom and expanded the boundaries from 40th Street west to 33rd Street east and Lancaster and Powelton Avenue and Baltimore Avenue and Curie Avenue south; And whereas, the Black Bottom has a history of caring, loving, nurturing, and protecting its elders and women and children for over a hundred years. And we note -- I'm just going to say one thing: that in Mantua, we have the same community that has existed and survived with all the expansion going down to today; And whereas, Black Bottom men fought in the Civil Water, the War of 1864, the first world war, the second world war, the Korean War in the ' 50s, the Vietnam in the '60s to protect their families and community -- that's over 100 years 1864 to 1964; And whereas, the Black Bottom was an PRESENTATIONS - BLACK BOTTOM DAY impoverished, poor area, it should be remembered as wealthy in love, courage, spirit and soul; And whereas, the Black Bottom was eventually displaced -- 15,000 residents -- by urban renewal and by the institutions -- the University of Pennsylvania and Drexel University expansion; And whereas, the Black Bottom residents have been displaced since 1970 but continue to meet every year on the last Sunday in August in Philadelphia in Fairmount Park; And whereas, the Black Bottom community every August turns out 5 to 10,000 strong for the largest neighborhood gathering in Philadelphia history; Now therefore resolved by the Council of the City of Philadelphia that we proudly designate the last Sunday of August as "Black Bottom Day" in the City of Philadelphia, in a fitting tribute to the great history and legacy of this great historic community; Resolved further that this is an engrossed copy of the resolution which shall be presented to Dr. Walter Palmer, President of the PRESENTATIONS - BLACK BOTTOM DAY Palmer Foundation, to be placed in the Black Bottom Museum and archives as evidence of the sincere sentiments of this legislative body. Signed by the President and concurred with and signed by each and every member of City Council. Thank you. (Applause.)
Thank you, thank you very much. City Councilmembers, I know many of them and they've known me a number of years and have seen me coming in these chambers being combative while in here fighting for health care, housing for the poor. And I must say I have many friends here that I have known for much longer than they've been in Council. I feel blessed that we have people like Michael Nutter, a gifted guy out of West Philadelphia; and certainly Jannie Blackwell, who's served us 30 years or more. I'd also like to note that 20 some years, I met a young woman in a bar on 52nd Street, and she asked me where I was going. I said, "I have to leave, I have to go." It was PRESENTATIONS - BLACK BOTTOM DAY raining, and she asked me if I had an umbrella. I said, "No, I don't have an umbrella" so she gave her umbrella, she gave me her umbrella. It was raining and she gave that umbrella. That lady was none other than Marian Tasco, and I want you to know I finally, I finally, I finally have got you an umbrella. (Laughter.) (Applause.)
And there's Councilman Cohen. And also Jim Kenny whom I've worked with a lot on school choice. I will just say to you that it is very heartwarming. It's also very, very sad that, in fact, this great community, my people, lose their history, they lose their lives. You must always fight -(Applause.)
-- to preserve the integrity of a community. I came from abject poverty. If I had to die and come back again, I want to come back to the poor and to the Black Bottom. (Applause.) PRESENTATIONS - BLACK BOTTOM DAY
I studied medicine at the University of Pennsylvania, became a cardiopulmonary therapist. I practiced for ten years, then studied business and got a business degree from Temple University. I studied and got an education degree from Cheyney University. I studied communications at Temple, and I got my juris doctorate from Howard University in law. I'm currently working on two doctoral programs: a Ph.D. in education, which I've finished, and an LLD, doctorate in law through Monticello University. (Applause.)
I'm currently professor at the University of Pennsylvania Graduate School of Social Work. It's that same university that, over these number of years, I both hated for the things they did to my community but loved for the potential of what a university could be. A university, an institution really can be your friend if, in fact, they make a partnership. (Applause.)
As an activist all around the country, some of you out there know that I PRESENTATIONS - BLACK BOTTOM DAY fought and organized people to fight in the Black Bottom to resist the University of Pennsylvania encroachment. At the same time I was in that fight, Temple University threatened to take 25 percent of the land mass from people in North Philadelphia. We confronted Temple. Dr. Walkman, who was the president at the time, can testify to that. We confronted Temple like we did Penn, and we were able to get Temple to agree not to further the expansion. Franny, your dad, I told people to contact him because your dad really cared about neighborhoods. We all had problems with some of the things your dad did, but he loved the city and neighborhoods, and your dad helped people in Philadelphia block Temple's encroachment, that's a fact. So to all of you -- black, white, Hispanic -- rumble. Never ever stop rumbling. Never, never, never stop fighting. (Applause.)
I was asked to make an announcement. Tonight we're having a play about PRESENTATIONS - BLACK BOTTOM DAY the Black Bottom at the University of Pennsylvania Annenberg Theater at 7 o'clock, and it will describe the struggle between the people of the Black Bottom and the University of Pennsylvania. Billy, a young gentleman I met several years ago, came to my office, heard about the work we were doing in historical ethnographies on the people of Black Bottom, and he put together a play a year ago this year to talk resistance and how we must and should resist -- not progress but the attempt on progress to replace the people. And that play will be going on tonight at 7 o'clock at the Annenberg theater. We again invite you to join us. Thank you once again. Thank you all. (Applause.)

OF BILLS, RESOLUTIONS striking from the City Plan and abandoning a certain 28-feet-wide right-of-way for drainage purposes from Leland Street northwardly to Edwin Street, under certain terms and conditions.

