Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. Council will come to order. Members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Father Richard Rock, Pastor of Saint Vincent de Paul Roman Catholic Church. He is here today as my guest. Good morning. We bow our heads and pray. Creator of the universe, today we thank you for all your gifts - our world, our family and the City of Philadelphia. May we draw strength from God's words and God's vision. Give us the courage, oh God, to to forgive us at times for the quick and the unfair judgments we make at times of other races and cultures. Give us the simple willingness to be fair. Show us how to speak for the silent. Show us how to call the world from violence. Lord, our families at times are torn by violence, our communities are torn by violence, and we know at times our faith is torn by violence. Yet, God, you still call us to be peacemakers and people of non-violence. God, beyond the violence in our streets, we also find violence in people's hearts. Hostility, hatred, despair, indifference are at the heart of a growing culture of violence. Yet, you remind us that God's peace is beyond all human understanding. God, you know that it doesn't have to be this way. It was not always that way. We can turn away from violence and we can build communities of greater a clear conviction, respect for human life. God, we need to teach our children by example how to resolve conflict in non-violent ways. The creator of the universe is our best teacher of peace. We can begin to create a community where peace prospers by being patient in speech and in action. Our creator is always patient with us. We can give our children roots and wings so that we might scale the barriers that divide us by race, ethnicity, class, gender, religion and culture. Our creator transcends all human boundaries. Almighty God, we need also comprehensive immigration reform and healthcare reform where all of God's people are respected and treated fairly. If we do this well, we will keep God's vision alive. This morning we ask you to give thanks for all of life's prophets of freedom, and in our world and in our city for a spirit to remind us that the Lord has anointed all of us to preach the good news. We thank you, God, today for your legacy of love and peace which brings us together at the City Council today to continue the journey. Amen. (Amen.)

Good morning, everyone. Recognizing, honoring, celebrating and thanking the Philadelphia Flag Day Association for its invaluable contributions to the City of Philadelphia on the occasion of its 75th anniversary. Whereas, the Philadelphia Flag Day Association is the nation's oldest Flag Day Association, established in 1934; Whereas, the Philadelphia Flag Day Association remains the premiere patriotic organization in the Delaware Valley devoted to promoting respect for the flag, the country's traditional values, laws and institutions; and COUNCILMAN DiCICCO: Whereas, the Philadelphia Flag Day Association engages and educates the community with its public events, including pre-Flag Day and Flag Day ceremonies at the Betsy Ross House, 9/11 Remembrance Program and a Veterans' Day ceremony; and Whereas, the Philadelphia Flag Day Association has compiled an extensive historic flag and banner collection used for the educational and patriotic display; and Whereas, the Philadelphia Flag Day Association's members act as ambassadors to local schools, museums and educational institutions as they travel to engage in a dialogue with students regarding history and promote the respect of new ideas and the sacrifices of America's founders and protectors; and
Whereas, the City of Philadelphia looks forward to another 75 years of civic excellence from the Philadelphia Flag Day Association. Now, therefore, be it resolved, by the Council of the City of Philadelphia, that it recognizes, honors, celebrates and thanks the Philadelphia Flag Day Association for its invaluable of Philadelphia on the occasion of its 75th anniversary. Further resolved, that an engrossed copy of this resolution be presented to the Flag Day Association, further evidencing the sincere admiration and gratitude of this legislative body. Thank you. Councilmen, Council Ladies, on behalf of the Philadelphia Flag Day Association, its officers and Board of Directors, we bring you greetings and sincerely thank the two Councilmen for this award. We really do appreciate it. Our organization was founded in 1934 by Judge Glass, Cardinal Dougherty and Rabbi Walkman during a time when communism had already arisen in Russia, Naziism was rising in Germany and fascism Japan. Today we see another threat from the East, and our forces have been at war for over ten years. To that end, members of our association go to the various schools in the Philadelphia area, taking our almost 80 flags, antiquarian flags -- going back, by the way, to the Civil War -- to the various schools to instruct the children, who seem to, by the way, very much enjoy this. It's something they don't usually see. They are instructed in the meaning of the flag, what is the main symbol of our nation and what it should mean to each of them. The flag here today, by the way, is a 13-star flag that was actually made during the Spanish American War, and the pole is also -- the flag pole is from that period of time and flew at the sesquicentennial. So this is one of our antiquarian flags, actually one of the newer ones that we've obtained. In any event, we hope that you our Flag Day celebrations at the Betsy Ross House this Sunday and this Monday. On Monday we always have somebody from the federal government to swear in 13 new citizens. We have many judges and other folks, usually Councilman Rizzo shows up and some of the other Councilmen. We're always happy to see you. They come and have a word to say about it. Lots of military officers, an Army band and so forth. It's an awful lot of fun and it's something great for kids to see. It will give them a real feel for the country. And in closing, as I always say at Flag Day, under those stars and stripes, anything is possible. And thank you. (Applause.)
And if I may, I'm going to introduce Mike Axelrod, who is Chairman of our Education Committee. Coin, who is our Secretary and also a member of the Daughters of the American Revolution, and there's Colonel Siegfried Hannick, who is, of course, with the National Guard and also is our President. I've got Dr. Jeff Kahn, who is our historian. (Applause.)

Yes, Madam President. I just want to take a moment to salute and point out the 48 new interns from the Mayor's internship program. They'll be working with 27 different City departments over a ten-week period this summer, and I wanted them to stand and be recognized.
Many of the people in this room started in Council at one point in their life were interns, and them join us, and maybe they'll teach us a thing or two. Thank you very much, Madam President.

Thank you, Madam President. I rise today to remind us of a resolution that was authored by Councilwoman Blondell Reynolds Brown and it dealt with the fracturing, which is a drilling process, that is used by the Marcellus Shale natural gas deposit. In that resolution we unanimously approved that the Delaware River Basin Commission halt such types of drilling because of the potential to 50 percent of our water supply that comes from the Schuylkill River. In today's recent current events, ranging from the Gulf of Mexico to an explosion recently in that particular area, some 45 miles of pipeline is being considered between Marcellus Shale and the Port of Philadelphia. What the natural environmental disasters have proven is the world is a smaller place and that we need to be mindful of all of those environmental impacts, because it will visit home. The people along the Gulf Coast realize that more and more every day, and the people of Philadelphia need to be worried about something close to home such as fractured drilling and the Marcellus Shale findings that impact our drinking water so dearly. So I will work with and continue to work with my colleagues to monitor this issue and, as a Gas Commissioner, urge the Gas Commission to be careful about our sources of gas, considering the way that it is being ferreted from the earth.

Thank you, Madam President. It may be time for City Council to request equal time on KYW 1060 in response to Mayor's question time. I voted against the budget, but feel the need to correct the record, as the Administration spin seems to be hurling off in completely unrealistic directions. This body provided $100 million of revenue to the Administration. It was not the revenue the Administration asked for, so it is correct to say that the Mayor did not propose a property tax. However, the morning before we passed the property tax, the Mayor sent us a letter asking for a 12.1 percent property tax. What we approved was a 9.9 percent instead of -- and this was not mentioned. It was instead of a $300 per home fee, and what City Council did saved the average Philadelphia homeowner over $100 a year. The other statement made yesterday was that the Administration doesn't want to cut libraries or rec centers or police, but that City Council forced the Administration to have to make these cuts, the most painful cuts that can be made in any budget. I think we all know that this body sent a collective set of cuts up to the Administration containing $43 million worth of cuts. The Administration sent a very clear letter back to the President and Majority Leader saying that they would only accept or agree to $18 million of those cuts. That left $25 million in cuts that not all Councilmembers agreed with, but were cuts put together by a collective group of Councilmembers. None of the additional $25 million in cuts affected libraries, rec centers, police or fire. These cuts that the Administration is making are their choices that demonstrate Administration priorities and they are not the responsibility of City Council. Thank you, Madam President.

Thank you, Madam President. I first want to thank my colleagues for their support on the override of the bill, and pledge to continue to work, as I have in my time here in Council, to work with the Administration on a responsible solution that values the hundreds and thousands of volunteer hours put together by the citizens of Philadelphia in maintaining their festivals and their traditions. Some of the people that -- as Councilman Green noted, we all in Council percent of their taxes and deserve our support in those traditions, but I wanted to remind folks that today at 12:00 noon, I'll be hosting a briefing session with state legislators. Just this week we spent four hours in a housing committee discussion hosted by Councilwoman Blackwell discussing vacant land property, our NTI challenges and so forth. And while we're doing this, the state continues to put together legislation to deal with blight. Recently they passed a conveyorship bill that we have yet to exercise here in Philadelphia, but they were also fast-tracking a land banking bill, and I felt it was important that before the state move on passing this type of legislation -- and I'm aware that the Administration has also been talking to the Urban House Committee. Before this land banking legislation passes, that they have a discussion with Philadelphia ensure, since we know how difficult it is to get state-enabling legislation to deal with Philadelphia's problems, to ensure that Philadelphia is considered in the passing of this bill as we try to deal with the 10,000 vacant properties City-owned but, more importantly, the 30,000 vacant delinquent properties that we have in the City that whether we own them or not, we definitely own the problem. So I encourage all my colleagues to join me after Council in the Caucus Room for this important discussion so that we can make sure that we can be part of the discussion to help provide a long-term solution to the millions and millions of dollars owed to the City of Philadelphia through the 30,000 delinquent and vacant properties throughout the City. So I encourage all of you to join me in the Council Caucus Room. If not, please send your legislative staff, important discussion and a bill that we expect will pass this fall at the state.