A resolution congratulating and applauding Governor Christine Whitman and New Jersey Attorney General Peter G. Verniero for acknowledging the contemptible and odious use of racial profiling by some New Jersey State troopers and entreating them to take all appropriate actions to: (1) sanction and punish those troopers who were involved in this vile practice; and (2) design and implement remedial law enforcement strategies and methodologies which eliminate racial profiling and other discriminatory practices; and (3) develop model for other jurisdictions and states to follow.

A resolution expressing our heartfelt condolences to the parents, families, and friends of the students and teachers of Columbine High School of Littleton, Colorado, who lost lives because of a brutal, senseless, and cowardly act, and to all of the citizens of Littleton.

Madam Chair, the wave of school violence across this country has reached epidemic proportions. Probably nothing has shocked our sensibility greater than the news that broke two days ago in Colorado where two students stormed a school with 800 students inside and opened up fire, creating such havoc, panic and, fear as school children in this country have not known. I know that members of this Council join with me in sending our prayers of comfort to the families of the slain and injured and to the people who live in that community and our support to the school district as they continue to look for ways to anticipate this kind of thing and prevent it ever happening again. I would ask that members who agree -after some members whose light are on have a INTRO. OF BILLS, RESOLUTIONS chance to speak -- would signify their support for this resolution by a standing vote.

Thank you, Madam Chair. The other day here in the City of Philadelphia, a young child playing found a gun and shot one of his friends. That gun had been bought legally by a man who had bought several other guns on the same day. Charlton Heston came to the City of Philadelphia and spoke about America's need for guns and the right and privilege of having a gun. I don't think Charlton Heston would be welcome in Littleton, Colorado this week. This Council, a few years back, passed legislation banning the sale of assault weapons in the City of Philadelphia. The National Rifle Association put out one of the most vigorous and expensive campaigns to get the Harrisburg legislature to put out an ordinance to take away INTRO. OF BILLS, RESOLUTIONS the power of this Council to legislate and regulate guns and weapons. Some of our representatives are trying to give us that power back. I think the death of the young men and women in Colorado, the death of the kid here in Philadelphia, the deaths that we see every day in the streets of Philadelphia by guns says that there is a need for us to have control over our destiny and our safety here in the city. Let us legislate, let us keep on putting it forward and challenging the gun lobby and the gun enthusiasts who believe that an AK-47 is a privilege. It is not -- the accessibility of buying guns, as you would go into McDonald's to buy hamburgers, is not something that needs to continue in our society. And yesterday's and the other day's tragedies do not have to be the reminder because we see it in our streets here almost every day. It is time for us to begin to fight to get our power back so that we can legislate and prohibit the sale of these weapons in our city.

This resolution asked that as a deterrent for school violence -- and, you know, we've had hearings on school violence. But this resolution proposes that as a deterrent, that the School District look into the possibility of see-through book bags. Now, we know that these explosives were carried into the school in tote bags. We had adopted this resolution and I don't know that the School District ever did anything about it. And if you look at this bag, believe it or not, you will see on the front of the bag that it's made in Colorado. But we asked the School District to deal with the possibly of see-through bags as a deterrent. Certainly we understand that if a person is bent on taking some kind of weapons into a school, it can be done, but this might help. INTRO. OF BILLS, RESOLUTIONS So I would like to pass this book bag around, and you will see that, ironically, it's made in Colorado. And I'd like to again see us affirm our support that there are some things we can do to help deter violence in school. Whereas, community teaching hospitals serve a vital role in the communities they serve; and Whereas, Episcopal Hospital serves tens of thousands residents, including a large Latino population; and Whereas, Episcopal Hospital provides critical services in the community, including INTRO. OF BILLS, RESOLUTIONS maternity, detoxification, acute care, as well as vital outpatient and clinical services; and Whereas, during its acquisition of Episcopal Hospital, the Temple University Health System pledged to maintain the mission and services of the hospital and pledged to involve the community in the planning for the future of the hospital; and Whereas, since its takeover of Episcopal Hospital, Temple has instead frequently shut down the Episcopal Hospital emergency room, sharply reduced staff and has shut down key services at Episcopal, such as cardiac services; and Whereas, despite receiving a special $8 million grant from the Commonwealth of Pennsylvania to support Episcopal's maternity services, Temple recently decided to eliminate Episcopal Hospital's neonatal intensive care unit; and Whereas, Temple has indicated that it cannot afford to sustain the losses it has experienced in the past, therefore forcing it to consider shutting down key services and even INTRO. OF BILLS, RESOLUTIONS possibly closing this valuable community resource; and Whereas, residents, community groups, and businesses of North and East Philadelphia rely on Episcopal Hospital, not only for health-care needs but for maintaining the economic stability of their neighborhoods; now therefore Be it resolved by the Council of the City of Philadelphia that we do hereby authorize the Committees on Law and Government and Health and Human Services to conduct a joint investigation on the future of Episcopal Hospital and to examine the impact that further cuts and possible closure of Episcopal Hospital will have on the community it serves.

Thank you, Madam Chair. Episcopal is a significant anchor to the lower Kensington neighborhoods in which it sits. The closing of Episcopal will leave a void and it will take not 10 years but maybe 20 or more to begin trying to repair. Not only will it cause harm to the health and safety of the people in the community surrounding Episcopal, but it will have a devastating economic impact on the neighborhood INTRO. OF BILLS, RESOLUTIONS and the small businesses that surround it. It is imperative that Temple look at its acquisition of Episcopal and make sure that the acquisition of it does not mean the eventual closing of this institution. It is too important to the economic life of North Philadelphia. And if we're going to have a neighborhood that is prosperous and begins to turn around, Episcopal is part of the answer and the solution. It cannot keep on closing down its services. I have members here of the SEIU, a group that has been a part of the union across the United States, and this bill has been approved in San Francisco, Washington D.C., and other cities across the United States.
